Himachal Government Considering Production of Compressed Biogas from Pine Leaves

Shimla: Himachal Pradesh has 1,200 to 2,500 incidents of forest fires every year. To solve this problem and to strengthen the economy of the local people from forest wealth, the state government is considering the production of compressed biogas from pine leaves.

An MoU has been signed between the state government and Oil India Limited (OIL) for Compressed Biogas (CBG) production. This will help in proper disposal of eco-friendly organic waste.

Through the MoU signed, the state government and OIL will cooperate in the exploitation and development of new and renewable energy resources including CBG. Large areas of Kangra, Una, and Hamirpur districts of the state are covered with pine forests.

Recently pine leaves can be converted into CBG, a sustainable resource of energy. This will reduce dependence on fossil fuels. Production of biogas from pine can prove to be a good source of employment for people living in rural areas.

Chief Minister Sukhwinder Singh Sukhu said that the State Energy Department would soon send leaf samples to the HP Green Research Development Center in Bangalore to test the feasibility of producing CBG from pine husks.

After getting positive results, this will pave the way for production from sustainable energy sources in place of traditional fossil fuels and the economy of the people will also be strengthened. He said it could be used as a renewable automotive fuel.

Due to snowfall in the peaks, a drop in the temperature of the state has been registered.

The temple was constructed by prince Lakshmana Varman, son of Salavahana Varman in 11th century CE. A joint copper plate grant of Soma Varman and Asata Varman, belonging to the Hari Rai and Champavati temples records the grant of lands to three temples, one of the temple is dedicated to Hari, founded by Lakshmana Varman.

The shrine dedicated to Hari mentioned in the grant might be the present Hari Rai Temple. This grant was issued during the first regnal year of Asata Varman (1080-1105 CE), the brother and successor of Soma Varman. This temple is protected as monuments of national importance by the central Archaeological Survey of India.

100 Kilometers of Roads will be Built with 250 Crores in Hamirpur

An amount of Rs 250 crore will be spent on the construction and strengthening of 100 km of roads under the Public Works Department Hamirpur. For the construction and strengthening of these roads, a DPR has been prepared and sent to the Government of India.

Crores of rupees will be spent on these roads under Pradhan Mantri Gramin Sadak Yojana. After getting the approval, the department will start the work of construction and strengthening of roads.

Not only this, preparations have also been made to make a DPR for the construction of road from Rangas to Badsar under the Central Road Fund. This road will be constructed from Rangas to Badsar and from Badsar to Baghchal Brij.

This route will touch Fornell at Jhanduta. The formalities of the process of construction of this road of about 72 km have been started. The DPR for this 72-kilometer road has been prepared.

After preparing the DPR, the upcoming process is being completed. After getting permission from the government, an amount of Rs 300 crore will be spent on this route.

Apparently, being the home district of the Chief Minister, instructions have been given to construct a road from Rangas to Badsar and from Badsar to Baghchal Brij. This road will be constructed from the Central Road Fund.

This route will be of about 72 kilometers and an amount of Rs 300 crore will be spent on it. Overall, a network of roads will be laid in Hamirpur with crores of rupees.

With the expenditure of crores on roads, where the number of roads will increase, there will be better facility of transportation.

According to the department, the DPR of the roads has been prepared in a planned manner. Work will be started in a phased manner as per the instructions.

At the same time, the proposal for the tunnel to be made from Dhaneta to Bangana has also been sent to the government.

After getting permission for the proposal, the tunnel will be constructed from here. The plan of tunnel from Dhaneta to Bangana has already been proposed by the Public Works Department.

Employees who were Left Out of OPS will Talk to the Government

Old pension has returned in Himachal after 20 years. The state government has completely abolished the National Pension Scheme ie NPS through two notifications and an office order issued on Thursday. This order has been done by Chief Secretary Prabodh Saxena.

The state government has amended the Central Civil Service Pension Rules 1972 to implement old pension. According to its provisions, employees coming from NPS to Old Pension Scheme will get their contribution in NPS in full, but the contribution of the state government and the dividend earned on it will have to be returned.

The state government will deposit it in a separate head. Employees who have retired or died in NPS will also be entitled to old pension, but after applying. That is, they will not get the previous pension or arrears. Along with this, they will also have to return the government contribution of NPS to the government.

Himachal Pradesh Civil Services Contributory Pension Rules 2006 has been amended for NPS employees who retired from May 15, 2003 to March 31, 2023. With this amendment, families of employees who have retired or died in NPS will also get old pension subject to certain conditions.

After this, on April 17, 2023, through an office order, the state government stopped the NPS contribution. Now orders have been issued to implement the old pension in the old format. For the eligibility of old pension, the condition of 10 years of regular service will be applicable as before.

Old Pension Returned after Twenty Years in Himachal Pradesh

How will old pension be implemented? For this, Standard Operating Procedures have been issued separately through office orders. Employees coming in Old Pension will come under General Provident Fund Rules 1960. The heads of the concerned departments will get the GPF accounts of their employees opened.

State President Pradeep Thakur, and General Secretary Bharat Sharma have thanked Chief Minister Sukhwinder Singh Sukhu and the state government for the restoration of old pension.

He said that the working class of the state will always be indebted to the Chief Minister. He is a hero in the true sense. This is a historic decision and the state needed a Chief Minister like Sukhu to take such a historic decision.

NPS employees, who want to remain in NPS, will have to certify it from the notary and give the option to their head of office within 60 days. Their employee and employer share will continue to go to PFRDA till retirement.

NPS employees, who want to join the old pension scheme, will also have to give the option within 60 days after getting it certified by a notary. Option once given will not be changed.

Public Service Commission Changed the Pattern of Class 3 Recruitment

Himachal Pradesh Public Service Commission has now started the process for the recruitment of class three, in which new rules have been set for the recruitment of class three.

The first change has been made in this that now there will be two exams even in class three recruitments. In this, the exam will be given on the basis of Multiple Choice Question ie MCQ in the written test.

The second exam will be SAT i.e. Subject Aptitude Test, for which 120 marks have been kept. This exam will be based on the merit of the previous exam. That is, SAT will be held only if there is merit in the MCQ exam.

According to the new rules, MCQs will have five options for a question instead of four, in which the fifth option will be none of these.

In this, it has been decided that all the candidates participating in the examination will have to fill the circle on the fifth option if they do not know the answer to any of the four questions.

Negative marking if not tick in MCQ, Public Service Commission changed the pattern of Class 3 recruitment

That is, the candidates do not have the option that if they do not know the answer to the question, then they should leave that question blank.

Doing so will result in negative marking in the paper. The rule so far in any written examination is that four options are given to the candidates in MCQs.

Along with this, there is negative marking only for wrong answers, but for the first time this change has been made in class three recruitments that instead of 4, 5 options will be given in it.

If the candidate is not satisfied with any of the four answers, then he/she has to fill the fifth option. Although there is no such arrangement in any other type of examination including UPSC, but the Public Service Commission has adopted this procedure for the first time.

Recruitment of teachers will be done through batchwise recruitment in these schools of Himachal

JBT, Kala and Shastri teachers in Himachal Pradesh will be appointed through batchwise recruitment in such schools where there is no regular teacher or schools are running with the support of one teacher.

Talking to reporters at the State Secretariat, Education Minister Rohit Thakur said that there are no regular teachers in 455 schools of the state. 3148 schools are supported by a single teacher.

In these schools, on the basis of priority, teachers selected through batchwise medium will be appointed. The process of filling 269 vacant posts of principals through promotion will start after May 6.

HRTC Drivers Union Announced, will not do night Overtime if Advance is not Received by May 6

In such a situation, if HRTC drivers and conductors do not do night overtime, then the night services of HRTC may be stopped.

During the press conference held on Wednesday in Shimla, HRTC Drivers Union President Mansingh Thakur said that HRTC Drivers Union had given advance notice to HRTC Management on 10th April.

Mansingh Thakur says that the amount of night overtime for 41 months is payable to the drivers and conductors of HRTC. This amount is around Rs 65 crore.

The inclusion of small solar projects of the State Power Corporation in the central scheme will provide financial benefits. The State Energy Department has sought approval from the Central Government for several small solar projects including 42 MW to be built in Una.

With the inclusion of small projects of the state in the Centre’s Solar Park scheme, Himachal will start getting a budget for preparing DPR and preparing basic infrastructure.

At present, the cost of preparing DPR is Rs 7 to 8 lakh per MW. Power Corporation has to spend a lot of money to prepare DPR for 20 to 50 MW solar projects.

NABARD Projects of Brightening the Rural Roads Worth Rs114 Crores will be on the ground soon

A big campaign for the development of rural roads is about to start in the state. The Public Works Department has completed the process of tendering the approved project in the last week of March. The department is going to launch these projects soon.

Work on 25 projects approved by NABARD will start soon. These projects worth Rs 114.15 crore will benefit those rural areas, where the condition of roads was poor or where roads have not yet reached.

After the approval of the state government, the Public Works Department had sent these projects to the NABARD headquarters at the beginning of the year for approval. More than 150 km long roads are to be constructed in these projects.

Rural roads will be bright with 114 crores

The special thing is that the budget will be spent on these projects of NABARD with a difference of 90-10. That is, only 10 percent of the total 114.15 crore rupees will remain with the state government.

Even after the approval of these projects, the Public Works Department has sent the proposals for the upcoming projects with the approval of the State Government.

Even though the work on these projects is starting in the month of April, the approval of all 25 projects was received on March 28 and they have been included in the budget of the last financial year.

At present, the necessary formalities related to all the 25 projects have been completed by the Public Works Department and now the work will be started after tendering these projects.

Public Works Department Minister Vikramaditya Singh has also made it clear that no shortage of funds will be allowed to come in the way of the state’s development. The projects have been sent to the Central Government and there is a possibility of getting approval soon.

On the other hand, Chief Engineer of Public Works Department Ajay Gupta said that projects are being sent regularly to NABARD and PMGSY for approval. 25 projects have been approved in NABARD.
