In such a situation, holiday special trains have been started for the convenience of tourists, but very few tourists are able to take advantage of it.

The holiday-day special train was earlier planned to run in the first week of May, but keeping in view the huge demand of passengers, the railway management has decided to run it from Sunday.

This train will leave Kalka at 01:05 pm and reach Shimla at 07:30 pm. Will leave Shimla for Kalka at 9:20 am, and will reach Kalka at 3:50 pm.

Only 200 people board this train. On the other hand, about 500 people from the plains reach Shimla every day by train. Including foreigners.

In such a situation, to travel in this train, tourists will have to take tickets on time at the counter.

Tourists will get relief from Jam

The purpose of setting up the holiday special train is that the tourists can get rid of the frequent jams on the roads. At the same time, tourists from the plains also prefer to come to Shimla by train.

This saves tourists money and they also get a chance to see the forests of Shimla. But due to non-availability of online tickets, tourists are also facing some problems.

Kanthlighat to Shakral NH Work Started, Decision on Four-Laning of 7 more Highways still Pending

Another Four-lane National Highway work has started in Himachal. A target has been set to complete the construction on the Kalka-Shimla NH between Kanthlighat to Shakral in two and a half years, but there are still seven national highways that are pending a decision to convert them into four lanes.

One part of this is between Shakral to Dhalli, which is the last project of the Kalka-Shimla National Highway. It is yet to get forest clearance.

About 11 kilometers of National Highway is to be constructed from Shakral to Dhalli and the special thing is that it is also proposed to construct a big bridge and a tunnel just below the Sanjauli market. This tunnel will be about one kilometer long.

Four-lane National Highway

Rs 2070 crore is to be spent on this entire project. Apart from this, the approval of the four-laning of Shimla-Mataur, two-laning of Mandi-Pathankot, and one-lane from Shakral to Dhalli is still awaited.

In fact, Chief Minister Sukhwinder Singh Sukhu has deployed additional officers in matters of forest clearance. These officers of the Forest Department are playing their role in speeding up the cases of forest clearance.

NHAI regional officer Abdul Basit has said that with the help of the state government, the work of converting the national highway into four lanes has picked up the pace.

The 207-meter-long tunnel will be built in Kandaghat

The tunnel at Kandaghat on the Kalka-Shimla National Highway will be 207 meters longer. Earlier this length was 460 meters. It has now been increased to 667 meters. 75 percent work on this tunnel has been completed.

Earlier it was said that there was a problem due to the water tank coming in the way of the tunnel, but NHAI has now cleared the whole situation and has also talked about completing the construction of the tunnel on time.

Kiratpur-Nerchowk NH will be completed by May 15

The work of the Kiratpur-Nerchowk National Highway is almost complete and it is going to be inaugurated soon. People will now take less time to reach Manali from Chandigarh. Along with this, the inflow of tourists will also increase.

It is said to complete the construction by May 15. The distance from Kiratpur to Nerchowk will be reduced by about 37 km. Earlier this distance was 114 km. More than 36 thousand saplings will also be planted along the entire route.

525 buildings were removed….

There are 749 buildings to be removed in this area in which about 525 buildings have been demolished while the rest are yet to be removed.

In Kandwal, Nagbari, Jachh, and Bhadwar, etc. bitumen was put on one side two-lane road and now preparations have been started for the construction of two-lane road on the other side.

On the guidelines of NHAI, service lanes will be made at many places on the road, so that the traffic system remains in place.

NHAI Project Director Vikas Surjewala said that the four-lane road construction work in Noorpur is being done at a fast pace and it will be completed within the stipulated time.

He informed that the construction work has been affected due to bad weather and efforts will be made to complete it quickly when the weather opens.

In view of the historical importance of the Kalka-Shimla rail line, UNESCO included it in the World Heritage in July 2008. The historic arch gallery bridge at Kanoh Railway Station was built in 1898.

This bridge on the way to Shimla is present at 64.76 km. The four-storeyed bridge built in arch style has 34 arches.

Although four companies in the country had shown their interest in the construction of this tunnel, Delhi’s Altinouk Consulting Engineering has got the construction work of the tunnel from the Surface Transport Department by paying the lowest rate.

Therefore, the officials of the National Highway have also issued the award letter to the producer agency.

For the last three decades, the survey and tender process of the Jalodi tunnel buried in the files was canceled many times, due to which the people of 70 panchayats had to bear the brunt, but this time the way for the construction of the tunnel has been cleared.

Four major companies of the country competed in the tender process conducted by the Union Ministry of Surface Transport, in which the Altinouk company has received the award letter for tunnel construction.

Confirming this, TS Sharma, Assistant Engineer, National Highway, said that Delhi-based company Altynok will construct the Jot Tunnel.

He said that the repair and maintenance of the tunnel will be under this company for ten years, while the survey of this five-kilometer-long underground tunnel was done by geologists through helicopter.

He said that the route of this tunnel will be diverted from Hidab Sajwad to Khanag and will enter Kandhugad of Ani area after cutting through the snowy hills of Jalodi Jot.

Significantly, due to the construction of this tunnel being built at an altitude of 10800 feet, thousands of people of about 70 panchayats of Ani will not have to face any problems even in winter while the journey to Kullu Manali will be closer than Shimla.

The construction of the said tunnel is also important from a strategic point of view. The agency has also started the process of completing various formalities for these projects costing around Rs 10 crore.

No subsidy on the solar project, now financial assistance will be available, CM’s big announcement on solar power project

Financial assistance to the project setup will be up to 40 percent of the total cost. That is, the estimated cost of a one-megawatt project to be built in 15 bighas is about four crore rupees.

Out of this, the state government will provide financial assistance of about one crore 40 lakh rupees. Although earlier talk of a 40 percent subsidy was being talked about.

The Chief Minister had also announced during the budget that the state government would provide subsidy on project construction but has now converted it into financial assistance.

The special thing is that the government can provide financial help for all the projects from 100 kW to 2 MW in the coming days.

The power generated from these projects will be purchased through public transmission and will be supplied further at a fixed price.

The state government has currently fixed the price of electricity generated from solar energy at Rs 3.76.

The government’s contract in these projects will be for 25 years and after the completion of 25 years, 30 percent of revenue will have to be given to the state.

Contract Service should be Counted in Old Pension, High Court Ruled, give Benefit to Petitioner in Six weeks

The High Court has given an important decision in the matter of counting contract service for pension. A division bench of Acting Chief Justice Sabina and Justice Satyen Vaidya ordered the contract service to be counted for the old pension.

The Bench clarified that the service eligibility of an employee starts from the date he joins the charge whether the appointment is temporary or permanent.

The contract service is liable to be counted for the purpose of applicability of the CCS (Pension) Rules, 1972. The court gave this decision while accepting the petition of Dr. Umesh Kumar.

The court quashed the government’s decision of October 18, 2021, under which it was decided not to give pension benefits to the petitioner.

Contract service to be counted in old pension, High Court ruled

The petitioner contended before the court that he was appointed as a doctor on January 31, 1997 on a contract basis. His services were regularized in the year 2007.

It was argued that the government did not regularize his services for ten years while giving him all the service allowances of a permanent employee.

In the year 2010, the Department ordered the petitioner and the parallel employees to become participants of the New Pension Scheme (Contributory Pension Scheme).

The petitioner and others challenged this decision before the High Court. By passing an interim order, the court had stayed these orders and later on November 30, 2010, while giving the verdict, ordered them to be given the benefit of old pension.

The petitioner had retired on 31st December 2020. Thereafter, the department refused to give him the benefit of old pension.

After perusing the record related to the case, the court said in its decision that the petitioner is entitled to old pension. The court has ordered the department to give all the service benefits within six weeks.

Himachal’s mountaineer Baljit Kaur has created a new golden history around the world by hoisting the tricolor on Annapurna Peak, which is about 8000 meters high.

Baljeet managed to conquer the Annapurna peak without any supplemental oxygen even after realizing the danger.

Baljit Kaur has been found safe after going missing from Camp 4 of Mount Annapurna. She fought to the death in the snow for about 20 hours.

Transport Department’s trial successful- Volvo bus service will soon start between Tapri to Chandigarh and Chintpurni to Delhi route.

HRTC is going to start Volvo bus service soon to Tapri, a famous tourist destination in the Kinnaur district of Himachal Pradesh. However, HRTC has already conducted a trial last year to run Volvo buses on this route and this trial has also been successful.

This Volvo bus will go from Tapri to Chandigarh. At present, HRTC’s Volvo bus is plying on the Delhi-Shimla-Rampur route. Rampur to Tapri is about 67 kilometers away.

On the other hand, Volvo bus service is about to start for the famous Shaktipeeth Chintpurni located in Una district. This bus will ply on the Chintpurni to Delhi route.

Deputy CM Mukesh Agrihotri will flag off the Volvo bus running from Chintpurni to Delhi. Horticulture Minister Jagat Singh Negi will flag off the buses plying from Tapri to Chandigarh.

It is being told that HRTC has sought time from the Deputy CM and Horticulture Minister to flag off the buses on both these routes.

It is noteworthy that in the past, the Deputy CM flagged off 11 new Volvo buses. Eleven Volvo buses were dispatched, out of which four were dispatched to the Taradevi unit, five to Kullu, and two to the Dharamshala unit.

HRTC will operate buses from only three depots in the state and Volvo buses will be running on rotational basis. HRTC is going to operate Volvo from Shimla, Palampur, and Kullu only.

In these, the central government has made a provision of subsidy of up to 40 percent, while the state government has fixed a provision of six thousand rupees for the domestic plant.

In this, the central government has also made a provision of 40 percent subsidy for domestic consumers from 1 to 3 kilowatts while a 10 to 20 percent subsidy from 3 to 10 kilowatts.

Talking about Snow Energy Department, for up to 3 kilowatts, 50 thousand per kilowatt will have to be paid while for 3 to 10 kilowatts, the rate of Rs.48600 will have to be paid.

According to the notification issued by NCTE on 29-6-2018, B.Ed people will also be eligible for JBT posts, but within 2 years after appointment, it will be mandatory for them to do a 6-month bridge course.

With this letter from the directorate, the campaign of JBT trainees has suffered a major setback. JBT trainees have been demanding for the past several months to appoint only JBT-D.El.D. students to teach first to fifth-grade students.

Trainees argue that B.Ed degree holders are eligible to teach students of upper classes while JBT holders do not have this right.

The government has asked the district administration to ensure that all arrangements are made for the representatives of the G-20 group here. Along with this, they will also be introduced to the heritage, culture, food, art, and handicrafts of Himachal and Kangra.

Deputy Commissioner Kangra Dr. Nipun Jindal says that Chief Minister Sukhwinder Singh Sukhu is determined to develop Kangra district as a tourism capital.

Chief Secretary-DGP examined the preparations for G-20

State Chief Secretary Prabodh Saxena and Director General of Police Sanjay Kundu visited Dharamsala on Monday regarding the G-20 meeting to be held in Dharamshala on 19-20 April.

During this, he examined the preparations being made for the G-20 meeting and took stock of the arrangements. The Chief Secretary and Director General of Police inspected all the places related to the meeting including Gaggal Airport, Radisson Blu Hotel, HPCA Stadium.

He said that it is a matter of pride for the state that G-20 meeting is being organized here. He said that all-out efforts are being made by the state government to make the G-20 meeting to be held in Dharamshala convenient for the delegates and they take away good memories from here.

He examined every aspect related to the hospitality of the G-20 meeting and the guests coming during it in Dharamshala and instructions were given to the local administration to make the arrangements at a high level.

Keeping its pre-poll promise to NPS employees, Chief Minister Sukhwinder Singh Sukhu’s government has stopped NPS contribution from April 1, 2023.

However, the notification for amendment in the pension rules is yet to be issued to implement the old pension.

With the issue of office order to stop NPS contribution, it has become clear that old pension is also being implemented in Himachal from April 1 itself.

The state government was getting 1770 crore deposited as NPS contribution in the year. The government’s share in this was 14 percent and the employees’ 10 percent.

Apart from the NPS Association, several employee organizations have welcomed the decision to stop NPS contribution.

History and Architecture of Naggar Castle

Naggar Castle built by Raja Siddh Singh in 1460 AD, formerly a residence of the royal family, was later occupied by the British Army.

Modifications were made to the palace after the British took control. Additions include an additional staircase, fireplaces and chimneys.

The entire villa stands today as a fusion of English and Indian architecture. This unique palace also has a temple in the courtyard. This temple is known as Jagati Pat Mandir.

Though Naggar Castle has undergone several renovations over time, the castle has managed to keep its historical flair alive even today.
