Ban on JBT TET exam lifted

Shimla: The State High Court has removed the ban on the JBT TET exam. After the Supreme Court rejected NCTE’s notification of June 28, 2018, the petition filed on this issue was heard in the High Court.

The division bench of Justice Tarlok Singh Chauhan and Justice Satyen Vaidya, after hearing all the parties, issued orders to lift the ban on the JBT TET exam.

Petitioner Mohit Thakur has challenged the notification issued by Himachal School Education Board on November 5. Under this, B.Ed degree holders were made eligible for the JBT TET exam.

The High Court had stayed the said notification under orders passed on November 24, 2022. It is noteworthy that the court had ruled in a case related to JBT recruitment that as per the notification of NCTE, necessary amendments should be made in the rules for recruitment to JBT posts. With this decision of the court, B.Ed degree holders also became eligible for JBT posts.

Later, the High Court had stayed this decision under the orders passed in the review petition filed by the state government. After this ban, B.Ed degree holders again became ineligible for these posts.

The applicant alleged that the notification of NCTE under which B.Ed degree holders are eligible for JBT TET has also been canceled by the Rajasthan High Court. And now the Supreme Court has also rejected the validity of NCTE’s notification of June 28, 2018. The next hearing on the case will be on September 18.

Declare rain-caused calamity in state as ‘national disaster’, Himachal CM Sukhu appeals to PM

Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu has requested Prime Minister Narendra Modi to declare the rain-caused calamity in the hill state as a “national disaster”.

Sukhu was the only Chief Minister from the Congress-ruled states who attended a dinner hosted by President Droupadi Murmu for G20 leaders on Saturday.

In a post on X on Sunday, he said: “Had the privilege of addressing the grave aftermath of torrential rains in Himachal Pradesh during my conversation with Prime Minister Shri @narendramodi Ji after our G20 Summit dinner. I also requested a special disaster relief package and emphasised the need to designate this calamity as a ‘national disaster’, highlighting the urgency of the situation.”

Sukhu, who had earlier said Himachal Pradesh had suffered losses to the tune of Rs 12,000 crore due to rain-related incidents this monsoon, has been demanding that the calamity be declared as a national disaster and a special disaster package be announced on the lines of those provided in the aftermath of the Kedarnath and Bhuj tragedies.
On September 4, the Chief Minister had reiterated his demand and said he would meet Prime Minister Modi and Union Home Minister Amit Shah in this regard if the need arises.

Earlier, the Congress Government in the hill state had raised claims of losses to the tune of Rs 6,700 crore suffered till August 10 and sent a detailed report of the damage caused during the monsoon to the BJP-led Centre.

Himachal Pradesh saw two spells of heavy rain this monsoon. The first on July 9 and 10 led to large-scale destruction in Mandi and Kullu districts. Shimla and Solan districts were hit during the second spell on August 14 and 15, and the capital city of Shimla suffered heavy damage as an aftermath.

According to the state emergency operation centre, 418 people have died (265 in rain-related incidents and 153 in road accidents) since the onset of monsoon on June 24 till September 9, while 39 are missing. The state has suffered losses of Rs 8,678 crore and the estimates are still pouring in, it said.

G20 summit: Himachal Pradesh showcases handmade artefacts from Kullu, Chamba and Kinnaur

Rain-battered Himachal Pradesh has performed an uphill task of showcasing its artefacts at the G20 world leaders’ summit in Delhi’s Bharat Mandapam against all odds.

Officials say the incessant rains had brought down the hills, but not the spirit of its people.

Lalita Vakil, an acclaimed craftsperson involved in protecting the globally acclaimed but dying art forms of the erstwhile princely hill state of Chamba, has showcased the exquisitely embroidered Chamba ‘rumal’ or handkerchief, which depicts epic scenes of Ramayana and Mahabharata, figures of Lord Krishna, his gopis, besides the daily lifestyle and folk stories of Chamba.

The art of embroidery on the Chamba ‘rumal’ originated and flourished in the 16th and 17th centuries, when the Chamba school of miniature paintings also got royal patronage.

Padma Shri awardee Lalita Vakil has been working for the promotion of Chamba ‘rumal’ for over half a century.

She’s inspiring girls and women to learn the embroidery technique to make the Chamba ‘rumal’ not only to keep alive the legacy but also to become self-dependent and make money.

According to Lalita Vakil, making a Chamba ‘rumal’ is time-consuming owing to the double satin stitch embroidery technique. A one-by-one foot ‘rumal’ with borders on all sides can take 15-20 days to complete.

Besides the Chamba ‘rumal’, Chamba school of miniature paintings, metal artefacts and leather products, mainly Chamba chappals (slippers), have also been showcased.

Akshita Sharma, a young design consultant and curator with state-run Himcraft, earlier known as Himachal Handicraft and Handloom Corp, said Kullu and Kinnauri shawls, all masterpieces of the embroidery, have been quite hit among visitors, especially foreign delegates, at the Himachal craft bazaar.

She said the Chamba ‘rumal’ and Kangra miniature painting, both Geographical Indications (GIs) of Goods Act-tagged products, have been getting enormous response.

Tweed cloth, which in Himachal is called Patti, a traditional short width coarse fabric made of sheep wool woven on handloom, has also been displayed.

She said hand-knitted is a new handicraft addition that is naturally dyed, using indigenous Himalayan wool by women from Naggar — a picturesque place in Kullu where Russian painter and philosopher Nicholas Roerich came in 1927 from St Petersburg and made the tiny village his home.

She said souvenirs and toys made by Gaddi pastoralists, mostly from Chamba and Kangra districts, are also attracting attention.

“We believe these souvenirs and toys will get the maximum attraction from the foreign dignitaries as they are easy to carry back to their destinations. But these mementoes will help branding Himachal Pradesh the tourist destination too,” an optimist Akshita said.

She added that despite bad condition of roads in interiors of Kullu and Kinnaur districts after July-August natural calamity, the handicraft was arranged and transported to the national capital to showcase the state’s heritage.

The famed British-era Kangra tea, an orthodox variety close to Darjeeling tea, is also catching eyes at the craft bazaar.

The Kangra tea has been registered as a protected GI by the European Union (EU) in May, paving the way for its marketing in its markets.

The hill state is also known for hand-knitted woollens like shawls, stoles, mufflers, socks, gloves, pullovers, caps and carpets, Kangra paintings and jewellery items.

The Kullu and Kinnauri shawls, with intricate borders in bright colours, are made on traditional looms by tribals and are sold all over India and abroad.

More than Rs 3 crore is to be given to each nursing institution. At present, there are only two government nursing colleges in Himachal, Indira Gandhi Medical College (IGMC) and Mandi. While the number of nursing schools is more than 15.

The state government has decided to earmark 40 seats each in the newly opened nursing colleges. As the infrastructure will develop.

Shimla: In Himachal Pradesh, the recruitment rules for trend graduate teacher ie the TGT cadre are being changed. The Education Department has submitted this proposal to the Personnel Department and the recruitment rules of TGTs will be changed before the recruitment of 6000 new posts approved by the Cabinet.

Education Minister Rohit Thakur has given these instructions in the review meeting of the department. The recruitment rules for TGTs in Himachal are from 2012, in which 50 percent marks are required in graduation for the general category, while there is a relaxation of five percent for the reserved categories.

The requirement for them is 45 percent marks. While implementing the new system in 2019, NCTE has given the option of 50% marks in post graduation also in case of not completing 50% marks in graduation for TGT.

Education Department Recruitment rules of TGT will be changed

This option was not adopted by the Himachal government. If it is implemented in Himachal also, then those candidates of the general category will also be benefited, who do not have 50% marks in graduation.

Apart from this, two more amendments have been proposed in the recruitment rules. Education Minister Rohit Thakur has asked the department to get this process completed soon by the Personnel Department and Public Service Commission and bring it to the cabinet and new TGT recruitments should be done as per the new rules.

Actually, the Himachal government has approved 6000 posts in the education department in the cabinet held in 2023. In this, the maximum posts are in JBT and TGT only.

The Education Minister wants about 2500 of these posts should be filled first on a batch-wise basis. The formation of the new State Selection Commission is awaited to start the process of this recruitment, hence the recruitment rules of TGT will be changed first.

TGT is a big cadre in the state education department and every year around 3000 teachers retire. This is the reason why recruitment has to be done every year in this cadre.

New education secretary will visit the education directorate today

New Education Secretary Rakesh Kanwar will visit Directorate of Education Lalpani for the first time on Friday after taking charge of this department. Earlier, a review meeting of the department was held in the State Secretariat itself under the chairmanship of the Education Minister.

Amit Kashyap said that the subsidy on the fare of all the seats of Shimla-Dharamshala-Shimla is being borne by the state government. The total fare on this route has been fixed at Rs 3000 (tax extra) per seat.

Apart from this, for the convenience of tourists in Himachal Pradesh, under the UDAN scheme, helicopter service flights operated by Pawan Hans are available from Chandigarh to Shimla and from Shimla to Rampur, Mandi, Kullu and Dharamshala.

Four-lane Update: High Power Committee constituted for restoration of four-lane

Shimla: A division bench of Chief Justice MS Ramachandra Rao and Justice Ajay Mohan Goel came up for hearing on Monday in connection with the restoration of four-lane roads that were damaged in different parts of Himachal Pradesh.

During the hearing, Solicitor General of India Tushar Mehta appeared before the court through the virtual medium. He assured the court that appropriate and effective steps would be taken for the restoration of the highways damaged due to heavy rains.

The Court was informed that NHAI has constituted a High Power Committee, consisting of experienced members from IIT Roorkee and Mandi and NHAI.

The next hearing of the case has been scheduled for September 22. Notably, the court has taken strict cognizance of the complaint of an engineer with 45 years of experience in the field of engineering.

In the letter written by Shyamkant Dharmadhikari, it has been alleged that the environment is being harmed due to the erosion of mountains.

In the state, unplanned excavation of mountains is being done through underground tunnels, roads, and bridges being made with faulty engineering. The slope in the roads and the construction of bridges and tunnels in an unscientific manner cause damage.

The retaining walls of the road are weak due to lack of technology and old usage. There is no proper system for drainage.

It is a matter of concern that three meters of land on both sides of the road has been additionally acquired, while there are no service lanes in cities and villages, which are prone to accidents daily. Large-scale deforestation has resulted in soil erosion, which is causing frequent landslides etc.

President of the Himachali Association of Alberta, Amit Sharma, said the event holds a dual importance, as it celebrates Himachali cultural heritage and customs, thus strengthening the bond amongst the people of Himachal in Alberta and Himachal Pradesh, overcoming geographical distances.

Six thousand vacancies in State Bank of India, candidates should apply till 21st September

State Bank of India has issued a recruitment notification to recruit thousands of posts. Candidates can apply for this campaign by visiting the official site sbi.co.in. The application process for this campaign has started from Friday.

Interested and eligible candidates will be able to apply for this campaign till the 21st September. Through the recruitment drive, 6160 posts will be filled in the State Bank of India. Candidates applying for this campaign must have a bachelor’s degree from a recognized university/institute.

The age of the candidates applying for this recruitment drive of the State Bank of India should be between 20 to 28 years. The selection process will consist of online written test and a test of local language.

The written exam will have 100 questions and the maximum marks is 100. The duration of the exam is 60 minutes. Except for the General English test, questions for the written test will be set in 13 regional languages.

For this campaign, the candidate has to pay the application fee. To apply for the recruitment, General/OBC/EWS category candidates will have to pay a fee of Rs 300, while SC/ST/PWBD category candidates are exempted from payment of the fee.

9 houses gutted in fire in Shimla’s Rohru, no casualty

A fire broke out at a house in Shimla’s Rohru subdivision that spread across eight other houses, completely damaging them in the blaze, officials said on Sunday.

No casualty was reported as the residents managed to get out of the houses as soon as the fire started spreading, they said.

The fire broke out at Pradeep Ranta’s house in Tikker area’s Daroti village and the blaze spread to adjoining wooden houses, the officials said.

Three fire tenders were rushed to the spot from Rohru and Chidgaon to douse the flames, they said.
About 21 families that resided in these nine houses have been left shelterless and the administration has made arrangements for these affected families in the village and they have been provided immediate relief of Rs 10,000, Deputy Commissioner, Shimla, Aditya Negi, who was on the spot told PTI.

As soon as the fire started, people rushed out of their houses and informed the police. The police are investigating the cause of the fire. Preliminary investigations pointed out that a shot circuit led to the incident.

Property worth crores was damaged in the fire. Five adjoining houses were also partially damaged, police said. PTI

Himachal imposes ban on hill cutting, fresh building permissions till September 16

Hill cutting for any kind of private development and construction activity except for rebuilding disaster-affected buildings and roads have been banned in Himachal Pradesh for two weeks up to September 16, a spokesperson of the state government said here on Saturday.

Besides, fresh permission for planning and building construction has also been banned for commercial or tourism units in Shimla, Mandi, Kullu, Kangra, Solan and Chamba districts for two weeks.

The spokesperson said during the ongoing monsoon season, unprecedented environmental disruptions, including catastrophic landslides, land subsidence, river-bank failures and severe erosion, have been witnessed across the state, leading to the tragic loss of lives and properties.

He said the decision has been taken to ensure utmost safety for human lives, habitations, infrastructure and to preserve the fragile ecological environment of the hill state.

The order shall come into force with immediate effect and violations will be dealt in accordance with law, the spokesperson added.

So far, 257 people have been killed in rain-related incidents in the state since the onset of monsoon on June 24. Himachal Pradesh has also suffered losses of Rs 8,663 crore, according to the state emergency operation centre.

However, Chief Minister Sukhvinder Singh Sukhu has said the state has suffered losses to the tune of Rs 12,000 crore as estimates are still pouring in.

ED action four arrested in scholarship scam

Shimla: Taking action in the scholarship scam, ED has arrested four people. Which also includes Rajdeep Josan and Krishna Kumar. Both of them were partners of ASAMS Education Group.

Apart from this, Hitesh Gandhi, Vice Chairman, KC Group of Institutions, and Arvind Rajta, then officer of the Scholarship Branch of the Education Department are also involved.

The arrested accused were produced by the ED in the court in Shimla, where the court ordered to send the accused to ED custody for five days.

ED had started an investigation in the scholarship scam on the basis of FIR registered by CBI shimla.It is alleged that the State Education Department, private institutions, and bank officials together committed a scam of more than Rs 200 crore.

ED investigation has revealed that Rajdeep Joson and Krishna Kumar, in connivance with Skill Development Society through M/s ASAMS, committed a scam by presenting fake documents in the scholarship for SC/ST/OBC students.

Similarly, the KC Group of Institutions of accused Hitesh Gandhi committed fraud. Investigation has revealed that Education Department official Arvind Rajta kept verifying it and accused Hitesh Gandhi kept transferring the scholarship amount to different accounts.

Earlier, searches were conducted at 24 locations in four states and a provisional attachment order amounting to Rs 4.42 crore was issued on 31 March 2022 which was confirmed by the adjudicating authority, PMLA LD.
