Patiala House Court differed bail plea of Anand Chauhan to August 16

The Patiala House Court on Saturay differed the bail plea of LIC agent and care taker of Himachal Pradesh Chief Minister Mr. Virbhadra Singh. Court also has postponed the hearing on the bail plea of Anand Chauhan for August 16, 2016.

Chauhan was arrested by the Enforcement Directorate on July 9, 2016. He was today produced before the Patiala House Court as the court postponed the hearing on the plea till August 16, 2016. Chauhan has been interrogated by the ED and continues to be in the judicial custody since July 19, 2016.

Chauhan was being charged by the agency that he was not cooperating in the investigation of the case. He was nabbed by the ED sleuth on July 9 when he went for medical check-up at PGI Chandigarh. Chauhan has been evaded summon in the case.

His role in the alleged crime was considered important as he had deposited Rs. 6 crore single premium policy of Singh with the LIC from his own bank account which he admitted during the custody. Chauhan also signed an agreement with Singh to look after his two orchards claimed that he earned the money from the apple proceeds and deposited in his own account. However ED was burning midnight burner wanted to prove that the alleged money was amassed earned by Singh during Union steel minister from a kick back.

The ED is likely to cross examine the two accused in the matter as ED was opposing the bailing out of Mr. Chauhan. CBI also registered a case of disproportionate assets against chief minister from his exceeding to actual source of income. However Mr. Singh denied the allegation and termed the move by the Central Agencies to destabilize congress rule. Mr Singh said that the DA belongs to extra income from two family orchards.

Pratibha Singh skipped the Enforcement Directorate Interrogation schedule to be held on July 28 as she did not appear before the ED at Delhi. While hearing the protection petition of Chief Minister and Ms. Singh, the Court ordered Ms. Pratbha Singh to appear before the ED on Aug 9, 2016.

Heavy rain in Himachal, more expected

Himachal Pradesh on Saturday continued to experience moderate to heavy rainfall, causing landslides and blockages on highways in some areas, while all the major rivers and their tributaries were in spate, officials of the local Met office said.

Incessant rains have caused massive landslides on National Highways 21 and 22 in Shimla, Kinnaur, Mandi and Kullu districts, hampering vehicular traffic.

An official said there are chances of heavy rainfall at some places in the state till Wednesday.

While Kangra town recorded the highest rainfall in the state at 166 mm, Jogindernagar experienced 158 mm, Sujanpur Thira and Dharamshala recorded 155mm and 99mm respectively.

State capital Shimla, which saw 40.5 mm rain, recorded a low of 15.8 degrees Celsius.

Till Monday there are chances of heavy to very heavy rainfall at some places in Kangra, Shimla, Hamirpur, Mandi and Solan districts, an official said.

The water level in the major rivers of the state – the Satluj, Beas and Yamuna – which enter the neighbouring states of Punjab and Haryana has also increased, a government official said.

Apple production may fall 50% this year: Stokes

Apple production is expected to fall by 50 per cent in Himachal this year compared to last year’s crop of 7.55 lakh tonnes, state Horticulture Minister Vidya Stokes said.

The state has exported about 14.50 lakh standard apple boxes to various terminal markets in the country this year so far.

“The apple crop is not good this year due to deficient snowfall and poor rains’ and might not even be 50 per cent of last year’s crop of 7.55 lakh MT,” Stokes said.

About 14.50 lakh apple boxes (28,984 MT) have been sent to varies terminal markets till date during the current marketing seasonwhile 68.635 MT have been procured by the HPMC and NIMFED under the market intervention scheme, Horticulture Director D P Bhangalia said.

He said that the State Government has so far opened 148 collection centres in the State for procurement of apples under Market Intervention Scheme, out of which 53 centres have been opened by HPMC and 95 by HIMFED.

How Two Temples Hold Clues About the Next Big Quake in Himachal

A new finding detailing the effects of earthquakes in the Himalayas is a good opportunity to understand why studying old earthquakes is needed to be better prepared for future ones.

It’s true, earthquakes can’t be predicted – at least not in the way that cyclones, tides and other weather phenomena can be. However, thanks to the records of movement of the tectonic plates that make up the crust of Earth by geologists and geophysicists worldwide, there is a lot we know about the nature of earthquakes and the reason some regions are more prone to them than others.

There is a concept known as ‘recurrence interval’ in seismology that refers to the average time span between earthquake occurrences on a fault or in a particular zone. While mathematically this is not the same as forecasting, the recurrence interval is useful to set a probability of a future event. According to, Mayank Joshi, a geologist at Wadia Institute of Himalayan Geology, Dehradun, studies based on the recurrence interval had suggested that a major earthquake was due in the Nepal region. That happened in April 2015.

Most recurrence intervals of major quakes are many centuries long, so to have any chance of estimating the probability of a big quake, historical data is crucial. However, such data is limited to the recent past, when such records began to be formally kept. In fact, it remained minimal until the 1980s and 1990s, when geologists realised it was possible to expand on this by examining sediments and rocks (palaeoseismology) or by detecting deformations in ancient monuments (archaeoseismology).

Ancient quakes in Himachal

In his latest study, published in Seismological Research Letters on July 27, Joshi uncovered evidence of earthquake damage in temples of two towns in Himachal Pradesh. After his studies, he was not only able to differentiate earthquake-related damage from normal ageing-related damage – but also specifically which earthquakes caused them. They found that temples in the town of Bharmour were affected by the 1905 earthquake whereas those in the town of Chamba bore signs of damage from a major quake that struck in 1555.

Such archaeoseismological studies are based not just on scientific data but also historical documents. For example, C.P. Rajendran and Kusala Rajendran, geophysicists at the Indian Institute of Science, Bengaluru, were able to unearth evidence of a 1,000-year-old tsunami in the coastal town of Kaveripattinam by taking the lead from an ancient Tamil poem, Manimekhalai, which talked about the sea swallowing up the town. The poem blamed this on the then Chola king’s missing an annual religious festival, but Kusala Rajendran was able to show that this was a tsunami.

In Joshi’s and co-author V.C. Thakur’s case, it helped that the Chamba region was a former hill kingdom with a well-documented early history. Official documents also helped. Joshi got a clue from a book published in 1910 by a former superintendent of the Geological Survey of India that reported that the Bharmour area experienced some destruction due to the 1905 earthquake while Chamba did not.

Additionally, in Chamba, the geologists studied a temple named ‘Chamunda Devi’ constructed in 1762. “This temple does not show damage, reconstruction or any earthquake-induced deformation feature, suggesting that no major earthquake affected the area since AD 1762.” Such observations also indicated to Joshi and Thakur that the damage associated with the other temples in the area occurred prior to 1762. There had been only one earthquake in the region prior to 1762 and that was the one in September 1555, details of which came mostly from historical records in Kashmiri history books like Tarik-i-Kashmir (1710) and Tarikh-i-Firishta (1607).

One threat to archaeoseismological studies is the restoration of ancient monuments. “Obviously, restoration would destroy the evidence and most post-restoration evidence would not have much credibility,” said Kusala Rajendran. Joshi, on the other hand, said that there is not much threat since the repaired part would be distinguishable as the material would be different with the original. The main problem, according to him, is if someone totally removes the original structure and makes a new one.

The making of the Himalayas

The Himalayas are the result of two highly active tectonic plates that started to collide with each other about 40-50 million years ago. Before that, India was located roughly 6,400 km south of the Asian continent, although it was already on a northward ascent, moving about 9 m each century until it rammed into the Asian plate.

Though the movement of the Indian plate has been slowing, its convergence with the Asian plate has been building at a rate of five to six centimetres a year. This continental collision has given rise to several fractures and faults on Earth’s crust that make the Himalayan region the most active plate collision boundary in the world, according to Kusala Rajendran, in an interview to The Life of Science.

Because of its geology, the Himalayan region has seen some devastating earthquakes in the last few decades. The Nepal earthquake in April 2015 was the most recent large earthquake in the Himalayas, killing over 8,000 people. Just a decade before that, an earthquake at the other end of the Himalayas had killed over 85,000 people.

These events were unexpected and there was not enough time for respond, but Joshi feels that the more we know about the seismological history of an area, the more prepared we can be. In this case, the implications are serious for the Chamba area in Himachal Pradesh. “We concluded that the area has not experienced any major earthquake after 1555 AD. So [the stress built up here] has enough potential to generate a major earthquake in the region,” said Joshi.

High Court rejects case against BCCI chief Anurag Thakur

The Himachal Pradesh High Court on Tuesday quashed a criminal case against state cricket body chief and BJP Member of Parliament Anurag Thakur on charge of encroaching land to construct the Dharamsala stadium.

It also set aside the chargesheet framed by the Chief Judicial Magistrate of Dharamsala against Thakur, who is also president of the Board of Control for Cricket in India (BCCI).

Delivering the 27-page judgment, Justice Rajiv Sharma observed that the reply of the Additional Chief Secretary (Home) to the Himachal Pradesh Cricket Association’s (HPCA) petition was “vague and sketchy”.

“If the trial is permitted to continue, it would amount to abuse of the process of court and not serve the ends of justice. The FIR (first information report) and challan on the face of it do not disclose the commission of offence under Section 441 (criminal trespass) of the IPC,” said the court.

It added: “The contents of the FIR, even if taken at their face value and accepted in entirety, do not prima facie constitute any offence or make out a case against the accused. There is no specific mention when the accused committed the offence. It has been vaguely stated that they trespassed in 2013. It has also not been shown as to what offence they intended to commit after trespassing on the land”.

A piece of land measuring 49,118.25 square metres was leased to the HPCA by the government for constructing the stadium, which is now a venue for international matches.

The Himachal Vigilance Department had booked Thakur, who has been at the helm of the HPCA since 2000, and state cricket body secretary Vishal Marwah on April 8, 2014.

The high court said though the accused have been summoned, their roles have not been specifically pointed out in the commission of the offence by the magistrate.

The court said it is necessary for the magistrate to pinpoint the role played by either the president or the secretary of the HPCA in the commission of offence under Section 441 of the Indian Penal Code.

“It has also not come on record (as to) in what manner the petitioners intentionally insulted or humiliated or annoyed the occupants of the land,” said the judgment.

Official sources said Thakur-administered HPCA has developed five stadiums, including the world-class showpiece stadium in Dharamsala, and one cricket academy in the state capital. — IANS

Dehli HC sets aside fine imposed on Dharamshila Cancer Hospital

The Delhi High Court on Tuesday set aside the AAP government’s order imposing over Rs 17 crore fine on Dharamshila Cancer Hospital for allegedly refusing to provide free treatment to poor patients after the government said it would hear afresh the hospital authorities on the issue.

The government told Justice Sanjeev Sachdeva that it has considered the representation of the hospital and has decided to grant another hearing on August 17. Besides Dharamshila Cancer Hospital, the government had asked four other Delhi-based private hospitals—Max Super Specialty Hospital (Saket), Fortis Escorts Heart Institute, Shanti Mukand Hospital and Pushpawati Singhania Research Institute—to deposit the alleged “unwarranted profits” they earned from allegedly refusing free treatment to the poor.

In a similar relief to Fortis Escorts Heart Institute, the high court had yesterday set aside the order imposing over Rs 100 crore fine on it after the government had said it would hear the hospital authorities afresh.

During the brief hearing on Tuesday, the Delhi government’s counsel told the court that the special committee would hear the hospital authorities on August 17 and would then decide on the issue. “In view of the above, the impugned order dated June 7, 2016 is set aside,” Justice Sachdeva said while disposing of the plea filed by the hospital.

The court had earlier sought the original records of the special committee, appointed to look into the affairs of the hospitals as per a 2007 high court order. The committee had recommended imposition of Rs 17.86 crore fine on Dharamshila Hospital. The fine was imposed on the hospital for allegedly not providing free treatment to poor patients as per its land allotment lease condition. Dharamshila Cancer Hospital had approached the court seeking stay on the government’s decision claiming it was not given a proper hearing.

High Court stays takeover of Lord Raghunath Temple in Kullu

The Himachal Pradesh High Court Monday stayed the takeover of the famous Lord Raghunath temple by the state government. The move comes on a petition filed by Kullu MLA Maheshwar Singh who has questioned the constitutional and legal validity of the government’s move.

A Division Bench comprising Justices Tarlok Singh Chauhan and Chander Bhusan Barowalia also directed that no action be taken on the notification sent to Maheshwar Singh seeking details of temple assets.

The court will be heard next on August 11.

In the notice served on the Kullu MLA on July 26, a day after the Himachal cabinet cleared the takeover of the temple by the state government, Kullu Deputy Commissioner asked the MLA to hand over all temple properties, movable and immovable, including cash books of the temple, to the state government within seven days.

Maheshwar Singh and his son Danvender Singh, in their petition, have asserted that the temple is their private property and is maintained by the MLA, who is the chief caretaker, and cannot be taken over under the Himachal Pradesh Hindu Public Religious Institutions and Charitable Endowments Act 1984.

“The action is illegal and unconstitutional. The notification is politically motivated and should be quashed,” said Maheshwar Singh, who is a scion of the erstwhile royal family of Kullu.

Maheshwar Singh, a former Lok Sabha member from Mandi, quit the BJP and formed his political outfit Himachal Lokhit Party to contest the 2012 assembly elections. He was elected from Kullu .

Lord Raghunath temple , a 17th century shrine is part of Maheshwar Singh’s palace, where his brother Karan Singh, a cabinet minister, also resides.

Interestingly, Karan Singh backed the government decision for takeover even as Maheshwar Singh accused Chief Minister Virbhadra Singh and Karan Singh for the “politically motivated action”.

When contacted, Maheshwar Singh said: “The Chief Minister’s vindictive action was an outcome of his autocratic way of functioning. He should shun his ego, otherwise he will face the curse of Lord Raghunath and Kullu deities.”

Over one lakh manuscripts catalogued in Himachal Pradesh

To preserve old languages and dialects, the state government catalogued 1,26,000 manuscripts at the Manuscript Resource Centre set up under the National Manuscript Mission Yojna.

The Himachal Pradesh government has catalogued over one lakh manuscripts as part of the National Manuscript Mission Yojna which aims to preserve old languages and dialects, an official said on Sunday.

The state government has catalogued 1,26,000 manuscripts at the Manuscript Resource Centre, set up under the National Manuscript Mission Yojna, a state government statement said here adding that last year alone 13,500 manuscripts were collected and catalogued.

To preserve old languages and dialects, the state government catalogued 1,26,000 manuscripts at the Manuscript Resource Centre set up under the National Manuscript Mission Yojna, the statement said. For this, the government has set up an 11-member record management committee to look after the archaeological works and preserve cultural ethos.

A department of Art, Language and Culture has also been set up to implement schemes and programmes for preserving the rich culture and traditions, the statement said. To preserve rare scripts from extinction, a training centre of Pabuchi script has been started in Nahan town which provides training to five students every year.

To encourage the writers and litterateurs, the government organises various events such as Lal Chand Prarthi Jayanti, Pahari Gandhi Baba Kanshiram Jayanti and Dr. Yashwant Singh Parmar Jayanti.

Such activities go a long way in the conservation of culture, traditions and ‘pahari’ dialects in Himachal Pradesh, the statement said.

The National Mission for Manuscripts works with the help of 57 manuscript resource centres across the country and the Himachal Academy of Arts, Culture and Languages in Shimla is one such centre.

The work for cataloguing of manuscripts started in the state in 2002-03. Most of the manuscripts were collected from Sirmaur, Kangra, Kullu and Una districts.

Officials said most of the manuscripts are written in Devnagri, Tankri, Sharda (all prevalent in the hills), Gurmukhi, Bhoti and Persian scripts.

International Minjar Fair concludes

The week-long International Minjar Fair concluded at Chamba on Sunday July 31 with the traditional Shobha Yatra of Lord Raghuvir, principal deity of the place.

Chief Minister Virbhadra Singh participated in the procession which started from Akhand Chandi Palace and passed through main bazaars of the town.

Thousands of devotees wearing turbans and colourful dresses tied Minjar (silken tassel, symbolizing top blossoms of maize plant) participated in the procession.

The procession was led by Lord Raghuvir, who was carried on a tastefully decorated palanquin and accompanied with Chari (insignia) of local gods and goddesses.

The people from all over the district and other neighbouring states queued up on both sides of the road to have a glimpse of the deity and the procession finally culminated at Manjari Garden where traditional ‘Kunjari Malhar’ was sung and the Chief Minister immersed Minjar and coconuts in river Ravi.

He also presided over the closing ceremony of traditional ‘Chhinj’ (wrestling) competitions of both men and women at the historic Chaugan and gave away the prizes to the winners.

It was for the first time that the women wrestlers from outside the state also participated in the competition.
A colourful Dandaras dance (Tribal dance) of Bharmour region was also performed on the occasion.

Earlier, the Chief Minister inaugurated the Rs 10.38 crore new block of Regional Hospital, Chamba with additional 100 bed facility.

He also inaugurated Steel Trust Bridge over Rathiar Khud on Bhanera-Kolka road completed with an outlay of Rs 2.19 crore and Rs 1.46 crore lift irrigation supply scheme Sungal in Gram Panchayat Sungal which will benefit Naun, Koh and Sungal villages besides other nearby habitations.

He also laid foundation stone of Girls Hostel of DIET (District Institute of Education and Training) an Saru to be constructed at a cost of Rs 2.50 crore and replacement of old Water Supply Scheme Chamba at a cost Rs 3.62 crore.

Thieves did two-foot-wide hole in the back wall of the about 20 feet high showroom and walked into the showroom. They took about five kg of silver ornaments and stones and disappeared.

On Friday night, in an incident of theft at famous Indira Market of Mandi thieves stole 10 lac of jewelry. Burglars broke in a jewelry producer Ratan Jewellers showroom  and stole ornaments worth one million rupees. Theft left market shoppers in shock.

According to sources, thieves were trying to make a big theft in Indira market for last couple of years.  Apart from minor thefts in the recent past thieves had attempted a theft at the branch of State Bank of Patiala located at some distance from the showroom. Nevertheless, police and shopkeepers remained supine.

According to information, there is about is about four feet wide gallery between State Bank of Patiala premises and Indira market road. The thieves entered the gallery of the market through the toilet. Then, the did a two feet wide hole in the back wall of the about 20 feet high showroom and from there walked into the showroom. They took around five kg of silver ornaments and expensive stones housed in showrooms and disappeared.

Anurag Thakur becomes first serving BJP MP to join Territorial Army

Taking a pledge to serve the nation, he said that when the time arises, he would be ready to serve the Army.

Lt. Thakur became the first serving BJP Member of the Parliament to join the military force. The Territorial Army is the second line of defence after the Indian Army.

The BJP in Himachal Pradesh on Wednesday, slammed the state government over the rape of an Israeli national in Manali saying it is a fresh evidence of failure of law and order machinery and a matter of shame for the state.
“The rape of an Israeli woman at Manali has tarnished the image of Himachal as a safe and peaceful tourist destination in India and abroad,” state BJP chief Satpal Singh Satti said in a statement issued, in Shimla.

He said it was surprising that the police had to send the Israeli rape victim to Bilaspur for medical examination and aid from Kullu.

“It is abject failure on the part of the state government that the victim was sent to Bilaspur for detailed medical examination, bypassing Mandi, the home district of Health minister, Kaul Singh Thakur,” he said.

“There is not even a single day when crime against a woman or a female student is not reported, but the government is least bothered and it appears that there is goondaraj in the state,” he said.

He said women in the state does not feel secure due to the failure of the administration and Police to provide security.

6 arrested in gang rape of Israeli woman in India

Victim was assaulted after accepting a ride early Sunday in Himachal Pradesh; police say 3 of the suspects are minors

Kullu police said Thursday that they had arrested six men suspected of raping an Israeli tourist in Manali on Sunday, after she accepted a ride in their vehicle.

District Police Chief Padam Chand said suspects Akshay Rana and Pankaj Sharma were detained on Monday and Khem Raj was arrested on Wednesday, the Indian Express reported.

Three other suspects nabbed on Wednesday are minors, and were not named in local media reports.

Local police Inspector General Ajay Yadav told the Express that Akshay and Pankaj had admitted to interrogators that they had raped the 25-year-old Israeli, while the other four were being held as accomplices.

“Further investigation in the case is underway to collect evidence. The police have got a detailed medical examination of the victim done,” he said.

The report said local authorities were “under constant pressure” from the Israeli embassy and were expediting the investigation and court proceedings.

All six were due to appear in court on Thursday.

The assault took place at around 3 a.m. Sunday near the town of Manali, after the woman tried to reach Kaza in the Spiti Valley of Himachal Pradesh, local media reported.

The woman had been trying to reunite with friends who had already left for the nearby town of Keylong after they all arrived in Manali a few days earlier. Unable to find a taxi, she accepted a ride in a vehicle without license plates that was carrying six men. The occupants assured her they would take her to Manali, where she could catch a taxi to Keylong.

At some point along the way, two of the men raped her, the woman told police. After the assault she was dropped off in Manali where, together with a friend, she reported the incident to police later that morning. She was treated in the Bilaspur Civil Hospital hospital after she reported the attack.

The Times of India reported that after the rape, the victim suffered additional trauma as she was taken to several hospitals before a doctor was able to confirm the assault. She was first taken to community health centers in Manali, and then to Kullu, but since none of those facilities had gynecologists on staff, she was transferred to a hospital in Mandi and then to another in Sundernagar. But neither of those hospitals had gynecologists either, and the woman was finally taken to a hospital in Bilaspur, where a gynecologist was able to confirm she had been raped.

India hiked punishments for rapists as part of an overhaul of sexual assault laws in the wake of a fatal gang rape in 2012 that shone a global spotlight on frightening levels of violence against women in India. But rape and sexual assault remain commonplace, with incidents hitting the headlines on an almost daily basis.

An American woman was raped in Manali in 2013 by three men when she took a ride with them in a truck. In 2012 an Australian woman was also raped in the same area, located in the picturesque Kullu Valley of Himachal Pradesh state.

Walk-in interviews for doctors in Himachal Pradesh: Health min

The Himachal Pradesh government has decided to hold “walk-in” interviews of doctors and is considering increasing the retirement age of medical teachers to cope with shortage of doctors.

“The walk-in interviews will be held at the Directorate of Health services every Tuesday while the retirement age of Medical teachers may be raised for the doctors deployed in new medical colleges coming up in the state,” said State Health and Family Welfare minister Kaul Singh Thakur at a program here.

Thakur said that there are still about 650 vacant posts of doctors in government hospitals and despite taking many steps, the backlog of vacancies is still huge.

“The sanctioned strength of MBBS doctors has been increased from 1597 to 2091 and inspite of the recruitment of 516 doctors, the back log of vacancies is huge,” said Thakur.

“To cope with the demand, the retirement age of General Duty Doctors (GDO) has been raised from 58 to 60 years while the retirement age of Medical Teachers, deployed in four new medical colleges coming up in the state has been raised to 65 and the same can be further raised to 70 years,” he added.

Meanwhile, Singh announced that the Medical College at Nahan would become functional from this academic year.

“The Nahan College has got the nod for admissions from Medical Council of India(MCI) and Union Health ministry while the cases for seeking letter of permission for admitting 100 MBBS students each in other three colleges are being processed,” said Thakur.

The first batch of Medical College at Nahan will have 100 students while the classes in Medical Colleges at Chamba and Hamirpur and the ESIC Medical colleges would commence from 2017-18.

Thakur was critical of BJP that preceded the Congress in the state, alleging that the health services in the state suffered heavily under BJP.

“The health services suffered during the BJP regime as doctors, nurses, male and female health workers, pharmacist, operation theater assistants and other para medical staff were not appointed,” said Thakur.

“The Congress government not only recruited doctors and other staff but also opened and upgraded over two hundred health institutions during past three and a half years and provided the staff and infrastructure facilities,” he added.

Thakur, who also holds the revenue department, said that 778 posts of Patwaris have been sanctioned and 1120 Patwaris have been sent for training to fill the posts.

Himachal CM’s video slamming PWD contractors goes viral

A three-minute video of Himachal Pradesh chief minister Virbhadra Singh accusing the contractors — hired by the public works department (PWD) — of looting the state government’s money was uploaded on social networking site Facebook recently.

Singh said this while addressing the gathering at the inauguration of the Government Senior Secondary School for Dashalani during his visit to his former assembly segment Rohru on July 4 and 5.

Singh criticised the contractors for delaying the completion of the government buildings in Rohru.

Yahan ki PWD pe mera bilkul bharosa nahi hai (I don’t trust the PWD in Rohru),” said Virbhadra, adding that they are “kamchor (one who shirks work).” “PWD vale thekedar ko nai chalate, thekedar PWD vaalon ko chalate hai (It’s not the PWD that runs the contractors, but it’s the opposite),” the chief minister said.

Ye mera gussa nai hai, ye janta ka gussa hai (This is not my anger, but of the people),” Singh said, adding, “Yeh theka kaam karna ko nahin lete, sarkar ko lootney ke liye letein hain (The contractors don’t take contracts for doing the work, but in order to loot the government).”

The chief minister also talked about introducing laws for time-bound completion of work. The audience lauded the chief minister’s speech.

Opposition’s reaction

The Opposition, Bharatiya Janata Party, has criticised the chief minister’s outburst.

“Virbhadra Singh is expressing his frustration,” said state BJP president Satpal Singh Satti, adding, “Singh made this statement to show that he is not a part of corruption in the state, but such loot is not possible without the government’s patronage.”

“For long, we have been saying that the contractors are running the government. Now, the chief minister has substantiated our allegations,” the CM said.

Shankar Musafir booked a full show of ‘Sultan’ for his wife Geetanjali in Gurkul mall Ghandhi Chowk, Hamirpur. Musafir booked the entire 120-seat ARV Cinemas in Gurukul Mall a day before the release of the film about an ageing wrestler so that Geetanjali and he could watch the show on the first day.

Geetanjali, his wife, is a big fan of Salman Khan. Shankar Musafir wanted to give Geetanjali whom he married three months back a big surprise. He thought it would be great if he could take her to ‘Sultan’ with an entire show being booked just for them.

Act tough against bogus institutes, says Himachal HC

The Himachal Pradesh High Court on Thursday took serious note of mushrooming of private institutions that are not affiliated or recognised by the universities and directed the state to get tough on them.

Dismissing a bail plea by Ravi Kumar, manager with fashion designing institute Interactive Fashion Designing Institute in Dharamsala, who was booked for committing fraud, Justice Rajiv Sharma observed: “The court can also take judicial notice of the fact of mushrooming private institutions.”

He said these institutions allure the gullible students by giving advertisements in the leading newspapers and collect huge amount of money from them.

“It is the duty of the state government to ensure that no fake or bogus intuitions are run throughout the state and to trace out them and close them down.”

The judge asked all the superintendents of police to find out fake or bogus institutions and register case against them, seal their premises and seize their bank accounts in the interest of students.

They should also ensure that the money illegally collected by these institutions be refunded to the students, he added.

Taking serious note of tardy pace of the investigation involving the petitioner, Justice Sharma said the case should be handed over the CID and to be carried out by an officer not below the rank of Inspector.

He also directed the investigating officer to carry out investigation to ascertain prominent role played by institute managing director Rakesh Rana by registering a case against him also.

The investigating officer was also directed to attach the bank accounts of the duo.

“The court is of the prima facie view that the accused as well as Rana have defrauded the students for providing degrees and diplomas in fashion and designing,” added the judge.

HP public service commission adopts IAS pattern for syllabus

Shimla: Himachal Pradesh Public Service Commission (HPPSC) has decided to adopt the final draft of micro-level syllabus to switch to IAS exam pattern that was approved by the state cabinet last week. The pattern would come into force from 2017.

According to TNN, HPPSC chairman K S Tomar, who presided over the meeting in Shimla on Monday, said the commission also approved sample papers of new syllabus.

He said in preliminary examination, there would be two papers of 200 marks each, one of general studies and another of aptitude. Minimum 33% qualifying marks have been fixed for aptitude test. Merit for qualifying preliminary exam would be on the basis of marks obtained in general studies paper.

Main examination would include English and Hindi papers of 100 marks each with minimum 40% qualifying marks and three papers of general studies of 200 marks each, one paper of English essay (100 marks) and paper 1 and 2 of optional subjects (200 marks).
