India begins work on the plan of Bilaspur-Manali-Leh rail link

With an aim to check China’s aggression and provide much-needed impetus to the region’s development, the Modi government has started work on its ambitious plan to link Leh-Ladakh with railway network.

The government has handed over the responsibility of final location survey work for Bilaspur-Mandi-Manali-Leh railway line to Rail India Technical and Economic Service (RITES). The government has already released Rs 40 crore out of the total Rs 157 crore allotted for the survey work.

The cost of construction of the 498-km railway line has been estimated at Rs 50,000 crore.

Apart from being of strategic importance, the Bilaspur-Manali-Leh railway line is also expected to boost tourism potential of the area, right from Himachal Pradesh to Ladakh.

Separately, the government is also planning to connect Leh with Srinagar. This proposed railway line will pass through Zoji La and Kargil while connecting the Kashmir Valley to the northernmost part of the country.

THE ROUTE

Bilaspur-Manali-Leh rail line would pass through Bilaspur, Mandi, Kullu and Lahaul-Spiti districts of Himachal Pradesh to reach Leh.

To expedite the survey work of the 498-km long Bilaspur-Manali-Leh new railway line, railways has sought land from Ladakh Autonomous Hill Development Council (LAHDC) to set up camp office at Leh. Government wants to strengthen the rail network in areas located close to Tibet.

LAND NEEDED

“We have requested the LAHDC Chairman to allot land for setting up camp office at Leh to speed up the survey work of the Bilaspur-Manali-Leh rail line,” said a senior Northern Railway official.
Northern Railway General Manager AK Puthia has visited Leh along with team of senior officers and discussed the issue of railway connectivity to Ladakh region with the local elected representatives and district administration recently. According to the official, the Chairman LAHDC has advised to submit a formal application in this regard and further assured that the same would be allotted at top priority and hence land will not be a problem.

Illegal construction is now legal in Himachal

Shimla - General Information

Illegal is now legal in Himachal Pradesh, once again.

For, the state assembly has passed a bill for legalising illegal constructions across the state, mainly dotted across this capital town, once known as the Queen of Hills.

Some of the buildings are in danger of collapsing like a pack of cards even with a moderate intensity temblor that can be catastrophic for congested settlements where extracting bodies would be difficult.

But it’s all within the legal framework, at least now.

Justifying the passage of the Himachal Pradesh Town and Country Planning (Amendment) Bill of 2016, Town and Country Planning Minister Sudhir Sharma told IANS that mass demolition of illegal buildings was not practical.

“So we have brought a one-time relaxation policy to get the illegal structures compounded,” he added.

Official sources said the amended bill would enable legalising over 25,000 unauthorised structures — both commercial and residential — in the state.

Successive state governments earlier brought the retention or regularisation policy on six ocassions from time to time.

“Five times the retention policy was brought to legalise constructions in Shimla town alone. In 2009, the policy was implemented in the entire state. So far, 8,198 applications have come but only 2,108 buildings have been regularised,” the minister said, adding the state High Court took serious note of this time and again.

“That is why we have carried out necessary amendments to the original act of 1977 to enable the people across the state to get the benefit of regularisation for the last time,” Sharma said.

Earlier, this bill was brought on February 19, 2014, but on the demand of the opposition BJP, it was referred to a select committee of the assembly. After that, the government twice promulgated an ordinance to regularise the buildings.

“The deliberate delays in tabling the bill gave enough time to the builders and influential people to complete the illegal constructions,” an official of the state’s Town and Country Planning Department told IANS.

Anguished over the government’s populist policies, Shimla resident Arun Sharma said: “Successive governments, be it the Congress or the BJP, have converted the towns literally into concrete jungles. It’s no matter that the buildings are structurally safe or not.”

P.C. Lohumi, who is settled in this town for over five decades, said all those who are supporting the retention policy, which would spell Shimla’s doom, have no right to talk about its degradation.

“It’s strange that all the political parties are supporting the violators of law indulging in illegal constructions and showing the mirror to law-abiding people. It’s simply a nexus among the corrupt politicians, builders and bureaucrats,” he added.

Tremors in the past have failed to shake authorities out of their slumber. Four low-intensity earthquakes hit state’s Kullu and Shimla districts on August 27.

The next day another mild quake hit Chamba district.

Officials fear that a high-intensity quake can turn Shimla town into a tomb of rubble as it falls in seismic zone IV-V, suggesting severest seismic sensitivity.

Planned for a maximum population of 16,000, Shimla now supports 2,36,000 people, as per provisional figures for the 2011 census.

“More than 200 public utility buildings, comprising hospitals and government schools and colleges within the municipal limits of Shimla require seismic strengthening,” Deputy Mayor Tikender Panwar told IANS.

In Sanjauli, a congested locality on Shimla’s outskirts, the dead often have to be lifted out of homes with ropes in case of mishaps.

Soon after the bill for legalising illegal constructions was passed, the state high court again expressed its displeasure.

“Thousands of unauthorised constructions have not been raised overnight. The government machinery was mute spectator by letting the people to raise unauthorised constructions and also encroach upon the government land,” a division bench of Justice Rajiv Sharma and Justice Sureshwar Thakur said earlier this week.

But fearing a backlash, Minister Sharma said: “If somebody raised structurally unsafe floors or buildings in the garb of getting them regularised, we will not regularise them.”

30 mins of daily exercise can help you control asthma

asthma-prevention

Asthmatic? You may want to start working out regularly as a new study has revealed that just 30 minutes of exercise a day can relieve asthma symptoms and help you control asthma.

What does study say?

In the study, experts from Concordia University, the Hopital du Sacre-Coeur de Montreal and several other institutions analyzed the exercise habits of 643 participants who had been diagnosed with asthma.

Results were overwhelmingly clear: those who engaged in optimal levels of physical activity on a regular basis were nearly two-and-a-half times more likely to have good control of their symptoms which eventually helped control asthma, compared with those who did no exercise.

The workout doesn’t have to be strenuous. Lead author Simon Bacon said that just 30 minutes a day of walking, riding a bike, doing yoga or anything active like even going to a local gym and using one of their best exercise bikes, really can result in significant reduction of asthma symptoms and help control asthma in those who suffering from asthma.

Should an asthmatic exercise?

Traditionally, people with the condition have been discouraged from exercising because of a belief that it triggers shortness of breath and attacks. Bacon explains that simple precautionary measures can be taken to avoid the discomforts that can be caused by physical activity.

“The issue of exercise-induced bronchospasm is real-but if you use your releaver medication, blue puffer, before you exercise, and then take the time to cool down afterwards, you should be okay,” he says. “Even if you have asthma, there’s no good reason not to get out there and exercise.”

Bacon concluded that it would be great to see physicians recommending physical activity to patients with asthma, alongside traditional pharmacological treatments to control asthma.

The study is published in BMJ Open Respiratory Research.

Chander, Tejinder planned kidnapping of Yug

The CID team investigating the gruesome murder of four-year-old Yug today conducted spot inspections to verify the information extracted from the accused during custodial interrogation. The team examined all the places where the child was held captive during one week after his kidnapping from the busy Ram Bazar area on June 14, 2014.

The investigating team visited the spot from where Yug was lured and kidnapped, the house where he was held captive, the place where his clothes were burnt, the vehicle used for transportation and the water tank where the body was dumped.

Police investigations revealed that the plot to abduct Yug for ransom and his murder in cold blood was allegedly masterminded by Chander and Tejinder, while 22-year-old Vikrant was used by them and his presence was noted everywhere.

It was a rainy day. The kid was lured by the kidnappers, who were known to him. His mouth was shut with tape. He was put in a box and transported in a vehicle to the rented house of Chander Sharma at Ram Chandra Chowk near Raj Bhawan.

Sources revealed that when the abductors realised that their demand for ransom would not be accepted they thought of releasing the child but did not do so as they were afraid that the child, who knew them well, could expose them. This will land them in deep trouble. To avoid any risk, the abductors decided to eliminate him.
The abductors were allegedly under the influence of drugs and alcohol when they subjected the innocent child to inhuman torture.

The distraught family of Yug is inconsolable and crying for justice. The father is a heart patient, mother continues to take his name with the hope that the child would respond while the grandmother is dumbfound still keeping his clothes close to her heart.

The accused were taken to various spots under heavy police protection as it was feared that enraged people might attack them. The three accused booked under sections 302, 201, 342, 364 A and 120 B of IPC were remanded to five days of police custody by the court of Chief Judicial Magistrate on August 23. Tejinder Singh and Vikrant Bakshi are unmarried while Chander Sharma got married six months ago.

ED to question Pratibha Singh in PMLA case

The ASG’s submission came after a lawyer appearing on behalf of Pratibha sought a passover as senior advocate Kapil Sibal, who is representing her, was in the Supreme Court.

Himachal Pradesh Chief Minister Virbhadra Singh’s wife Pratibha Singh needed to be further questioned in connection with a money laundering case against him, the Enforcement Directorate (ED) told Delhi High Court today. Additional Solicitor General (ASG) Sanjay Jain told Justice Vipin Sanghi that Pratibha Singh did not have answers to several questions put to her during questioning on August 9 and some documents were also sought from her.

The ASG’s submission came after a lawyer appearing on behalf of Pratibha sought a passover as senior advocate Kapil Sibal, who is representing her, was in the Supreme Court. The ASG said that instead of a passover, the matter can be heard on a later date as there was no urgency. The court then listed the matter for hearing on September 23.

The court was hearing Pratibha’s plea seeking a direction to ED not to take any coercive step against her in the wake of the arrest of an LIC agent in the case. On August 8, ED had told the court it had no intention as of now to arrest her and would inform the court beforehand in case of doing so.

On July 29, the court had asked ED not to take any coercive step against her on August 9 when she appeared before it to record her statement. It had also said in case ED wanted to further question her, it will have to give reasons. Besides his wife, Singh has also moved the court, seeking protection from arrest in the case.

In his plea, Singh has said he apprehended that ED might arrest him on the basis of an alleged disclosure statement of insurance agent Anand Chauhan, who was recently arrested from Chandigarh in connection with the case. Chauhan was arrested by ED under provisions of the Prevention of Money Laundering Act (PMLA) as he was allegedly not cooperating with the investigating officer of the case.

The probe agency had alleged that Singh, while serving as Union Steel Minister, had invested huge amounts in purchasing LIC policies in his and his family members’ names through Chauhan. ED had last year lodged the case against Singh and others under PMLA after taking cognisance of a criminal complaint filed by CBI in this regard.

Following a meeting with Yug’s father, Vinod Gupta, chief minister Virbhadra Singh mentioned the case in the assembly and gave a detailed statement on what transpired before his kidnapping and the police action that followed. Yug’s skeleton was found in a water storage tank of the MC in Kelston, a locality in Shimla, on Monday, two years after he had gone missing. During this time, Yug’s parents had made frantic efforts to trace him and had even approached the high court after the police had not made any headway in the case.

In his statement in the assembly, the CM said the skeleton was being sent for a forensic examination and DNA profiling to confirm that the skeletal remains were that of Yug. The CM’s statemment came after Yug’s father met him in his office on Tuesday. The CM has assured the victim’s father that the accused would be “punished severely”. In the assembly, Virbhadra said the three accused in the case – Shimla residents Chander Sharma, Tejinder Pal Singh and Vikrant Bakshi – had been arrested and investigations were on in the case. “Action will be taken according to the law,” the CM said.

Earlier, Yug’s father and his neighbours had protested outside the Himachal Pradesh Vidhan Sabha to demand the death sentence for the accused in the crime. The CM informed the assembly that a case had been registered at Sadar police station on the day the complaint was submitted. “Though efforts were made by the police, the child could not be traced anywhere in the vicinity and a criminal case was registered on June 16, 2014,” he said.

He said preliminary investigation in the case was carried out by Sadar Shimla police station. On June 27, 2014, a ransom letter demanding Rs 3.6 crore for Yug was mailed to the family, the CM said. He added that the family got three letters more. “The case was transferred to state CID crime branch on August 14, 2014, and the narco analysis test of the domestic help of Vinod Gupta revealed that his neighbour Chander and Kaku could have kidnapped Yug for ransom,” he said.

THE BJP MLAs created a ruckus in the Himachal Pradesh Vidhan Sabha Tuesday over media reports that the CBI has finalised its chargesheet against Chief Minister Virbhadra Singh in a disproportionate assets case.

Trouble began after BJP MLA Maheshwar Singh raised the issue in the House. However, the Chief Minister quickly intervened and objected to the Opposition party’s attempt to raise the matter in the assembly.

Virbhadra countered the BJP’s charges, saying the cases against him and his family were political witch-hunting by former chief minister Prem Kumar Dhumal, his sons — Anurag Thakur and Arun Dhumal — and Union Finance Minister Arun Jaitley.

This led to pandemonium in the House. BJP MLA Ravinder Ravi broke two microphones and marched to the Speaker’s podium along with other party MLAs.

He picked up a file from the desk of Secretary, Vidhan Sabha, and banged it on the table.
The BJP MLAs then walked out of the House.

The ruling Congress MLAs urged Speaker B B L Butail to take action against the BJP MLA for breaking the microphone.
“The member has damaged the House property. His act is a clear contempt of the House and appropriate action will be taken against him,” Speaker Butail said.

Himachal Pradesh becomes fourth state to ratify GST Bill

The Himachal Pradesh Assembly Monday ratified the landmark constitutional bill for the roll out of the Goods and Services Tax (GST), which was passed by the Parliament earlier this month. The bill was introduced by Chief Minister Virbhadra Singh, who also holds the finance portfolio, on the opening day of the assembly’s week-long monsoon session.

The 68-member Himachal Pradesh House has 36 Congress members, 28 BJP and rest four are independents supporting the Congress. The bill was put to vote by Speaker B BL Butail within minutes after being introduced in the House by the chief minister. The opposition BJP, which had earlier staged a walk out from the House, returned to ensure that the bill was ratified unanimously. There was no discussion held in the bill.

“Himachal Pradesh, which is a consumer state, will be benefited by the bill. It will help in boosting trade and commerce once it was implemented in the country. All trade and commerce bodies in the state have hailed the bill,” Singh said.

Himachal Pradesh became the fourth state after Bihar, Jharkhand and Assam to ratify the bill. Chhattisgarh and Gujarat assemblies are next in line to adopt the legislation.

The GST Bill is considered as the single biggest tax reform in the country and it needs to be ratified by at least 15 state legislatures before the President can notify the GST council, which will decide the new tax rate and other issues.

Chief Minister Virbhadra Singh had earlier said that the GST bill was introduced by the previous Congress-led United Progressive Alliance (UPA) government at the Centre, but the BJP — then in the opposition — had opposed the move .

VIDEO: 44-Year-Old Bridge in Pathankot Collapses After Heavy Rain

PATHANKOT: A 44-year-old bridge in Kandrori bridge near Indora in Nurpur of Kangra district collapsed on Thursday afternoon due to heavy flow of flood water and rain.

A video, which was captured on a cellphone, shows a large portion of the 160-metre bridge and its pillars collapsing and getting swept away in the heavy current. Officials present at the spot said 76 metres of the bridge on 10 pillars were washed away by flood waters.

The bridge was a direct connection for many villagers of Himachal’s Nurpur Tehsil with neighbouring Punjab.

Even though the bridge saw heavy movement, nobody was injured in the collapse. That’s because a prompt administration had stopped traffic on the bridge on Wednesday after noticing cracks in the pillars supporting the bridge.

Just 10 days ago, a British-built bridge on the Mumbai-Goa highway had collapsed, weakened by incessant rain. Buses had fallen into the swollen Savitri river; 28 bodies have been recovered so far and 16 people are missing.

The bridge was to be dismantled this December as part of a highway expansion project, said the Maharashtra government on Wednesday. Maharashtra was accused of ignoring a warning from UK that the bridge is too old and dangerous.
