The Great Himalayan National Park in Tirthan Valley

The Great Himalayan National Park (GHNP) is located in the Kullu district of Himachal Pradesh covering an area of 754.4 square km.

The The Great Himalayan National Park is naturally surrounded by snow covered mountains and steep ridges on the northern, eastern and southern boundaries.

The Park is contiguous with the Rupi Bhaba Wildlife sanctuary in the south-east, Pin Valley National Park in the north-east and Kanawar Wildlife Sanctuary in the north.

These areas form the Great Himalayan National Park Conservation Area. The initial notification of 620 km2 of the Park was issued in the year 1984.

The area was declared as National Park under Wildlife Protection Act 1972 by the Himachal Pradesh Government in 1999.

This pristine area of temperate forests and alpine meadows surrounded by high mountains has remained without any human interference since 1999.

The Great Himalayan National Park was declared World Heritage Site by UNESCO on June 23, 2014. The request for its inclusion was submitted in 2009 by Himachal Pradesh Forest Department.

The second change was the creation of the Sainj Wildlife Sanctuary (90 sq km) around the three villages of Shagwar, Shakti, and Marore.

On the southern edge of the GHNP, another Protected Area (PA) was declared, known as Tirthan Wildlife Sanctuary. This covers 65 sq km and is without habitation.

More recently, in 2010, both the Sainj and Tirthan Wildlife Sanctuaries were added to GHNP, but will not be formally incorporated until a process known as settlement of rights has occurred.

Thus the initiated merger of Sainj and Tirthan Wildlife Sanctuaries with GHNP will be followed by a process of settlement to relocate inhabitants and make the area free of traditional pressures, which may take some time.

The total area under Park administration (National Park, Wildlife Sanctuaries and Ecozone) is 1171 sq km, which is together referred to as the Great Himalayan National Park Conservation Area (GHNPCA).

In 2010, an area of 710 sq km of the Parvati river catchment contiguous to the northern boundary of GHNP was initially notified as the Khirganga National Park, adding significant biological diversity, conservation value, and physical protection to GHNP.

The boundaries of GHNP are also contiguous with the Pin Valley National Park (675 sq km) in Trans-Himalaya, the Rupi Bhabha Wildlife Sanctuary (503 sq km) in Sutlej watershed and the Kanawar Wildlife Sanctuary (61 sq km), adding additional protection and conservation value and opening up extended wildlife corridors.

Singh’s wife Pratibha Singh was also summoned as accused. They have been asked to appear on May 22 before the court of special judge Virender Kumar Goyal.

Besides the 82-year-old Congress leader and his wife, those asked to appear as accused are Chunni Lal Chauhan, Joginder Singh Ghalta, Prem Raj, Vakamulla Chandrasekhar, Lawan Kumar Roach and Ram Prakash Bhatia.

The charge sheet, running into over 500 pages, claims that Singh had amassed assets worth around Rs 10 crore which were disproportionate by 192 per cent to his total income during his tenure as a Union minister.

The final report, filed against Singh and eight others for alleged offences punishable under sections 109 (abetment) and 465 (punishment for forgery) of IPC and Prevention of Corruption Act, arrayed around 225 witnesses and 442 documents.

The report also named as accused LIC agent Anand Chauhan, who is currently in judicial custody.

Chauhan was arrested by Enforcement Directorate on July 9 last year in a separate money laundering case related to the present case.

The matter was transferred by the Supreme Court to the Delhi high court, which on April 6, 2016 had asked the CBI not to arrest Singh and directed him to join the probe.

On November 5 last year, the apex court had transferred Singh’s plea from the Himachal Pradesh high court to the Delhi high court, saying it was not expressing any opinion on the merits of the case, but “simply” transferring the petition “in interest of justice and to save the institution (judiciary) from any embarrassment”.

Himachal Pradesh least corrupt state: CMS-India study

SHIMLA: Although, while addressing a rally in Shimla on Thursday, Prime Minister Modi had said that Himachal Pradesh is waiting for the start of honest era, the CMS-India Corruption Study 2017 report has proved otherwise.

Himachal Pradesh is the least corrupt state in country with only 3% households experiencing corruption in public services, said the report.

When general perception of households about corruption in public service during 2016 was checked in Himachal Pradesh, 16% respondents said that corruption has increased, 58% said it had decreased while 26% felt that it has remained same. When the same was checked during demonetisation phase, 38% said corruption had decreased while 62% said it remained the same.

Again, 61% of the households thought that the state government is committed to a great extent towards reducing corruption in public services while 22% felt it is committed to some extent.

Report said that overall percentage of households in each state experiencing corruption in at least one public service has come down in most states except Andhra Pradesh, Karnataka, Maharashtra and Tamil Nadu. In Himachal Pradesh 53% respondents during 2005 study had said to have experienced corruption which has now come down to 3%.

As the hill state would be going for assembly polls, the report could be a shot in the arm for Congress to blunt the opposition attack on corruption issue.

Scientists have discovered the surprising ape fossils in an excavation in Haritalyangar in Shiwalik hills region in Himachal Pradesh.

In a significant development in research on human evolution, scientists have found that a very primitive ape-like ancestor which was hitherto considered a native of only Eurasia had existed in India too.

The ape fossils are nine million year old and are in the form of lower molar germs or permanent teeth that are un-erupted and still forming in lower jaw. The crowns of both the molars are fully formed, but there is no root formation. This indicates that they belonged to infants of slightly different ages at the time of their deaths. One specimen is a partial right first molar and other a complete left second molar. The apes seemed to be slightly larger (about 15 kg heavier) than the modern-day Siamang Gibbons, that are found in the Himalaya and South-East Asia.

Detailed studies showed that the specimens were similar to those of a genus of primitive ape-like ancestors called pliopithecoid, which were widespread in Eurasia during the Miocene period (18 million to seven million years ago).

Interestingly, the specimens were also consistent in size and morphology to an upper third molar that was found in the same region in the 1970s. At that time it was suspected that the specimen was perhaps related to pliopithecoid genus but it was highly worn out and could not be studied properly. The specimen was initially identified as Pliopithecus krishnaii but was later transferred to a new genus Krishnapithecus.

The research team consisted of Dr. Anekh R.Sankhyan, a retired anthropologist from the Anthropological Survey of India, Dr. Jay Kelley of Institute of Human Origins and School of Human Evolution and Social Change, Arizona State University and Terry Harrison of the Centre for the Study of Human Origin in the Department of Anthropology at New York University. The research findings have appeared in journal “Current Science”. Dr. Sankhyan had discovered a late survivor of a hominid called Sivapithecus in the same area in 1985.

Speaking to India Science Wire, Dr. Sankhyan said the present discovery and that of Sivapethicus in 1980s indicated that Haritalayangar perhaps served as an asylum for hominids during the very late Moicene period.

He lives in Ghumarwin in Haritalyangar region and continues his research under an organisation called Palaeo Research Society he founded in 2012 following his retirement from the Anthropological Survey of India. He has recently set up a museum at his house to preserve fossils and Stone Age implements discovered in that area. (DownToEarth, India Science Wire)

Virbhadra Singh, 82, was questioned by the Enforcement Directorate for nine hours in a money laundering case which was registered in September 2015.

Mr Singh was among three Congress leaders who were questioned by the probe agency in separate cases of money laundering. Former Haryana Chief Minister Bhupinder Singh Hooda and Congress party treasurer Motilal Vora are the other leaders who are under the scanner of the Enforcement Directorate.

The probe agency has already attached 14 properties of Mr Singh.

The Central Bureau of Investigation has already filed a chargesheet against Mr Singh, his wife and other associates in a disproportionate assets case.

The Himachal chief minister is alleged to have received Rs. 6.1 crores that did not match his known sources of income. His is alleged to receive this money as kickback from a steel company when he was UPA’s steel minister between 2009 and 2011.

Mr Singh, who faces assembly elections in Himachal in October, put up a brave face. “Safarorisi ki tamanna ab humare dil main hai. Dekhna hai zor kitna baajue kaatil main hai (The desire to make a sacrifice is in our hearts, let us see what strength there is in the arms of our executioner),” Mr Singh had told the media as he walked into the ED office in the morning.

Sources say Mr Hooda and Mr Vora too were grilled this week for over 12 hours by the Enforcement Directorate to probe an irregular land allotment to Associated Journals Limited, the company that owns the defunct Congress newspaper – National Herald – at Panchkula by the Hooda government in 2005.

The Congress accused their leaders are being targeted, a charge rejected by the government.

“There is no political vindictiveness in such cases. Government agencies are independent to investigate such cases,” said Information and Broadcasting minster M Venkaiah Naidu.
