Government Dissolved Staff Selection Commission after Suspension

Sukhu government has dissolved the Himachal Pradesh Staff Selection Commission suspended since the JOA IT paper leak case came to light on 26 December 2022.

The government has taken this decision after considering all the investigation reports of the case. Chief Minister Sukhvinder Singh Sukhu gave this information on Tuesday.

He said this with great grief that the investigation report revealed that papers of recruitment examinations were being sold in the Staff Selection Commission for the last three years.

In view of this, it has been decided to dissolve the commission. It has been decided to put the staff of the selection commission in the surplus pool.

Employees were asked to which department they wanted to go. Sukhu said that the State Public Service Commission will complete the recruitment process until the new recruitment agency is decided.

For the convenience of the applicants, the government has decided to transfer the ongoing recruitment process from Himachal Pradesh Staff Selection Commission Hamirpur to Himachal Pradesh Public Service Commission Shimla.

Paper leaks from lower to high levels

Sukhu said that the commission had involvement in paper leaks of officers from low to high levels.

He said that the functioning of Himachal Pradesh Staff Selection Commission is under serious question and on the basis of reports, it indicates that for the last three years, the rigging was at its peak and the selected candidates were sold.

Sukhu said that the state government is studying the national model of recruitment to maintain transparency in the recruitment process and after that appropriate decision will be taken.

He further said that the first charge sheet in the case has been filed on Tuesday. Supplementary charge sheet will also be filed soon.

Learn the whole matter here, when what happened

The paper was leaked on 23 December 2022, two days before the written examination for the recruitment of 319 posts of JOA IT of State Staff Selection Commission.

In view of this, the government suspended the functioning of State Staff Selection Commission Hamirpur on 26 December with immediate effect.

At the same time, all the ongoing and pending recruitments in the commission were stopped till further orders. The government appointed Additional District Deputy Commissioner (ADC) Hamirpur as Special Affairs Officer (OSD) of the Commission.

Also suspended the female employee accused in the paper leak case. Junior auditor and computer operator recruitment papers were also recovered from the woman’s house.

On 26 December, the government formed the SIT in the case of JOA IT paper leak from Staff Selection Commission Hamirpur. DIG G. Sivakumar was assigned the responsibility of SIT team.

On 27 December, the Special Investigation Team (SIT) went to the Staff Selection Commission and investigated the record. In the case, Vigilance presented an invoice in Hamirpur Court on 20 February and eight people were accused in the charge sheet.

On January 20, two employees of the Staff Selection Commission have been appointed in the Shimla Secretariat. Questions arose on this. On 21 February, the government dissolved the commission itself.
