Speeding Vehicle Crushed 3 Pedestrians in Kullu, 2 Killed, One Injured

In Himachal, three kilometers away from the district headquarters Kullu, two people died after being hit by a speeding vehicle on Sunday evening, while one injured has been admitted to the hospital.

A police officer said that after getting information about the accident, they reached the spot and took the injured to the hospital in 108 ambulances.

The deceased Mahesh and Ramesh are residents of Nepal who used to work in Dev Dham restaurant. While the injured has been identified as Om Prakash, he works as a JCB operator.

In the statement given to the police, the injured Om Prakash told that all three were going towards their quarters on foot. During this, a vehicle came at a high speed from Kullu and crushed all three.

Police have identified the absconding driver as Chandan, a resident of Karir village in Kullu. Police have registered a case against the driver under section 154 of CrPC. Police is investigating the case.

Truck Operators met Sanjay Awasthi in Darlaghat, Assured that the Government will Resolve the Cement Dispute Soon

Transporters of Darlaghat met Arki MLA Sanjay Awasthi at Forest Rest House in Darlaghat on Saturday to resolve the freight dispute. The transporters apprised them of their conditions and problems.

The meeting of truck operators with the MLA lasted for two hours. It is noteworthy that 19 days of lockout have been completed in Ambuja Cement Plant of Darlaghat.

Apart from operators, the employment of people associated with other businesses including vehicle drivers, hotel-dhabas, tire punctures, petrol pumps and repairs, spare parts, is being affected. Truck operators spoke to MLA Sanjay Awasthi and requested him to resolve the issue soon.

The MLA assured everyone that protecting the interests of its people is the topmost priority of the state government and the government is fully serious about resolving this dispute.

Condemning the action taken by the industry regarding transfers and suspension of employees working in Ambuja, he said that such attitude and exploitation will not be tolerated.

It has been ten days since the JOA IT recruitment paper leak case surfaced on December 23 in the Staff Selection Commission. Vigilance has arrested eight people so far, while interrogating more than a dozen suspects.

Uma Azad’s elder son Nitin Azad and agent Sanjeev Kumar’s brother Shashipal and Uma Azad, arrested two days ago, are on vigilance remand. How much money has come directly to Uma in the business of selling paper, it is not yet possible to get an accurate idea.

It is said that earlier money used to come to the account of agent Sanjeev Kumar’s brother Shashipal through online transactions of Google and Yono app.

According to the bank details that have been obtained by the investigation team so far, it is being said that there is a transaction of 40 to 50 lakhs in the account of accused Shashipal.

In these, sometimes transactions of 50 thousand and sometimes one lakh have been done. Later this money was cashed and sent to the main accused through the agent. Shashipal does a private job in Shimla.

On Sunday, the Secretary of the Commission, Dr. Jitendra Kanwar was interrogated by Vigilance for a long time.

On the other hand, the investigation team once again reached the commission’s office on Sunday and have taken possession of all the service records of the main accused from there. (hdm)

Accused will Appear in Court Today

The main accused in the case, suspended Commission employee Uma Azad, her elder son and the agent’s brother are on one-day police remand.

All three will be presented in the court on Monday, while five accused including the agent are in judicial custody for 14-14 days.

Uma’s elder son Nitin Azad and agent’s brother Shashipal were taken into custody by Vigilance two days back. After the arrest of all the accused, it is only Uma Azad who is under continuous police remand.

Corona Update: The infection of corona virus is very less in the state. The infection is under control in Himachal Pradesh. Sampling of 379 people was done on Sunday, in which all the cases have come negative.

However, even before this, only two to five new cases were coming in the state. The number of active cases of Covid is only 15. There are four active cases in Solan and 3 each in Hamirpur, Shimla and Sirmaur districts.

There is 1-1 active case in Kangra and Hamirpur. So far 312652 cases of Covid have been confirmed in the state. Out of these, 3,08,424 people have Survived Corona, while 4192 people have died.

The infection of BF Dot 7, a sub-variant of Omicron spread abroad, has now started spreading in India as well. In such a situation, the Health Department has advised not to take Covid lightly and get pre-cautionary dose applied.

Rail Line will Reach From Bhanupalli to Barmana of Bilaspur by the end of 2024

Kalka-Shimla railway track

The strategically important Bhanupalli-Bilaspur-Berry-Barmana broad gauge railway line will be cleared of the displaced by the end of 2024. This target has been set by the Railway Development Corporation and work is going on at a fast pace to achieve the target.

The special thing is that on this railway line based on the New Austrian tunneling method, eight out of total 16 tunnels from Dharot to Bilaspur have been break-through so far, while the work on the rest is in progress.

A total of 20 tunnels will be built from Dharot to Barmana. The cost of this project is estimated to be seven thousand crore rupees. According to the information, the length of the railway line will be 63.1 kilometers from Dharot to Bari Barmana, the border with Punjab in the district.

The special feature of this project is that the width of the rail track is 1676 mm i.e. 1.676 m, while the track width of Kalka-Shimla is one metre.

In such a situation, this is the first broad gauge railway line in the entire Himachal Pradesh with a track width of 1676 mm. The railway line from Dharot to Bari Barmana will be completed in four phases.

The FCA clearance of government land for the first three phases has been done, while in-principle approval has been received for the fourth phase. Next action will be initiated after final approval. Along with this, action is also going on regarding private land acquisition.

Apart from this, there is 45.31 hectares of private land, for which the process is going on at the administrative level to acquire. In the fourth phase, a total of 2143 small and big trees and plants will be cut from Badhyat to Barmana, out of which 1021 are big trees, while 1082 are small trees and plants and 40 bamboos.

Rail Line will Reach From Bhanupalli to Barmana of Bilaspur by the end of 2024

The special thing is that as many trees and plants will be cut, twice as many plants will be planted. Forest Divisional Officer of Bilaspur, Avani Bhushan Rai said that in-principle approval has come for the fourth phase case.

Twelve hectares of land till Barmana is under the Forest Department, whose clearance is to be done. At the same time, Assistant General Manager of Railway Development Corporation Anmol Nagpal says that by the end of 2024, the work of 52 km railway line will be completed till Bilaspur, for which work is going on at a fast pace.

District Deputy Commissioner Pankaj Rai said that he himself is inspecting the time-to-time work to complete the construction work of the railway line under the set target.

Acquisition of 70 out of 80 Hectares of Private Land

According to the Assistant General Manager of Railway Development Corporation, there is 80 hectares of private land from Dharot to Bilaspur, out of which 70 hectares have been acquired so far, while action is underway for the remaining 10 hectares.

There are some villages where there is a dispute over a small amount of land, which is being resolved. It is expected that after the notification of Section-19, the work will speed up.

Another police officer, privy to the accident while informing about the possible reason behind the accident, told TOI requesting anonymity said that, “It is likely that Pant fell asleep while driving because there was no fog on the road which could have affected the visibility. He has a cut on his left eyebrow and a ligament injury on his right knee apart from having bruises on his back.”

“The charred car has been taken away for further investigation. It is not known whether the airbags had opened or not because nothing is left inside to verify that. A probe is on,” said the officer.

Major Action in Paper Leak Case, Court Sent Two main Accused on Police Remand for Three Days

The investigation of the SIT is going on continuously in the Hamirpur Staff Selection Commission leak case which came in the headlines recently. Meanwhile, the court has given a new verdict on the accused.

In the JoA-IT post code 965 paper leak case, the court has sent the two main accused on three-day police remand. Along with this, the other four accused have been sent to judicial custody for 14 days.

Coronavirus Update: There is not a single dose of Covishield left in Himachal Pradesh to deal with the fourth wave of Corona, while there is also a huge shortage of Covaxin. Vaccine shortage was exposed in the mock drill on Tuesday regarding preparations to fight Covid.

20,000 doses of Covaxin are available in the state, while Covishield is not available not only in Himachal but in the entire country.

During the mock drill, the health institutions gave detailed information about the arrangement of beds, availability of oxygen cylinders, ventilators, vaccines, medicines and staff to deal with Covid. All this information has been made available on the portal of the Health Department.

This will be monitored every day, so that there is no problem in dealing with Covid. Many institutions have reported shortage of medicines to deal with Covid. These institutes have been asked to maintain adequate stock of medicines.

12 More Complaints of Paper Leak Reached Vigilance

After the disclosure of the JOA IT paper leak case, complaints of other examinations conducted by the Staff Selection Commission are also reaching Vigilance. Till now Vigilance has received 12 complaints of paper leak.

In these complaints received by Vigilance, there has been a possibility of paper leak of the recruitment examination of various departments held in the last three years.

Vigilance has intensified the investigation of the Commission’s examinations after complaints. On Tuesday, the team of officers including ADGP Vigilance Satwant Atwal Trivedi, DIG G Shiva Kumar, SP Balbir Thakur, SP Rahul Nath, SP Anjum Ara of all the three ranges of Vigilance have reached the commission.

The Vigilance team scrutinized the records of the candidates in the commission’s office. Apart from this, the team is also questioning other employees of the commission regarding the paper leak case.

Vigilance camped in the Staff Selection Commission’s office throughout the day on Tuesday and has captured the complete data of the candidates appearing in the examination. Now this data is being scrutinized.

Vigilance is ascertaining which exam papers conducted by the Commission have been leaked. It may be noted that the woman employee arrested in the paper leak case was posted in the secrecy branch of the Staff Selection Commission for the last three years.

In such a situation, now the Vigilance will also investigate that which papers of the examinations conducted earlier have been leaked by the accused female employee. Vigilance has also constituted an SIT to investigate this.

There can be many important revelations in the Vigilance investigation. On the other hand, ADGP Vigilance Satwant Atwal says that 12 more complaints of paper leak have come to Vigilance, in which there is a possibility of paper leak of the previous examinations conducted by the commission. He informed that the Vigilance Commission is also probing the previous examinations conducted by it.

The woman who has been caught in the paper leak, her son was the topper last year itself. Even then no one’s eyes opened in the previous government.

The Chief Minister said that even in the paper leak of police recruitment, the previous BJP government tried to cover-up and tried to save the culprits. Now this will not happen. The Congress government is also probing the police recruitment issue and despite handing over the case to the CBI, the responsibility of the police officers will be fixed.

In this press conference, senior Congress MLAs Chandra Kumar, Colonel Dhaniram Shandil, Harshvardhan Chauhan, Anirudh Singh etc. were present with the Chief Minister, while Chief Secretary RD Dhiman and Personnel Department Secretary Prabodh Saxena were also with him.

The State High Court has passed orders to cancel the seniority list for the post of Inspector Grade I in the Food and Supplies Department and reissued the seniority list for this post.

Justice Satyen Vaidya, after perusing the facts and records related to the case, found that with the intention of showing the privately made respondent senior to the applicant, he acted contrary to the law and placed him above the applicant in the seniority list.

According to the facts given in the petition, the applicant and the respondent were appointed in the year 1988 on the post of Sub-Inspector by the Food Supply Department.

The post of Sub-Inspector was converted to the post of Inspector Grade 2. The applicant, being senior, was placed before the respondent private Inspector Grade II in the seniority list.

Two channels were kept for promotion from the post of Inspector Grade 2, he could either become Inspector Grade-1 or he could be promoted to the post of Head Analyst. The private respondent opted for promotion to the post of Head Analyst, she got promoted to the post of Ad Analyst on 30th August, 2006.

After serving as Head Analyst for one year, he submitted a report on 6th September, 2007 that he should be promoted to the post of Inspector Grade-1. The department accepted his report and promoted him to the rank of Inspector Grade I on April 9, 2008.

Orders were passed to place the private respondent above the applicant in the seniority list and treat him as Inspector Grade I with effect from January 10, 2007 and push the applicant back in the seniority list as the applicant was promoted after January 10, 2007.

The State High Court made it clear that when the privately held respondent had opted for promotion to the post of Head Analyst, he could not have been promoted to the post of Inspector Grade 1.

Finding the department’s decision wrong, along with giving proper place in the seniority list to the applicant, orders have been passed to give all service benefits.

The Vigilance Bureau is probing the matter. In the orders passed by the State Government, it has been said that the Staff Selection Commission has not been able to perform its duty, therefore the Commission is suspended till further orders.

Dr. Jitendra Kanwar and Dr. Sanjeev Kumar, appointed as Secretary and Deputy Secretary in the Commission, have been called to Shimla Secretariat, while the rest of the staff will report to the new OSD posted in the Commission. ADC Hamirpur has been appointed as Officer on Special Duty for the rest of the work.

After this decision, the commission has also postponed all the ongoing recruitments. The state government has not said in its orders what will be the role of the chairman and four other members of the commission.

After this decision of the state government, now we will have to wait for the next order of the government regarding new recruitments. It is also possible that the commission may now have a completely new structure or the ongoing recruitments may be given to some other agency.

The recruitments in which the written test was done have also stopped. Nothing will happen to the requisitions that had gone from the departments. On the other hand, Vigilance Bureau has also increased the scope of investigation by constituting SIT in this matter. Previous exams have also come under scrutiny.

Shimla: After 18 years old pension is being restored in Himachal. Chief Minister Sukhwinder Singh Sukhu has adopted a new formula, as soon as he returned from Delhi, the Chief Minister held two-level talks with the officials of the Finance Department on Sunday, but did not give his idea to anyone.

It was also not made clear on which formula he wanted to work? Now on December 28, the Chief Minister has held a meeting with the New Pension Scheme Employees Union. These employees have been informed about this through phone and have been given a tentative time of 12:00 hrs on 28th December.

A total of 12 people have been called by the NPS Union for this meeting, and the NPS Union has been asked by the Chief Minister’s Office to bring a presentation on old pension. On the other hand, the officers of the Finance Department have also been asked to bring a separate presentation.

Initially, in this meeting, the Chief Minister will see the presentation of the Finance Department. Then NPS will compare it with the presentation of the employees union.

Before this, Finance Department was working on the model of 4 states regarding old pension. It includes the formulas of Rajasthan Chhattisgarh Jharkhand and Punjab. In general, the officials felt that the Chief Minister would adopt the Punjab formula, so that there would be time to assess all the impacts before formulating the scheme.
