Himachal districts clash over water source

Tension prevailed at Ghatta, 25 km from here, as two groups of villagers from Mandi and Kangra districts clashed over the lifting of water from Bhatwali ‘khud’, a local source.

A large number of women from Ghankhetar area of Baijnath in Kangra yesterday reached the construction site near Ghatta and allegedly damaged the pipeline being laid by the Irrigation and Public Health (IPH) Department for a drinking water supply scheme for Pandol area in Mandi.

A clash ensued as the residents of adjoining Mandi district, who were beneficiaries of the scheme, too reached the spot and countered the Kangra residents.

Senior IPH and Kangra administration officials soon arrived at the site and tried to pacify the warring sides, but to no avail. The police help was later sought to avoid any untoward incident and for the laying of pipes.

Amit Kapoor, a municipal councillor who reportedly led the agitated women to the site, claimed the proposed scheme would result in overexploitation of their local irrigation channels, thus adversely affecting their agricultural prospects. “The ‘khud’ is our lifeline. The lifting of water will render it dry,” said Kapoor.

A senior IPH official said Bhatwali ‘khud’ had enough water and refuted the claims of the Ghankhetar women that villages downstream would face a water crisis.

The Mandi administration too sought the assistance of the Kangra Deputy Commissioner for laying of the pipeline amicably.

पठानकोट -जोगिन्दरनगर ट्रैक पर दौड़ेगी एक और रेलगाड़ी

जोगिन्दरनगर : यात्रियों को बेहतर परिवहन सुविधाएँ प्रदान करने हेतु रेलवे विभाग ने पठानकोट -जोगिन्दरनगर ट्रैक पर 5 अप्रैल से एक और रेलगाड़ी चलाने का फैसला किया है. रेलवे ने इस से पूर्व 22 फरवरी को इसी रेलमार्ग पर एक विशेष रेलगाड़ी की शुरुआत की थी. एक और रेलगाड़ी के शुरू होने के बाद यात्रियों को अपनी जेब ढीली नहीं करनी पड़ेगी.

 

 

 

 

 

 

 

रेल मंत्री पीयूष गोयल ने बताया कि रेलवे पूरे देश में 5 अप्रैल से लगभग 71 अनारक्षित ट्रेन सेवाएं शुरू कर रहा है.गौरतलब है कि कोरोना के कारण बीते वर्ष लॉकडाउन के बाद रेल सेवाओं को बंद कर दिया था लेकिन अब लम्बे अन्तराल के बाद रेलवे विभाग ने धीरे-धीरे ट्रेनों को चलाने की शुरुआत कर दी है.

 

Districts asked to reactivate dedicated Covid facilities in Himachal

Following a spike in the number of corona cases in the last one month, the government has directed all districts to reactivate the dedicated Covid facilities.

Chairing a video conference to review the situation, Secretary (Health) Amitabh Avasthi said diet, sanitation and treatment should be provided to all patients.

The conference was attended by all DCs, Chief Medical Officers, principals of medical colleges and Medical Superintendents of the district hospitals and officials from Directorate of Health Services and National Health Mission.

IGMC girl hostel containment zone

The Block A of Blessington Hostel, IGMC’s girls’ hostel in Lakkar Bazaar in Shimla, has been declared a containment zone until April 11. “There have been nine Covid cases in the hostel since Tuesday. So, we have declared it a containment zone to control the spread of the virus,” said District Surveillance Officer Rakesh Bhardwaj.

Avasthi further directed that all persons in home isolation must be monitored regularly to keep tabs on their health and for timely referral to a health facility. All district authorities were directed that there should not be any delay in the referral of the patients from home to the health facility or from one facility to another to avoid mortality.

The secretary reiterated that efficient implementation of “test, track and treat” remains the only proven strategy for control of transmission. Directions were given to all districts for testing of individuals with fever or any flu-like symptoms and isolating all those who test positive.

The districts were also asked that all possible close contacts of positive persons (at least 25 to 30) must be traced within 48 hours and quarantined and subsequently tested for Covid 19 as per protocol.

He further informed that the GoI had reviewed the vaccination drive in the country. The state has earned its place among the select few to have vaccinated more than 30 per cent of the estimated 60+ population within a short span of time.

IRB Infra wins Rs 828 cr highway project from NHAI in Himachal Pradesh

IRB Infrastructure Developers Ltd (IRB) on Thursday said it has received a letter of award from the National Highways Authority of India (NHAI) for a Rs 828 crore project in Himachal Pradesh.

On receipt of the award, the company’s order book stands at Rs 14,509 crore.

“The company has received Letter of Award from NHAI for the project of Rehabilitation and Upgradation to Four Lane configuration & Strengthening of Punjab/HP Border… of NH-20 (New NH-154) of Pathankot-Mandi Section in the state of Himachal Pradesh on Hybrid Annuity Mode (HAM),” the company said in a regulatory filing to the BSE.

 

With this the total project wins in the just-concluded fiscal were worth Rs 5,004 crore, it said.

In a statement, Virendra D Mhaiskar, Chairman and Managing Director, said, “We are happy to receive the LoA from NHAI, the second one in a span of two days; and commence the new financial year 2021-22 on a positive note. We now have robust order book of over Rs 14,500 cr providing strong revenue visibility for coming years, which will strengthen further with new wins.” Mhaiskar said it is further encouraging to note an increased inclination towards BOT (build, operate and transfer) projects by NHAI.

IRB claims to be the largest private toll roads and highways infrastructure developer in India, with an asset base of over Rs 54,000 crore in 10 states across the parent company and two InvITs.

It said it has a strong track record of constructing over 12,975 lane Kms pan India in 2 decades and can construct over 500 Kms in a year.

It has approx. 20 per cent share in India’s prestigious Golden Quadrilateral project, which is the largest by any private infrastructure developer in India.

At present, IRB Group’s portfolio (including Private and Public InvIT) has 23 projects that include 19 BOT, 1 TOT (toll operate transfer) and 3 HAM (hybrid annuity mode) projects. PTI

Manali-Leh highway reopens to motorists in record time

Cutting mountains of snow, the Border Roads Organisation (BRO), a wing of the Defence Ministry that maintains the strategic highways, in a historic feat has managed to link this Himachal Pradesh tourist resort with Leh in Ladakh two months ahead of schedule despite facing natural disasters like avalanches and landslides amid the coronavirus pandemic.

The 428-km Manali-Leh highway was reopened to motorists on March 28 with the completion of the snow-clearing operations, officials said on Tuesday.

The highway is strategic for the movement of the armed forces and their supplies and wares to forward areas in Ladakh region that borders both China and Pakistan.

“This time we had only one challenge i.e. that was to make the Baralacha Pass (16,020 ft) motorable after clearing the winter snow,” a senior BRO official told IANS.

Earlier, there was a herculean task to make the way zooming through the Rohtang Pass (13,050 ft).

With the opening of the 9.02-km long horseshoe-shaped Atal Tunnel, the world’s longest motorable tunnel, under the Rohtang Pass in the Pir Panjal range, some 30 km from here, the pass is now only the alternative gateway to Leh.

“Well ahead of the onset of snowfall in November last, we had stationed machinery and stored ration across the Baralacha Pass in Sarchu,” BRO’s Chief Engineer (Project Deepak) Brigadier M.S. Baghi told the media.

He said in the second week of February a team of six BRO men, comprising an engineer, trekked the Baralacha Pass by risking their lives.

“After two attempts, they managed to cross the Baralacha Pass on foot despite onset of heavy snowfall and looming threat of avalanches and snowstorms. On reaching Killing Serai, they started the snow-clearing operation from the north end of the pass,” Brigadier Baghi explained.

“Earlier, we attempted to airdrop our men. When it failed, they trekked 21 km at an altitude ranging from 16,000 ft to 17,000 ft. It took at least 30 hours for them to reach at Killing Serai,” he added.

Another team was stationed at the south end of the Baralacha Pass at Zing Zing Bar, some 130 km ahead of Manali.

The Manali-Leh highway winds its way through the Rohtang Pass (13,050 feet), Baralacha Pass (16,020 feet), Lachlungla Pass (16,620 feet) and Tanglangla (17,480 feet).

While the BRO’s Project Deepak is responsible for clearing snow on the Sarchu-Manali highway, Project Himank takes care of the Leh-Sarchu highway.

Sarchu is a border between Himachal Pradesh and Ladakh.

The idyllic settings of the Himalayas draw an increasing number of backpackers, especially foreigners, for adventure activities.

The Manali-Leh highway, a challenge to operate and maintain for the BRO, was reopened last year on May 18 and was closed for the traffic on December 5.

“The climatic condition on their trek was extremely harsh with continuous snowstorms amid a low oxygen environment and the minimum temperature hovering below minus 30 degrees Celsius. Since there was no shelter en route and camping was not feasibly, our men spent a night in a snow-struck truck parked on a roadside,” a BRO official told IANS.

He said all six ‘snow warriors’, who trekked across the Baralacha Pass, were honoured by the BRO’s Chief Engineer (Project Deepak) at a ceremony held at Sarchu when the highway was reopened for the motorists.

Vehicles carrying essential commodities for civilians and armed forces have been initially allowed to move towards Leh-Ladakh from Manali.

“Earlier, this route is used to open for the traffic after mid of May. This is for the first time it was opened in the end of March,” said truck driver Surjit Singh, who has travelling on this Manali-Leh axis for over two decades.

Officials advised the tourists to check on general road conditions and confirm whether the high mountain passes are open.

If driving in a four-wheeler, make sure you have an extra driver, especially if you plan to drive at night. Carrying extra fuel is must.

High mountains, though beautiful, are rugged, cold and inhospitable and no place for an inexperienced or ill-equipped travellers. IANS

Mandi MP’s projects remain a dream

The Bilaspur-Manali-Leh railway line, the dream project of MP Ram Swaroop Sharma, is yet to be fulfilled. He was hopeful that during his tenure, this project would be completed.

During his tenure as BJP MP from Mandi, he advocated for the construction of the Bilaspur-Manali-Leh railway line, which was also his poll plank. He was confident that during his tenure, the Centre would expedite the construction of the strategically important project.

Sharma was also pushing the Centre for the construction of a tunnel under the Jalori Pass in Kullu district to provide all-weather connectivity to residents of Anni and Nirmand. During winters, due to heavy snowfall at the pass, 58 gram panchayats of Anni and Nirmand remain cut off from Kullu.

Similarly, he had raised the issue of the construction of Bhubhu Jot Tunnel with the Centre to reduce the distance between Kullu and Jogindernagar, but this project could not progress.

However, with the efforts of the late MP, the salt mine project had become functional in Mandi district.

Now, the residents of Mandi are expecting that the Chief Minister and the Prime Minister will make efforts to realise the dreams of the MP.

नगर निगम मंडी के लिए 7 अप्रैल को होने वाले चुनाव के लिए 22 से 24 मार्च तक नामांकन पत्र दाखिल किए जा सकते हैं। नामांकन पत्र संबंधित एसडीएम कार्यालय में दाखिल किए जाएंगे। निर्वाचन अधिकारी एवं उपायुक्त ऋ ग्वेद ठाकुर ने बताया कि नगर निगम मंडी के वार्ड नंबर 1 से 13 के लिए सहायक निर्वाचन अधिकारी एवं एसडीएम सदर और 14 व 15 वार्ड के लिए सहायक निर्वाचन अधिकारी एवं एसडीएम बल्ह स्थित नेरचौक के कार्यालय में नामांकन दाखिल किए जा सकते हैं।

नामांकन का कार्य सुबह 11 से सायं 3 बजे तक किया जाएगा। 25 मार्च को सुबह 10 बजे से संबंधित एसडीएम कार्यालय में नामांकन पत्रों की छंटनी की जाएगी, जबकि 27 मार्च को सायं 3 बजे तक उम्मीदवार अपना नाम वापस ले सकते हैं। इसके तुरंत बाद उम्मीदवारों को चुनाव चिन्ह जारी कर दिए जाएंगे। उन्होंने बताया कि मतदान सुबह 8 बजे से सायं 4 बजे तक होगा। मतदान संपन्न होने के तुरंत बाद एमसी मुख्यालय मंडी में मतगणना
की जाएगी।

Encroachers may be barred from contesting panchayat poll

There are apprehensions that around 1.5 lakh people, who are settled on government land, may be disqualified from contesting the forthcoming panchayat elections. Most of them, who are likely to be disqualified, belong to the SC/ST communities and are either settled on village common land or forestland. However, they will still be eligible to cast their votes.

HC had stayed govt policy

In 2002, the state government had framed a policy to regularise land in the names of people who were settled there for decades. About 1.5 lakh people applied for the benefit, say sources. However, the Himachal High Court stayed the policy. Almost all these people can now be disqualified from contesting the panchayat elections.

As per Section 122 (C) of the Panchayati Raj Act of Himachal, if a person or any of his family member has encroached upon land belonging to the state government, municipality or a panchayat or a cooperative society, he shall be disqualified from contesting the panchayat elections.

Sources say that in 2002, the government framed a policy to regularise land in the names of people who were settled there for the past few decades. About 1.5 lakh people in the state applied for the regularisation of government land in their names. However, the Himachal High Court stayed the policy. Almost all these people could now be disqualified from contesting the panchayat elections.

The sources say that lakhs of people, who have Nautor rights over forestland, can also be disqualified. In many cases the government rehabilitated people on forestland who were displaced from their homes due to natural calamities such as landslides. In some cases, many such people comprise entire villages who had settled on government land before 1980.

The Forest Act came into force after 1980 and land was never transferred in the name of people who continued to encroach upon forestland. Such people are considered as having Nautor rights over the land they are settled on. About 44,000 cases of Nautor land to be transferred in the names of individuals are pending before various government authorities.

People allege that a large population may get disqualified from contesting the elections just because of the revenue anomalies. Secretary of the Election Commission Surjeet Rathore says that the provision to disqualify those who have encroached upon government land from contesting the local bodies elections has been in force since long. However, the returning officers of the elections have the discretion to disqualify a person on this ground, he adds.

Ashay Jasrotia, a social activist, alleges that the provision for disqualification from the panchayat elections on the basis of encroachment upon government land has been vaguely stated in the Act. This leaves discretion with the returning officers to disqualify a person or not.

“The government should exempt people having Nautor rights and those, who had settled on common land long ago and do not have any other land, from the definition of encroachers for the purpose. In case the Forest Rights Act of 2006 is implemented in the state, many such issues may get settled,” he said.

मनाली के इग्लू बने पर्यटकों के आकर्षण का केंद्र

पर्यटक नगरी मनाली में करीब 10 हजार फुट की ऊंचाई पर बर्फ की दीवार को काटकर बनाया देश का पहला इग्लू आज भी सैलानियों को खूब लुभा रहा है। बर्फ से बने घर में एक रात गुजारने के लिए देश-विदेश के पर्यटक मनाली से 16 किलोमीटर दूर हामटा पहुंच रहे हैं। स्थानीय युवाओं की और से इस इग्लू को यहां तैयार किया गया है।

आज से कुछ वर्ष पहले युवाओं ने इग्लू को यूं ही तैयार किया था। धीरे-धीरे यह सैलानियों के लिए आकर्षण का केंद्र बन गया और आज यहां सैलानी रहने के लिए भी पहुंचते है।

इन दिनों भी इग्लू में रहने के लिए सैलानी दूर-दूर से बुकिंग करवा रहे हैं। इग्लू को तैयार करने वाले युवा विकास कुमार की मानें तो पहले बर्फ में इस घर को शौकिया तौर पर बनाया गया था, लेकिन अब इसे ईको टूरिज्म से जोड़ दिया गया है। उन्होंने कहा कि इन दिनों भी सैलानी यहां इग्लू में रहने के लिए पहुंच रहे हैं। लोगों को यहां खाने की भी सुविधा दी जा रही है।

देश-विदेश से आने वाले सैलानी यहां परिवार के साथ भी इग्लू में रुकना बेहद पंसद करते हैं। बर्फ से बने इन घरों में रुकने का अपना ही एक अनुभव है। बता दें कि फिनलैंड, नार्वे, स्वीडन, इंग्लैंड और ऑस्ट्रिया में ऐसे ही व्यावसायिक इग्लू का प्रचलन है। मनाली के सेथन में बनाए इग्लू तक पहुंचना बेहद रोमांचक है।

प्रीणी गांव से सेथन तक लगभग 14 किलोमीटर का रास्ता बर्फ  के बीच से होकर जाता है। यहां जिप्सी के माध्यम से ही पहुंचा जा सकता है, क्योंकि बर्फबारी के चलते छोटे वाहन बर्फ में जा नहीं सकते। मनाली पहुंचने वाले पर्यटक बर्फ से बने घर को खुब पसंद कर रहे हैं। पर्यटन को बढ़ावा देने के लिए प्रीणी गांव के युवाओं ने इग्लू बनाया है।

उन्होंने बताया कि इग्लू बनाना आसान काम नहीं है। इसे बनाने के लिए तापमान ठीक होना चाहिए। तभी इग्लू को तैयार करने में समय भी कम लगता है। इस बार अभी तक तीन की इग्लू तैयार किए गए हैं। इस बार तापमान में काफी अधिक गिरावट है।

इस कारण से जहां पहले एक इग्लू को तैयार करने में चार दिन लगते थे, वहीं इस बार 10 दिन का समय लग रहा है। इग्लू संचालक विकास कुमार ने बताया कि इसमें पर्यटकों के लिए रहने और खाने-पीने की सभी सुविधाएं हैं। यहां पहुंचे दिल्ली व मुंबई के पर्यटक निधि व आदित्य सागर ने बताया कि यहां पहुंच कर एक अलग ही अनुभव का एहसास होता है। हमें पता चला तो अपने बच्चों के साथ यहां पहुंचे हैं।

इग्लू संचालक विकास ने बताया कि रात में बाहर का तापमान शून्य से 12 से 14 डिग्री तक जाने के बावजूद अंदर का तापमान शून्य या इससे कम रहता है। इग्लू के अंदर रजाई-कंबल के अलावा गर्म पानी की बोतल की व्यवस्था रहती है। इसके अलग से डाइनिंग हॉल में तंदूर सेंकने की व्यवस्था की गई है।

Six newly-constituted MCs in Himachal go to polls on January 10

The State Election Commission on Thursday notified elections for the six newly-constituted Municipal Councils of Amb, Chirgaon, Kandaghat, Nerwa, Nirmand and Anni, with polling to take place on January 10.

The State Election Commission today issued the election schedule. The model code of conduct has come into force in these six Municipal Councils from today, till the completion of the entire election process on January 12, 2020.

The State Government had created these six Municipal Councils in the recent past. As per the election schedule, the nomination for the polls will be filed on December 24, 26 and 28, scrutiny on December 29 and withdrawal on December 31.

The list of contesting candidates showing the allotted to the candidates will be affixed on December 31. The list of polling stations will be pasted on or before December 24.  The polling will take place on January 10 from 8 am to 4 pm. The counting of votes will be taken up on immediately after the polling on January 10 itself. The polling process will get over on January 12.

10 जनवरी को होंगे नगर परिषद और नगर पंचायत के चुनाव

हिमाचल में नगर परिषद व नगर पंचायत के चुनाव 10 जनवरी को होंगे.इस बारे वीरवार को अधिसूचना ज़ारी कर दी गई है. अधिसूचना के अनुसार 24,26 व 28 दिसम्बर को 11 से 3 बजे तक नामिनेशन दाखिल किए जा सकते हैं.29 दिसम्बर को नामाकानों की छंटनी होगी.

Himachal Governor Bandaru Dattatreya has narrow escape as car meets with accident near Hyderabad

Himachal Pradesh Governor Bandaru Dattatreya  on Monday had a narrow escape when his car met with an accident while he was on his way to Nalgonda from Hyderabad for a programme.

He and the other occupants of the car escaped without any injuries. Dattatreya belongs to Telangana and was in active politics before being appointed the Governor of Himachal Pradesh.

He had been the Member Parliament three times and represented the Secunderabad constituency.

In the 2019 elections, he was denied ticket and Union Minister Krishna Reddy was given the ticket from Secunderabad. After elections,  Dattatreya was suitably adjusted as the Governor of Himachal.

Fresh snow again shuts Atal Tunnel in Himachal

The tribal Lahaul and Spiti district woke up to fresh snowfall on Saturday with normal life being paralysed and road traffic thrown out of gear.

The district headquarters Keylong received 15 cm of snow while it was recorded much higher in high-altitude areas.

The Atal Tunnel has been blocked for traffic movement, cutting off the tribal valley from the rest of the state.

The district administrations of Kullu and Lahaul and Spiti have asked locals and tourists to avoid venturing to high-altitude areas.

Manav Verma, Lahaul and Spiti Superintendent of Police, said the Atal Tunnel on the Manali-Leh highway was expected to remain out of bounds for a few days.

The hoteliers of Kullu-Manali, meanwhile, appeared cheerful and optimistic about the snow attracting tourists and providing fresh lease of life to their businesses, hit severely by the Covid pandemic.

Union Minister Ram Vilas Paswan dies at 74

Union minister Ram Vilas Paswan, one of the most prominent Dalit leaders of the country, died on Thursday at the age of 74, his son Chirag Paswan said.

The Lok Janshakti Party founder and Minister for Consumer Affairs, Food and Public Distribution was admitted to a private hospital here for several weeks and had recently undergone a heart operation.

“Papa, you are no more in this world but I know you are with me wherever you are. Miss you papa,” Chirag, who now heads the LJP, tweeted.

A stalwart of the socialist movement who later emerged as Bihar’s foremost Dalit leader with following across the country, Ram Vilas Paswan was instrumental in the implementation of the Mandal Commission report in the 1990s.

Condoling his demise, President Ram Nath Kovind said, “In the demise of Union Minister Ram Vilas Paswan, the nation has lost a visionary leader. He was among the most active and longest-serving members of parliament. He was the voice of the oppressed, and championed the cause of the marginalized.”

Expressing grief at Paswan’s demise, Prime Minister Narendra Modi said he was saddened beyond words as his death has left a void in the nation that will perhaps never be filled.

“Shri Ram Vilas Paswan Ji’s demise is a personal loss. I have lost a friend, valued colleague and someone who was extremely passionate to ensure every poor person leads a life of dignity,” Modi said in his condolence message.

The prime minister also said Paswan “rose in politics through hardwork and determination. As a young leader, he resisted tyranny and the assault on our democracy during the Emergency. He was an outstanding Parliamentarian and Minister, making lasting contributions in several policy areas.”

Born in Khagaria in 1946, Paswan was selected as a police official but chose the calling of politics and became an MLA for the first time in 1969 on a Samyukta Socialist Party ticket.

He was elected to Lok Sabha eight times and also held the record of winning his constituency, Hajipur, with the highest margin for several years.

Always at the forefront of raising issues concerning the disadvantaged sections of society, he was also a skilful grassroots politician who enjoyed good equations with leaders across the spectrum, and his dedicated following in his state ensured that every national party courted him in his over five decades of career.

He was a minister in central governments headed by parties of contrasting ideological persuasions, ranging from the Janata Dal to the Congress and the BJP, since 1989.

Whoever might be his ally, he took pride in describing himself as a socialist and secular politician by conviction. — PTI

Himachal CM home-quarantines self for three days

Himachal Chief Minister Jai Ram Thakur has decided to keep himself in home quarantine for three days as a precautionary measure against COVID, an official spokesperson said.

The spokesperson said the Chief Minister on October 3 had met some persons in Manali, who tested positive for coronavirus infection on Sunday.

The CM would work from home during his quarantine period, he added. PTI

Skeletal remains of 21-year-old woman who was ‘raped, murdered’ found in Himachal’s Hamirpur

Suspected skeletal remains of a 21-year-old woman who was allegedly raped and murdered earlier this year, and was missing since May 9, were found in Hamirpur district on Thursday.

The skeleton of the woman was found in a forest near Dhaned village.

Police said they have nabbed the accused. However, the family has alleged that the police had not taken their complaint seriously and tried to mislead them.

The woman’s father had lodged a missing complaint at the Sadar police station here. She was raped and murdered and then buried by the accused in the forest. The skeletal remains of the woman were traced on the demarcation by the accused. The police had only found some bones and skull of a body along with some clothes. A DNA test of the skeleton would be conducted to confirm the identity of the woman.

The father of the missing woman had suspected some men of the area and had asked the police to interrogate them but the accused kept misleading the police and the relatives of the woman.

Meanwhile, police and the forensic team had reached the site where the skeleton was traced.

Dr Karthikeyan Gokulchandran, Superintendent of Police, said that the accused was arrested and DNA test of the skeleton would be conducted to verify the identity of the woman.

Lahaulites ready to welcome Modi

An air of festivity and enthusiasm pervades as people of the Lahaul valley prepare to accord a grand welcome to Prime Minister Narendra Modi on October 3 when he will arrive for the inauguration of the Atal Tunnel even though celebrations are sure to be scaled down to ensure strict social distancing norms.

“Modiji was very keen to stay one night at Keylong but considering the Prime Minister’s security protocol, it could not be possible,” says Chief Minister Jai Ram Thakur.

“With the restriction of 200 persons at a public meeting, people are very disappointed as they want to present the traditional dress, local cuisine – nudhumor (milk-sugar, wheat sweet dish), manna (thin chappati of local flour) luhar (pan cake) — and other traditional gifts to Modiji,” says Sanjeev Kumar from Lahaul.

The Prime Minister, who has fond memories of having done paragliding in the Solang Valley near Kullu, while he was in-charge of the BJP in Himachal for over six years, was reportedly keen to inaugurate the Rohtang tunnel rather than virtual unveiling.

The people of Lahaul are making elaborate preparations to welcome the Prime Minister. Attired in their traditional costumes and playing “dhol nagare”, the traditional musical instruments, they will be lined up all along the eight-km route between the north portal of the tunnel and Sissu.

“Since only 200 persons will be allowed at the public meeting to be addressed by the Prime Minister, people are keen to accord a warm welcome en route for transforming their lives with the construction of the tunnel,” said Ram Lal Markanda, the local MLA, who is Minister for Technical Education and Tribal Affairs.

Modi, after landing at the Snow and Avalanche Study Establishment (SASE) base near Manali around 9.30 am, will drive straight to the south portal of the tunnel near Solang for the formal inauguration, drive through the 9.02 km tunnel to reach the north portal and then proceed to Sissu where he will address the people.

“It is not just the people of the Lahaul valley who want to express their gratitude to Modiji, but people from the Spiti valley also are coming to thank the Prime Minister,” says Sanjeev Kumar, a local. Other dignitaries, who are expected to be at the historic event include Defence Minister Rajnath Singh, BJP national president Jagat Prakash Nadda and Union Minister of State for Finance Anurag Thakur.

What makes the people of this tribal area so upbeat on the completion of the tunnel is the fact that now they will not have to remain cut off from the rest of the world for over four months when the area is snowbound during the harsh winters.

“Even now most of us can’t believe that we will not remain cut off for four months and this happiness just cannot be expressed in words,” says Pushpa, former chairperson of Lahaul Zila Parishad.

The year-round connectivity for people of Lahaul will prove to be a boon, be it in terms of tourism, international level winter sports events and easy marketing of our agricultural and horticultural produce,” says Markanda.

Himachal opens doors to tourists, on way to a slow recovery

LAST year, a total of 1.72 crore tourists visited the state — 1.68 crore domestic and 3.56 lakh foreign guests. Government records put the number of registered hotels at 3,679, with a bed capacity of 1,03,053, and home stays at 2,189 (bed capacity of 12,181). Add to it the guest houses, and the total number exceeds 10,000. This year, if at all any numbers are being cited, these are of losses and layoffs.

Winter tourism is a miniscule fraction of what the summer rush entails. So, when the lockdown was announced on March 24, the state’s tourism industry could foresee trouble ahead. The blow came when the entire summer season was wiped out. The state government did allow restricted tourism activity from June 8, but the e-pass and mandatory Covid-negative reports for entry into Himachal meant a negligible footfall. The fear of the pandemic and the overhead SOP costs meant that very few hoteliers ventured to allow guests.

The unrestricted entry from mid-September has come as a relief for the beleaguered tourism sector, but the overall sentiment remains dim. Shimla and Dharamsala hotels witnessed about 25 per cent occupancy on the first weekend after the borders were opened, but hopes of a gradual revival are being tied with government support, since it is mostly small hotels, guest houses and home stays that have chosen to usher in guests.

Sanjay Sood, who heads the Shimla Hotel and Restaurant Association and Tourism Industry Stakeholders Association, wants the government to acknowledge the severe beating the sector has taken. “Till we don’t get support, it will be very difficult for us,” he says, as he lists the demands: soft loans, GST waiver for a year, subsidised power and water.

The lurking fear of the pandemic has resulted in the hospitality sector of the tribal districts of Kinnaur and Spiti valley unwilling to beckon tourists till October 31. The Manali Hoteliers Association, which will start operations from October 1, remains adamant on allowing tourists only after Covid testing at the Kullu border.

Reports of unruly tourist behaviour in the first week of the border reopening — moving around without masks and littering the forests — has only added to the resolve not to open elsewhere. “We cannot take the risk of unforeseen circumstances.

It is only after apple harvesting that we will welcome tourists to our pristine destinations in Kinnaur,” says president of the Kinnaur Tourism Associates. No package tours, trekking, camping or jungle safari will be allowed in the Spiti valley, adds Sonam Targey, spokesperson of the Spiti Tourism Society, who points at the limited medical facilities.

Some panchayats in Kullu-Manali have passed resolutions not to allow tourists. “We cannot put the entire community at risk simply for our earnings. We have requested the government to create a Covid testing facility at Bajaura, entry to Kullu district, so tourists are screened before entering,” says Anup Thakur, president of the Manali Hoteliers Association. So far, tourists have been staying in private guest houses or home stays.

Another fallout of the lockdown has been the huge job loss as the hospitality sector provides indirect employment to lakhs of people like taxi drivers, tourist guides, those involved in adventure activities, dhabas, restaurants and small shops. With hotels closed, the purchase of milk, vegetables and fruit from the villages in the vicinity of hotels also stands affected. However, hoteliers are critical of the government for failing to back them.

“I have disposed of the services of all my staff as the situation is unlikely to get normal at least till March. With very limited arrivals and the risk of a Covid-positive person being found in my hotel, I would prefer to remain closed,” says a Shimla hotelier.

But all cannot be bad news. And that silver lining comes from Ashwani Bamba, president of the Upper Dharamsala Hotel and Restaurant Association. “Hotel occupancy is expected to improve to 35 per cent by the second week of October. We are getting queries from the across the country.”

He points to an interesting trend of ‘working from mountains’. “Several IT professionals are asking for hotel rooms for 15-20 days. The government should cash in on the work-from-home trend.”

ITIs in Himachal Pradesh to reopen from October 1

The Himachal Pradesh government on Saturday decided to reopen Industrial Training Institutes (ITIs) from October 1, six months after remaining shut due to the coronavirus pandemic, an official spokesperson said.

The ITIs, along with other educational institutions in the state, were closed in March to slow the spread of the deadly disease.

The Cabinet in its meeting chaired by Chief Minister Jai Ram Thakur gave its nod to resume training activities in ITIs with effect from October 1 by strictly following the guidelines issued by the Union Ministry of Home Affairs and the Ministry of Skill Development and Entrepreneurship (MSDE), the spokesperson said.

Earlier, the state government had ordered the reopening of educational institutions outside the containment zones from September 21. These schools opened with 50 per cent teaching and non-teaching staff in attendance for students from Class 9 to Class 12 with the prior written consent of the parents or guardians.

The Cabinet on Saturday also decided to allot the work of setting up the statue of former prime minister Atal Bihari Vajpayee at the Ridge in Shimla to famous sculptors Padam Shri and Padam Vibhushan awardee Ram V Sutar and Anil Sutar, the spokesperson said.

Further, the Cabinet gave its approval to restore Vidhayak Kshetra Vikas Nidhi Yojana (MLALAD) fund of Rs 50 lakh for the year 2020-21, the announcement of which had already been made by the chief minister in the state assembly during the recently concluded monsoon session, he said.

The first instalment of Rs 25 lakh per legislative constituency will be released in October and the second instalment of the same amount after the elections to the Panchayati Raj Institutions, the spokesperson said.

A presentation was made before the Cabinet on the proposed visit of Narendra Modi to inaugurate the Atal Tunnel in Rohtang in Lahaul-Spiti district on October 3.

“The Cabinet gave its nod to the draft of the memorandum of understanding (MoU) to be executed and entered between the state government and Temple Trust Chamunda with regard to the transfer of land for lower terminal point of Himani-Chamundaji Ropeway Project in Kangra district,” the spokesperson said.
