The world’s only Dharamraj Maharaj or God of Death temple is located in the Chaurasi group of temples located in the tribal Bharmour district of Himachal Pradesh.

No one has the correct information regarding the establishment of this temple. It is only necessary that King Meru Varman of Chamba princely state renovated the steps of this temple in the sixth century.

Apart from this, no one has any information about the establishment of this temple. It is believed that after the death of Dharmaraj Maharaj, everyone has to go to this temple whether he is a believer or an atheist. There is an empty room in this temple which is believed to be Chitragupta’s room.

Chitragupta keeps an account of the deeds of the soul. It is believed that when a living being dies, the messengers of Dharmaraj present the soul of that person in front of Chitragupta in this temple.

Laxman Dutt Sharma, the priest of the temple, says that centuries ago this temple of the Chaurasi Temple Group was surrounded by bushes and no one could muster the courage to come here even during the day.

Chitragupta’s court is right in front of the temple and the inverted feet of the soul are also shown here. The priests of the temple tell that there are also two and a half plants here. It is believed that bodies are surrendered here in case of unnatural death.

Along with this, there is also the Vaitarani river on the premises, where cow donation is done. Apart from this, unbroken Dhuna is also burning continuously inside the Dharmaraj temple for two and a half hundred years.

People Walk Outside the Temple with Folded Hands

Some very unique beliefs are prevalent about this temple located in a place called Bharmour in the Chamba district. Even after reaching near the temple, many people cannot muster the courage to enter the temple.

They go outside the temple with folded hands. This is the only temple in the world dedicated to Dharmaraj (Yamraj).

Chitragupta Lives in an Empty Room

There is an empty room in this temple, which is believed to be Chitragupta’s room. Chitragupta is the secretary of Yamraj who keeps the account of the deeds of the soul.

It is believed that when someone dies, the messengers of Yamraj catch the soul of that person and first present it in front of Chitragupta in this temple.

Complete Details of Deeds are Given

Chitragupta gives full details of the deeds of the soul. After this the soul is taken to the room in front of Chitragupta. This room is called the court of Yamraj.

Here Yamraj tells his decision to the soul according to the deeds. It is believed that there are four invisible doors in this temple which are made of gold, silver, copper, and iron.

After the decision of Yamraj, the Yamdoots take the soul to heaven or hell through these gates according to their deeds. The Garuda Purana also mentions four gates in four directions in the court of Yamraj.

How to Reach Bharmour

This temple is present in the Chaurasi temple complex of Bharmour. To reach here, you must first reach Chamba.

You can reach Bharmour at a distance of 60 km from Chamba by private vehicle or bus. The nearest railway station here is Pathankot. From where the distance of Chamba is 120 kilometers away.

Himachal government is going to fill 1900 posts of various categories in the Health Department. This includes 300 doctors, 1000 healthcare workers, and 600 staff nurses.

The Health Department is going to fill these posts to strengthen the Community Health Center (CHC) and Primary Health Center (PHC) of Himachal Pradesh.

Free Smart Uniforms for Five Lakh Students of Government Schools Discontinued

About five lakh students of Himachal Pradesh will no longer get free smart uniforms. The Sukhu government, which is going through a financial crunch, has excluded the boys of classes I to XII from the general category and girls of classes IX to XII from the purview of the free uniform scheme. Earlier 8.50 lakh students used to get uniforms.

Now, this scheme has been limited to 3.70 lakh students only. The Sukhu government has decided to give uniforms only to the students of classes I to VIII.

Financial assistance is given by the Central Government to provide uniforms to these students. Under the new system change, free uniforms will now be given to all girls of first to eighth grade and boys of SC, ST, and BPL families only.

These 3.70 lakh students will now be given Rs 600-600 in their bank accounts through DBT instead of a set of clothes.

Earlier, eight and a half lakh students of classes I to XII were given two sets of uniforms each and Rs 200 each for tailoring.

The state government has approved a transfer of Rs 600 per student through Direct Benefit Transfer (DBT) to all girls studying in classes I to VIII and boys belonging to SC, ST, and BPL families.

This amount will be transferred in the name of these students or their mothers for school uniforms.

Education Minister Rohit Thakur said that from the new financial year only students of classes I to VIII will be given free smart uniforms.

Preparation to Include Himachal's Small Projects in the Solar Park Scheme

Himachal has taken a step towards a green state with the help of snow energy. It has started from the tribal areas. Solar power plants are being set up in remote areas with an initial budget of about three and a half crores. Under the Tribal Sub-Plan, these areas are being connected to the electricity system.

The Snow Energy Department is engaged in illuminating 905 houses under the Tribal Sub Plan in Kinnaur, Lahaul-Spiti, and Bharmour in the Chamba district. These houses are away from the road and in snowfall-prone areas.

Just before the snowfall, the Snow Energy Department had started work on this scheme worth about Rs 3.5 crore.
So far, 250-watt power plants have been installed in about 50 percent of the houses.

These houses have been selected through the state government. The MLAs of the concerned area were entrusted with the responsibility of selection.

Earlier, Snow Energy Department has set up similar plants at Bada Bhangal in Kangra and Shakti, Maraud, and Shuad in Kullu.

Him Energy Department has provided electricity to 168 families in remote areas of Kangra, while 250-watt off-grid solar plants have been installed in 58 households in Kullu.

Now, through Him Urja, solar plants are being set up at a cost of Rs 1.45 crore in Kinnaur, Rs 90 lakh in Lahaul, Rs 85 lakh in Spiti, and Rs 30 lakh in Bharmour.

There is a power crisis in these areas for four to five months in a year. The initial cost of this project was estimated at Rs 3.5 crore.

On the other hand, Rahul Kumar, CEO of Snow Energy Department told that connections are being made in Kinnaur, Lahaul-Spiti, and Bharmour. The list of beneficiaries is ready.

After the snowfall, the process of installing solar power plants in these houses will start fast. After this, a proposal will be prepared for the second phase as well.

Four lakh government employees and pensioners in Himachal are keeping an eye on Himachal’s budget. On March 17, Chief Minister Sukhwinder Singh Sukhu will present this budget in the Assembly.

After coming to power, Chief Minister Sukhwinder Singh has told the employees to wait for the arrears.

Talking about dearness allowance, seven percent DA is pending and its liability is becoming around 900 crores. Although dearness allowance is not a subject of the budget, but if not given, then this announcement can also be made through the budget.

Even if the arrears of the employees are not paid, then the Chief Minister can tell about the upcoming work plan in the budget.

Government employees are waiting for the time scale to be restored, but the Punjab government has not yet taken a decision on this.

Employees are now arguing that when the UGC scale can be given in Himachal without giving it in Punjab then why not the time scale? Even more complicated is the matter of anomalies in the Pay Commission.

The discrepancies that came after the implementation of the pay commission have not been resolved yet. These anomalies have further increased due to the extension of rider benefits to certain categories.

The Congress government after coming to power has not even addressed the issue of pay commission anomalies.

Although Congress has definitely promised to remove these anomalies in its manifesto. That’s why the budget will tell what the Chief Minister says about the discrepancies in the Pay Commission.

Half of State’s Budget Spent on Salary-Pension

Important decisions were taken in the cabinet meeting chaired by Chief Minister Sukhwinder Singh Sukhu on Friday. Revenue Minister Jagat Negi said that the employees who have been appointed since May 15, 2003 will be given old pension.

Contribution to the New Pension Scheme will stop from 1 April 2023. Employees who want to take advantage of the old pension scheme will have to give consent in writing.

The state government will also give an option to the employees to stay in NPS. Himachal Pradesh has made a new model for the restoration of old pension.

The state has not adopted the model of any other state. An additional annual expenditure of about 1000 crores will be incurred on the state government for giving old pension.

During the cabinet meeting, a proposal was also passed to return Rs 8000 crore to the state deposited under the National Pension System from the central government.

From April 1, 2023, on what basis and how the GPF will be deducted under the old pension, the Finance Department has been asked to make detailed rules.

In the cabinet meeting, it was decided to appoint 780 ASHA workers on incentive basis under the National Health Mission.

It will act as a health worker in providing accessible and reliable healthcare facilities at the community level.

In the meeting, approval was also accorded to the guidelines for appointing ASHA service providers (facilitators) under the Community Process Program of the National Health Mission.

The Cabinet also approved the transfer of Rs.600 per student through Direct Benefit Transfer (DBT) to the girl students of classes I to VIII belonging to SC, ST, and BPL families.

This amount will be transferred to the name of these students or their mother for school uniform and about 3.70 lakh students of the state will be benefitted by this.

The cabinet also gave its approval to lease out toll barriers for the year 2023-24 through auction and tender process under the Himachal Pradesh Tolls Act, 1975.

Also approved the rationalization of engineering staff of Forest Department and the services of these 26 engineering staff will be absorbed in Public Works Department, Jal Shakti Department, Himachal Pradesh State Industrial Development Corporation, Himachal Pradesh State Electricity Board and Himachal Pradesh Power Corporation Limited.

The Cabinet gave its approval to include civil area outside Yol Khas Cantonment Board in adjoining Gram Panchayats Rakkar, Baghni, Tangorti Khas and Narwana Khas.

The cabinet approved the repeal of the Himachal Pradesh Loktantra Prahari Samman Act, 2021 and the Himachal Pradesh Loktantra Prahari Samman Rules, 2022.

In the meeting, it was decided to fill the post of Assistant Professor in the Department of Community Medicine in Shri Lal Bahadur Shastri Government Medical College, Ner Chowk, Mandi for the convenience of the people of the area.

Implementation of the Old Pension Scheme (OPS) on the ground in Himachal Pradesh has become a big challenge for the present government. The financial condition of the government is not good.

Central government agency Pension Fund Regulatory and Development Authority (PFRDA) is stuck with 8000 crores of employees and state government, which is payable after retirement in the form of NPS pension.

Under the New Pension System (NPS), government employees contribute 10 percent of their salary monthly to the PFRDA, while the state government contributes 14 percent.

A state government official has admitted that the PFRDA’s clarification has come in this regard that NPS money can be returned only under two circumstances.

These can be returned only in the event of retirement and death. In this regard, the situation has been clarified to other states in the same way.

92 Percent Work of Kiratpur-Nerchowk Fourlane Completed, Instructions Given to the Company to Prepare the Road by May 1st

The construction work of Kiratpur-Nerchowk four lane is in the final stage. So far 92 percent work has been completed and there is a plan to start the four-lane for traffic from May 1, for which the producer company Gabor Construction is working at a fast pace.

Bilaspur Deputy Commissioner Abid Hussain Sadiq on Thursday inspected the four-lane road from Kainchi Mod to Bilaspur border along with officials of NHAI and Gabor Company. On this occasion, he also inspected five tunnels built at Kiratpur Ner Chowk.

The Deputy Commissioner said that the work of Kiratpur-Nerchowk four-lane is in the final stage and it will be ready by becoming a four-lane before the stipulated time, due to which the distance of Chandigarh from Bilaspur will be very less and the journey will be easy and pleasant.

After the inspection, the Deputy Commissioner told that ninety-five percent of the work of this project has been completed and the remaining work will also be completed soon, for which he directed the officials of the Gabor Company to prepare the project before May 1, at any cost.

He said that it is the effort of the government to open the four-lane for traffic from May 1, for which every possible effort is being made.

The Deputy Commissioner said that 22 major and 15 minor bridges were to be constructed on this four-lane, out of which 19 major bridges have been completed and the work of three bridges is in progress, of which 90 percent work has been completed.

On this occasion, Assistant Commissioner Gaurav Chaudhary, District Revenue Officer Devi Ram and Project Director along with Sub-Divisional Officer Rajeev Thakur and other officials also gave feedback to the Deputy Commissioner on the progress made so far. (hdm)

The Deputy Commissioner said that Chief Minister Sukhwinder Singh Sukhu has a vision to develop Kangra district as a tourism capital.

To make his vision come true, work is being done to promote tourism activities, especially to make the district a hub of adventure tourism. Paragliding activities are an important component of adventure tourism.

At present there are four paragliding sites in the district namely Bir Billing, Indrunag, Narwana and Majhin. He asked the officers to work for the development of these four paragliding sites and to increase the facilities there.

He instructed to complete formalities regarding land acquisition and make cases for expansion of take-off and landing sites at these places.

CM Sukhu announces Government ministers will in Congress Bhavan listen to people's problems

Chief Minister Sukhwinder Singh Sukhu said that now ministers would regularly sit at the party headquarters and listen to people’s problems.

Regular meetings will be held in the coming days. He said that this step would further strengthen the coordination between the government and the organization. He said that the first meeting has been held.

This will help in quick and effective resolution of various problems of party workers. He said that this step has been taken after consultation with Congress State President Pratibha Singh.

The Chief Minister himself took initiative in this regard by reaching Rajiv Bhavan today and was present in the party office for about three hours.

During this, he met the delegations, party workers and common people from different parts of the state, listened to their problems and solved most of them on the spot.

Interacting informally with the media representatives on the occasion, the Chief Minister reiterated that the state government was determined to fulfill all the ten guarantees given by the Congress party in the general elections to the state assembly.

He said that in the very first meeting of the cabinet, OPS has been implemented in the state, which has benefited more than one lakh 36 thousand government employees.

He said that all other guarantees would also be fulfilled in a phased manner. He said that with a view to provide quality education to the students, Rajiv Gandhi Day Boarding Schools would be opened in each assembly constituency of the state.

Electricity Board’s Coffers Empty after Giving Salary-Pension; Payment of 190 crores, Subsidy not Received from the Government

Electricity may become expensive in Himachal from April 1

The financial crisis of the Electricity Board has not been averted. The board has not paid the subsidy received from government till the last day of February and due to this, the board has stopped all its expenditure.

The board has earmarked the entire revenue for the month of February on salary and pension. The board has paid a salary and pension from the fund of about Rs 190 crore by stopping other expenses.

The main source of revenue with the board is the payment of consumers who consume more than 125 units of electricity and the board spends this revenue on electricity purchases, field demand, and allowances of the employees, but this time the board has stopped all these purchases. About 190 crore rupees have been spent on 16 thousand employees and 29 thousand pensioners.

Apart from this, outsourced employees have been paid. Now in March, the subsidy of Rs 200 crore is paid by the state government, then the board will be in a position to pay the pending expenses.

It may be noted that in lieu of making 125 units of electricity free in the state, the state government has to pay a subsidy.

Till now the payment of the subsidy of Rs 200 crore is pending. Recently, the state government got a loan of Rs 1300 crore and after that, it was expected that the board would get Rs 200 crore from this amount, but the state government has not taken any decision till the last week of February on the payment of subsidy.

In such a situation, the board has to pay the salary and pension on March 1 from its own share.

As of now, the board is now waiting for subsidy from the state government to meet the expenses for the month of March.

The state government has guaranteed to take the scope of free electricity up to 300 units, but considering the current financial condition of the board, both the board management and the employees union have called upon the government to reconsider the decision.

Electricity Board’s Managing Director Pankaj Dadhwal told that talks are going on with the government on subsidy.

The subsidy is likely to be paid in the first week of March. The electricity board has paid salaries and pensions from the revenue raised in February. Other expenses will be met by the subsidy.

Cabinet Meeting will be Held Again Tomorrow; Discussion Possible on Denotifying School with Old Pension

A day after the cabinet meeting on Wednesday, Chief Minister Sukhwinder Singh Sukhu has called the cabinet again on Friday.

On March 3, the cabinet meeting will be held at 12:00 noon in the state secretariat itself. Industry Minister Harshvardhan Singh Chouhan may not be able to attend the meeting due to his visit to Mumbai.

Before the budget session, many cases going on in government files could not be found in Wednesday’s cabinet. NPS employees were waiting for the release of the SOP of Old Pension, but this matter also could not be done on Wednesday.

The case of newly opened degree colleges was discussed in the meeting, but the case of government schools opened at the last moment of the Jairam government is now being sent to Friday’s cabinet.

That’s why there can be a discussion related to old pension in the cabinet meeting to be held on March 3. However, this will be an important announcement of the Chief Minister’s first budget.

With this, one thing has also been decided that the deduction of NPS contribution will now continue till March 31.

The meeting of the cabinet sub-committee formed by the state government regarding one lakh government jobs will also be held before the budget session.

The budget session is starting on March 14. Harshvardhan Singh Chauhan, the chairman of this cabinet sub-committee, said that in the first meeting, vacancy positions were sought from all the departments, which have not been received yet.
