Farmer Protest : Farmers break barricades, Haryana Police lobs teargas shells

The Haryana Police on Tuesday lobbed multiple rounds of teargas shells, including through drones, at the Shambhu border near Ambala to disperse farmers marching towards Delhi to seek enactment of a law on minimum support price.

The police first used teargas when farmers tried to break barricades set up at the Shambhu border and throw it off the Ghaggar river bridge.

Some of the farmers also tried to remove the cement barricades with the help of tractors.

But after an hour when a sizable number of farmers gathered near the barricades at the Shambhu border, police again hurled tear gas shells to disperse the protesters, they said.

Police also fire tear gas shells after some of the protesters entered a nearby फील्ड। A drone was also used to drop the tear gas shells and keep an eye on the protesters.

Farmers were seen carrying wet jute bags to shield themselves from the effect of the smoke released from teargas shells.

Farmers demanding a law on minimum support price are marching toward Delhi after a meeting with two Union ministers over their demands remained inconclusive.

Farmer movement started again with these demands

Farmer Movement 2.0 has started and in this sequence, farmers from Punjab have left for Delhi march. These farmers are preparing to enter Haryana through Amritsar Delhi-National Highway. Due to this, tight security has been done at the Shabhum border in Ambala. The border has been completely sealed.

The biggest demand of the farmers is regarding the minimum support price from the government. Farmers have a total of 12 main demands. Regarding these demands, a meeting was held with Union Minister Arjun Munda, Piyush Goyal, and farmer leaders on Monday evening in Sector 26 in Chandigarh.

12 demands of farmers

  • The government should enact a law to guarantee the minimum support price (MSP) for all crops.
  • A complete loan waiver scheme for farmers and laborers should be implemented.
  • Re-enforce the Land Acquisition Act 2013 across the country, ensure written consent from farmers and compensation four times the collector rate.
  • Punishment to the culprits of the Lakhimpur Kheri massacre and justice to the affected farmers.
  • Withdraw from the World Trade Organization and ban all free trade agreements.
  • To provide pension to farmers and agricultural labourers.
  • Compensation to the families of farmers killed during the Delhi agitation and job to one member of the family.
  • The government should cancel the Electricity Amendment Bill 2020.
Providing 200 days of employment per year by linking it with farming and a daily wage of Rs 700 under MNREGA.
  • Strict penalty on companies manufacturing fake seeds, pesticides and fertilizers and improvement in seed quality.
  • Constitution of a National Commission for chilli, turmeric and other spices.
  • To ensure the rights of the indigenous people over water, forest and land by stopping the companies from looting the land of the tribals.

Contract service will be taken for pension in Himachal

Contract service will be taken for pension Himachal

Shimla: Himachal Government can count the contract service of the employee for pension. After losing such cases in court and following a meeting chaired by the Chief Secretary, the Ayurveda Department has been asked to send the case to the Finance Department to implement a decision.

This judgement came from the Supreme Court on August 7, 2023 in the Sheela Devi vs. Himachal Government case. The Finance Department will be asked what is the possibility of implementing this judgment and what is the financial implication?

In this case, Himachal government was not able to defend its contract policy even in the Supreme Court after the High Court. It was said in the Supreme Court on behalf of the state government that the relief given to the petitioner by the High Court is based on wrong information.

Contract employees enter into contract voluntarily under the contract policy of the state government. This period is not taken into account for pension. Contract policy was implemented in Himachal in the year 2003-04, while on May 4, 2023, there was a notification to implement the new pension scheme in place of the old pension.

Contract service will be taken for pension Himachal

Sheela Devi, who was posted as a contract employee in Ayurveda, had filed a case in the High Court arguing that this period should also be taken for pension.

On the other hand, the work of an employee who became regular after the contract without any break in service was also considered the same between contract and regular.

Therefore, the Supreme Court said that the state government will have to take this service of contract employees also for pension. For this, employees were asked to give 8 weeks to avail the option and these benefits were to be decided in 4 months.

The Ayurveda Department has also gone to Delhi and discussed this matter with Senior Advocate PS Patwalia. He also suggested the department to implement this decision.

This decision of Ayurveda is to count the contract period for pension, but the bigger problem for the state government is regarding giving seniority to the contract period.

In a judgment from Food and Civil Supplies, apart from pension, it has been decided to count the contract period for seniority and other financial benefits also.

Due to this, even the DPC of promotion in all departments will have to be changed. In this matter, the government has just sought advice from the Law Department on further strategy.
