Economic Survey: Himachal Pradesh’s Per Capita Income Increased by 10 Percent to Rs 2,22,227

Himachal’s economy has shown signs of recovery after the Corona period. The state’s GDP and per capita income have increased in the last one year.

Chief Minister Sukhwinder Singh Sukhu placed the report of the economic survey on the floor of the Vidhan Sabha on Thursday in the budget session of the Vidhan Sabha.

In the Economic Survey, the state’s gross domestic product at constant prices has increased by Rs 8,143 crore to Rs 1,34,576 crore. The state’s GDP on current parts has gone up to Rs 1,95,404 crore.

With this, the per capita income in the state has increased from Rs 2,01,271 to Rs 2,22,227. This is Rs 51,607 more than the national per capita income.

The contribution of agriculture and allied sectors to the state’s GDP has increased to Rs 24,847 crore. This is an increase of 2 percent from last year.

The contribution of the industrial sector is expected to be Rs 79,284 crore. This includes the mining sector as well. The contribution of the industry sector is expected to increase by 7.1 percent.

The tourism sector in Himachal is also showing signs of recovery. One crore 51 lakh tourists have come to Himachal in the year 2022 after the shortage of tourists due to Corona in the last two years, due to which the revenue is expected to increase.

As far as inflation is concerned, the state-level wholesale price inflation has come down from 15.4 percent to 5.0 percent from April to December in the current financial year.

The consumer price index has fluctuated between 3.2 and 7.2 percent. Himachal Pradesh has moderate inflation in the current financial year. That is, the inflation rate has been said to be controlled.

The Economic Survey report states that women in Himachal Pradesh are participating more actively in economic activities than at the all-India level and in neighboring states.

This percentage is around 50.5%. As far as unemployment is concerned, Himachal has recorded the lowest unemployment rate of 4% in comparison to all the neighboring states and all India level.

This rate has been 4.1% at all India level, 7.8% in Uttarakhand, 6.4% in Punjab and 9.0% in Haryana. Now the budget will be presented by the state government on Friday. This will be the first budget of Chief Minister Sukhwinder Singh Sukhu.

Tunnel work started in September. 26 major and minor bridges, and 20 tunnels will be constructed on the Bhanupalli-Bilaspur-Berry railway line.

Work has started on 16 tunnels, out of which both ends of eight tunnels have been found. Tunnel No. 10 is the longest tunnel of the project, which is 3,800 meters.

It is being constructed in Mahla. At the same time, the work of other tunnels is also in full swing. The target to complete this project has been set as March 31, 2025.

The central government is trying to complete this project up to Bilaspur in 2024 itself so that the train can reach here till the Lok Sabha elections.

On the other hand, the officials of Max Infra, the tunnel construction company, said that eight and nine tunnels are being constructed under phase two.

Both ends of the 285-meter-long tunnel number nine have been found. The work of the second major tunnel number eight of the project is going on at a fast pace. This tunnel will be broken through by the year 2024.

Chief Minister Sukhwinder Singh Sukhu on Wednesday virtually inaugurated the newly constructed Valley Bridge at Chauli on Khadmukh-Holi road in Bharmour Assembly Constituency of Chamba district through virtual mode from Shimla.

The bridge here had collapsed on February 3 this year and this 190 feet long new bridge has been constructed in just one and a half months at a cost of about Rs 2.50 crore.

About 15 thousand people of 10 gram panchayats will be benefited by this. Congratulating the Public Works Department for completing this bridge in record time, the Chief Minister said that Public Works Minister Vikramaditya Singh showed special interest in it and gave his valuable cooperation in completing the bridge construction in time.

According to mythology, the village was terrorized by a demon named Tundi. The demon would eat someone or the other every day. The villagers were very upset s, they went to Manu ji to solve this problem.

Manu ji found a solution to this problem. A girl from the Dhaugari clan of the village was very beautiful, seeing whom anyone would have fallen in love with her.

God Manu told the villagers to propose marriage to that girl in front of the demon and in return put a condition that he would take the girl and leave without causing any harm.

The villagers did the same and the demon was fascinated by the form of the girl and accepted the condition of the villagers.

Seeing the girl’s sacrifice, the God Manu said that henceforth this festival would always be celebrated in her honor and she would be welcomed with special dishes and then she was sent off with pomp.

This status report forms part of the records of the State Government and has also been added to the reference made to the Public Service Commission.

This means that the Public Service Commission will not be able to take a decision on declaring the result of taking the process forward regarding all these recruitments.

Although the Public Service Commission is ready to make new recruitment regarding these postcodes.

In the whole matter, the government is now waiting for written consent from the Public Service Commission.

It is noteworthy that the Sukhwinder Singh Sukhu government of the state had suspended the Hamirpur Staff Selection Commission on December 26, 2022, after the paper leak case came to the fore.

It has since been disbanded on February 21, 2023, after layers of paper leaks were revealed. Now the staff posted there is in the circular school of the state government and an OSD has been posted to take and deliver the records.

Congress leader Sukhwinder Singh Sukhu has been sworn in as the 15th Chief Minister of Himachal Pradesh. Mukesh Agnihotri has taken oath as Deputy CM along with him.

Mukesh Agnihotri is counted among the veteran leaders of Congress. Earlier, he had hoisted his flag in journalism. Let’s know about his political journey.

Mukesh Agnihotri, who came to politics from journalism, is the first Deputy Chief Minister in Himachal politics. Mukesh is handling the political legacy of his father Omkar Nath.

His father has also contested the assembly elections on a Congress ticket. After his defeat, Mukesh was fielded by Congress from Santoshgarh constituency.

Mukesh Agnihotri, a resident of Gondpur Jaichand in Una district, entered politics directly from the legislature.

Mukesh was born on 9 October 1962 in Sangrur, Punjab, to Omkar Chand Sharma, a DPRO. His early education took place in Una district only.

His elder brother is Dr. Rakesh Agnihotri, a physician. He has three sisters. His daughter Aastha Agnihotri, who has studied abroad, is doing PhD.

Wife Simmi Agnihotri is a professor. Agnihotri’s in-laws are in Mandi city. Mukesh took an MSc degree in Mathematics.

Then later did Post Graduate Diploma in Public Relations and became a journalist. Mukesh Agnihotri has served as a journalist in Shimla and Delhi for nearly two decades before joining politics.

While doing journalism in Delhi itself, Mukesh’s closeness with the top Congress leadership increased. Later he was one of the close associates of former CM Virbhadra Singh. From here he stepped into politics from journalism.

In the year 1993, Mukesh’s father Pandit Omkar Chand Sharma was made the vice-chairman of the State Agro Packaging Department when Virbhadra Singh became the CM.

Mukesh’s father Omkar Sharma was fielded by the Congress in the 1998 assembly elections from Santoshgarh constituency, but he had to face defeat from the BJP candidate Pandit Jaikishan Sharma.

Congress made Mukesh a candidate in the 2003 state elections. Mukesh won the election for the first time.

In 2007 contested from Santoshgarh constituency and won. Due to delimitation in the year 2012, Santoshgarh went to the Una Vis area.

For the third time, Mukesh contested from Haroli constituency and won. In the year 2017, he registered for his fourth consecutive term, but the government was formed by the BJP.

In these three months, the Congress government has decided to close the government offices opened by the previous Jairam government from April to November. Just before the budget session, 19-degree colleges were denotified.

The process of closing about 300 schools has started. BJP is already protesting against this in all the districts. Now in the next phase, this protest will be expressed within the assembly.

During the budget session itself, there can be a deadlock between the two sides on this issue. Because of this, the BJP can also take a decision to surround the assembly during the session itself.

Budget Session Schedule Released

The budget session of the assembly will run from March 14 to April 6 and 18 meetings have been proposed in it.

As per the pre-decided schedule, on the first day, there will be a condolence proposal on the demise of former Karsog MLA Mansaram.

Chief Minister Sukhwinder Singh Sukhu will present the budget on March 17 and there will be a holiday on March 18 and 19. The budget will be discussed from March 20 to March 23 and the demands for grants will be discussed on March 27.

The budget will be passed on March 29. So far, about 800 questions have come for the budget session. Some bills from the government side will also be passed in this budget session.

MLA will Make a Strategy Today

The ruling Congress and the opposition BJP will hold their Legislature Party meetings on Monday evening itself and a strategy will be chalked out for the budget session.

The opposition party BJP is also angry with the statements of Assembly Speaker Kuldeep Singh Pathania.

Pathania’s statement was hit back by former Assembly Speaker and BJP MLA Vipin Singh Parmar and Parmar was warned by Pathania.

Now it has to be seen what the meeting of both the legislative parties on Monday decides.

Just Before the Budget Session, the Government Denotified 19 New Degree Colleges, 4 Institutes of Kangra

Following the cabinet decision, Sukhwinder Singh Sukhu’s government has denotified 19 degree colleges opened in the last months of the BJP government.

A notification in this regard was issued by the Education Secretary on Friday. A total of 23 degree colleges were opened after April 2022 in the Jairam government.

According to the notification issued by Education Secretary Abhishek Jain, 19-degree colleges have been denotified.

These include Degree College Swarghat and Balhsina in Bilaspur District, Degree College Mashrund in Chamba District, Degree College Galod and Lamblu in Hamirpur District, Degree College Baranda, Kotla, Ridkmar and Chadhiar in Kangra District, Degree College Pangana, Pandoh and Baga Chanaugi in Mandi District.

Apart from this, Degree College Jalog and Sanskrit College Singla have been denotified in Shimla district.

Degree College Staun in the Sirmour district is now closed. Degree colleges Mamlig, Chandi and Baruna have been closed in Solan district. Whereas the Sanskrit college opened in Jagatsukh of Kullu has also been denotified.

Altogether, 17 degree colleges and 2 Sanskrit colleges have been denotified as per the new orders.

Of the newly opened colleges, 5 had 0 admissions. This means that only 4 of the colleges opened in the Jairam government have survived.

These include Nohradhar in Sirmour district, Kupvi in Shimla district, Banikhet Degree College in Chamba district and Chhatri Degree College in Siraj of former Chief Minister Jairam Thakur.

Assistant professors from denotified colleges will be transferred in a day or two. The teachers who were posted on deputation are being transferred back to the old college. The cabinet had taken a decision in this regard only last week.

An administrative meeting was organized with the operators at Bilaspur Deputy Commissioner Office Bachat Bhawan, in which many officials including Deputy Commissioner Bilaspur Abid Hussain Sadiq participated. During this the problems of the operators were discussed.

The parking of operators, GPS and other issues were agreed upon by the company. On the other hand, Daulat Singh Thakur, General Secretary of Kharsi Transport Cooperative Society, said that the company has accepted many demands, which will benefit the truck operators.

He said that the company has been requested not to reduce the freight charges, otherwise the operators will have to bear the loss.

Fourlane Update: Chief Minister Sukhwinder Singh Sukhu, while presiding over the review meeting of the National Highways Authority of India on Thursday, during his recent visit to Delhi discussed various issues raised with the Union Road Transport Minister regarding the development of road infrastructure in the state.

Delhi Authority member Manoj Kumar was specially present in this meeting. The Chief Minister said that strengthening road connectivity in the state is the topmost priority of the state government.

The National Highways Authority of India should speed up the four-lane road projects being implemented in the state. The state government has simplified and time-bound all other processes including forest clearances.

The state government will provide all possible help to the authority in the development of roads.

Shimla-Mataur, Pathankot-Mandi NH will be four-lane

He said that the authority has agreed in principle to prepare a four-lane road from Shimla to Matour worth about Rs 10,000 crore and from Pathankot to Mandi worth about Rs 12,000 crore.

Along with this, the National Highways Authority of India will prepare a concept paper to prevent landslides and falling of stones etc. due to the cutting of mountains during the expansion of roads in the state.

He said that about 300 crore rupees will be spent through NHI on the project to stop the falling of stones and debris etc. on these roads during rains.

Due to better road connectivity, the inflow of tourists will increase here and better facilities will also be available to them.

The Chief Minister said that the State Government has decided to develop Kangra as a tourism capital and from this point of view also the Pathankot-Mandi and Shimla-Mataur four-lane road projects are important.

He said that the detailed project reports of various packages of the Pathankot-Mandi four-lane road project should be prepared soon, except for the 19 kilometer stretch near Mandi town.

Public Works Minister Vikramaditya Singh, Chief Parliamentary Secretary Sanjay Awasthi, Principal Secretary to Chief Minister Bharat Kheda, Principal Secretaries RD Nazim and Onkar Chand Sharma, NHAI Regional Officer Abdul Basit and other senior officers were present in the meeting.

Make DPR of Hamirpur bypass soon

The Chief Minister directed that the DPR of Hamirpur bypass should be prepared soon. The CM said that the state government is also promoting the operation of electric vehicles.

In such a situation, the authority should also make provision for charging stations at a proper distance for electric vehicles in these four-lane road projects.

The process to provide compensation for the land acquired for these projects has been expedited and necessary instructions have been issued to the concerned Deputy Commissioners in this regard.

Bus port will be built with the help of NHAI

Preparation of business model of bus port in collaboration with NHAI and necessary cooperation from NHAI in the development of rope-way projects in the state, especially Himani Chamunda and Bijli Mahadev rope-way, was also discussed in detail in the meeting.

Apart from this, matters related to increasing the speed limit of vehicles in plain areas of four-lane roads, providing way-side facilities along these roads and allocation of revenue were also discussed.

It is notable that devotees coming to Kangra Devi and Maa Jwalaji Shaktipeeths reach here from northern India.

The survey of towns, villages, and historical places falling within this 100-kilometer radius has started. It is understood that the Railway Authority is serious about this issue and has called for an immediate report.

If work is done on the blueprint prepared by the Railway Department, then the fate of Himachal will change, the number of passengers will increase and business will increase.
