Truck Operators Protest Against the Closure of the Cement Plant, NH jam, Traffic Divert

The cement plant dispute in Himachal Pradesh, which has been going on for a month, has deepened further. Truck operators are now on a cross-border battle regarding freight.

Thousands of truck operators are taking out a foot march today to protest against the closure of two cement plants in the state.

About 5,000 truck operators from Darlaghat and Barmana have participated in this. This 12 kilometer march from Nauni to the Deputy Commissioner’s office in Bilaspur has started at 11:30 am.

Due to this, there has been a jam on the Chandigarh-Manali National Highway. Traffic from Chandigarh-Manali National Highway has been diverted on Ghagas-Jukhala road. Passengers traveling are facing difficulties.

In view of the foot march, around 100 police personnel have been deployed. The Bilaspur District Truck Operator Sabha Barmana and the unions associated with the Darlaghat Cement Plant have announced a foot march from Nauni to the Deputy Commissioner’s Office, Bilaspur.

Via Chandigarh-Manali National Highway, this march will reach the Deputy Commissioner’s office at around 2 pm.

It may be noted that in the foot march held in Bilaspur city on December 30, the truck operators created ruckus. Traffic was disrupted on the Chandigarh-Manali National Highway for about two hours.

Superintendent of Police Diwakar Sharma said that in view of the march of the operators, elaborate security arrangements have been made. Police has been deployed at various places.

At present, eight important projects to be discussed in the meeting include Kanthlighat to Dhalli, four projects of Shimla-Mataur and three different projects of Pathankot-Mandi NH.

NHAI project director Ram Asra Khural said that a meeting of the forest and environment department is about to take place.

All these eight projects will be discussed in this meeting. As soon as the approval is given, the work of other projects including Kanthlighat-Shimla four lane will be completed in three years.

Due to this the recruitment process could not be completed. At present, 60 posts of Chowkidar and 50 posts of Helper are vacant in class IV. A total of 110 posts can be filled. However the applications are still 380.

Deputy Chief Minister Mukesh Agnihotri has given instructions for preparations regarding the recruitment of compassionate people.

On the other hand, Chief Engineer Sanjeev Kaul said that orders have been given to speed up the recruitment process of Karunamulaks.

All the applications for the recruitment of Karunamulaks pending in Jal Shakti Department will be processed in future.

The department will start the process of giving appointments to compassionate people on the basis of vacant posts.

Although these appointments will be made outright or will be deployed according to the vacant posts, the department is considering it.

The world of God is called Lahi-Yul, from this Lahaul was formed. The Chinese traveler Hiuen Tsang linked its name to Lo-U-Lo in his travelogue.

The early rulers of Lahaul were small feudatories. In 400-500, Yarkand forces made many attacks on Lahaul. In the 17th century, Tibetan and Mongol rulers attacked here. As soon as Lahaul became independent from Ladakh in 1670, the rulers of Chamba took possession of it.

This area came to be known as Chamba-Lahaul. King Vidhi Singh of Kullu snatched it from Chamba and merged it with Kullu. Lahaul passed under the control of the Sikhs in 1840-41.

Due to repeated attacks on Lahaul by the rulers of Chamba and Kullu, Lahaul was divided into Chaba-Lahaul and British Lahaul in 1846-47. In 1853 the Meravian Mission established its headquarters at Keylong.

Spiti is called Ratnabhoomi

Spiti is also known as Ratnabhoomi. Rajendra Sen and Samudra Sen of the Hindu dynasty ruled here in 600-650. This is confirmed by the copper plate of Nirmand.

The Tibetan ruler Chub-Tsems-Pa captured Spiti in 1000 and built Tabo Gompa here. In 1680, Raja Gulab Singh of Kullu got control over Spiti.

In 1883, Spiti became a territory of the Nono community. In 1941 a tehsil was opened in Spiti. After attaining independence on 15 August 1947, Lahaul-Spiti remained under the Government of Punjab.

In 1960, the Punjab government made Lahaul-Spiti a district and kept its headquarters at Kaza. Lahaul-Spiti was transferred from Punjab to Himachal on the reorganization of Punjab on 1 September 1996. German priest A. W. Hyde started potato cultivation in Lahaul.

Valley of Gems

Spiti is also known as the ‘Valley of Gems’. In the local language, ‘Si’ means gem and ‘Peet’ means place, that is, the place of gems.

Since many precious stones and diamonds are found in this valley of Himachal even today, it is only natural that it gets the title of ‘Valley of Gems’.

There is also a belief that thick layers of ice remain frozen in the rock peaks of this valley for hundreds of years and in such a long period the ice turns into gems.

Lahaul Valley is that part of Lahaul-Spiti district of Himachal Pradesh where the people of Lahauli tribe have been living their history from generation to generation.

Despite all the difficulties, there is neither a wrinkle nor any tiredness on the faces of the Lahaulis. Deep attachment to his soil spread a smile on his face and due to his courage, he is deciding the journey of life step-by-step.

In 1960, after separating some parts from the Kangra district of Punjab, they were merged with Himachal Pradesh in the form of a new district named Lahaul-Spiti.

According to the 1991 census, 13835 sq. km the population of this district spread over is 31294 and the population density is 2 persons per sq km.

In ancient times, after the death of Maharaja Harsh, the Indian state started disintegrating and the feudal system emerged in Lahaul. At that time Lahaul was ruled by four landlord families namely Kolong, Gumrang, Ghondla and Barbog.

According to historians, around 1000 BC, the Kolong families ruled Lahaul for three to four hundred years. But that rule of Kolong family used to be under Spiti king and later Lahaul also joined Ladakh Sultanate like Spiti.

Passing through many stages of power with the changing times, at the time of independence of the country in 1947, Naib Tehsildar looked after the administrative work of Lahaul and Kolang used to be the headquarters of the administration. When Lahaul-Spiti was made a district, Kollong was given the status of Tehsil.

The Gelugpa sect, also known as the Peeta sect in Buddhist society, in which lamas wear yellow hats. The Kagyudpa sect is also the basic mantra of knowledge related to faith and belief for the people of Lahauli tribe.

Apart from this, Lahauli has a wonderful association with nature. As a result, the people of Lahauli tribe also worship nature. While they worship the mountain rocks in the form of ‘Sabdga’, they worship the caves in the form of Vragmas.

Trees and plants have also been given a respectable place in their tradition. Phala is one such tree, which is worshiped like a deity in the Lahauli tribe. Apart from these, the people of Lahauli tribe also have their own family deities.

These family deities are established in the form of a stone or pillar in any corner of their house. Like other societies, among the people of Lahauli tribe, the beliefs of their religion are the universal truth of life, and also the basis.

Followers of Lahauli Hindu and Buddhist Tradition

The practice of caste system in the Lahauli tribal society has been going on since ancient times. In terms of religious belief, Lahauli is a follower of Hindu and Buddhist tradition, and according to these two beliefs, the caste system is prevalent here.

In the Lahauli tribal society, blacksmiths are known as ‘Domba’, weavers as ‘Beda’ and ‘Bararas’. Dharkar is called ‘Walrus’. The landless laborers who worked as laborers on the farms of the higher tribes were called ‘Hessi’.

Chinese Traveler Hiuen Tsang addressed Lahaul as ‘Lo-Yu-Lo’

Lahaul and Spiti are names of different valleys adjacent to each other but despite the diversity of nature, their religious, cultural and historical background is largely similar.

Four major Dialects of Lahaul and Spiti

Four major dialects are spoken in Lahauli and Spiti: these are Bhoti, Gehri, Manchal and Changsa. Each dialect is substantially different from each other. However, it is still spoken and understood throughout the state.

Bhoti Tibetan is spoken in Spiti, Bhaga and Chandra valleys. Gehri Kelong, Manchal and Changsa dialects are spoken in the valley of Chenaw. Only Bhoti has script and grammar while the other three are just dialects. It is taught by lamas in monasteries.

It is a matter of pride that the people here understand a little bit of Hindi despite being so culturally different. Many types of languages are prevalent in Lahauli tribe.

The language of Lahaul valley situated at the mouth of Buddhist and Hindu culture also has a mixed fragrance. Bhoti and Chinali or Drombali are the main languages of the people of Lahauli tribe who speak their words through about half a dozen dialects.

Bhoti language, but has the influence of Tibetan language, while Chinali or Dombali seems to be the product of Sanskrit language. The impact of these languages is also visible at the regional level.

There is an inner room on the upper floor, which is used to avoid the cold during winters. Lahauli people who believe in Buddhism have their worship room on the top floor of their houses, which is called ‘Chokhag’.

The style of construction of houses in the lower parts of the Lahaul valley is almost the same, but living in these houses is bigger, open and airy than the houses in the upper valley and these houses also have better lighting arrangements, which are located on the upper floor.

It is also considered very important to have a verandah on the upper floor in the houses. These houses are whitewashed with lime and at some places the use of colors is also visible.

The interior of the house is decorated by the people of Lahauli tribe according to their tradition. The place of worship i.e. ‘Chokhag’ has a special place in the decoration of the rooms.

In ‘Chokhag’, along with all the paintings related to the life and philosophy of Buddha, there is a presence of thanka painting.

The Electricity Board has prepared a draft of 300 units of free electricity. The board will hand over this draft to the government and after that the government can take a decision on free electricity in the upcoming budget.

However, this is going to prove to be a big loss deal. At present, up to 125 units of electricity have been made free in the state. During the previous government, first 60 units were given free of cost and after that it was increased to 125 units.

About four lakh consumers of the state were getting free electricity in 60 units, but later by increasing it to 125 units, 14 lakh 62 thousand people started getting its benefits. But in lieu of profit, the government has to pay huge subsidy to the electricity board.

In this, 125 units of electricity are being used by the consumers, whose bills are being paid by the government. The board has prepared lists of consumers using 300 units of electricity.

Presently there are about 22 lakh 59 thousand consumers in the state and out of these more than 18 lakh consumers consume less than 300 units of electricity. Out of these, 14 lakh 62 thousand consumers are going to use 125 units, who are currently not paying any bill.

After making the consumption of 300 units of electricity free, there will be 18 lakh consumers in the state who will get zero bills. After this only four lakh consumers will be left in the category of bill payment and out of these a large number will be of big industrial houses.

Draft of Free Electricity Ready

Managing Director of the Electricity Board, Pankaj Dadhwal said that the board has made a draft of 300 units of free electricity. This draft will be proposed whenever there are orders from the government.

The board will take this step on the orders of the state government to facilitate the consumers. As of now, the draft of the 300 units free electricity has not been submitted to the government. As soon as information is sought from the government, the board will hand over all the facts.

Turn off Freebies

Heera Lal Sharma, general secretary of the Electricity Board Employees Union, said that the government will have to come out of the culture of freebies. This is not only the loss of the electricity board, but the consumers will also have to face difficulties in future.

If this situation continues continuously then the day is not far when the electricity board will have to be handed over to private hands. A meeting will be held with the Chief Minister soon in this regard.

The Sukhwinder Singh Sukhu government of the state has adopted the old format to implement the old pension. According to this, the pension will be 50 percent of the last salary of the retiring employee. However, it will take some time to issue this notification.

It is certain that from January 2023 itself, the NPS contribution going to the Government of India has been stopped. In this month, the GPF accounts of the employees coming in old pension will also be opened.

After the decision taken in the cabinet, the General Administration Department has not yet given approval to the Finance Department to implement the old pension.

It may be Conway on Monday. After this, the Finance Department will have to make schemes or rules to implement the Old Pension Scheme according to the old format.

It is necessary to get these rules vetted by the Law Department. Only the Finance Department will take up this matter before the Law Department.

According to the old pension scheme, up to 40 percent of the total pension money can be taken in advance by the employee through commutation. This option will also be available to employees coming to old pension from NPS.

For the employees who retired after 2016, this decision will have to be taken separately by the government of Sukhwinder Singh Sukhu.

The state government itself has said that the arrears of the pensioners are more than 5500 crores. This is more than the arrears of the employees and one of the reasons for this is the pending payment of arrears of computation.

One more thing is very clear in the old pension rules that the eligibility for pension will be made only after 10 years of regular service.

The same condition will also apply to the employees coming from NPS to old pension, so for those who do not have 10 years of regular service, the New Pension Scheme is still the only option.

This is the reason why old pension is being made optional for the employees in the new rules, so that no one is harmed.

It will be clear from the notification itself what option the state government gives to more than 13,000 retired employees under the new pension scheme.

Sukhwinder Singh Sukhu was born on 26 March 1964 in Nadaun, Hamirpur district of Himachal Pradesh. His father, Shri Rashil Singh, was a driver in the Himachal Road Transport Corporation. While his mother Sansar Devi is a housewife.

Sukhwinder Singh is the second child among the four children of his parents. His elder brother Rajeev Singh is retired from the army. Sukhwinder Singh also has two younger sisters, who are married.

Thereafter, he pursued a law degree from Government Degree College, Sanjauli. After graduation, he also worked as a watchman in the Electricity Department for further studies.

  • Sukhwinder Singh Sukhu started his political career at the age of 17 by joining the NSUI, the student wing of the Congress, during his college days.
  • During that time he was elected Class Representative and General Secretary of Student Center Association at Sanjauli College, Shimla.
  • After this, the President of the Student Central Association was elected in Government College Sanjauli. From there Sukhwinder Singh emerged as a strong youth leader.
  • In the year 1988, he became the State President of National Students Union of India (NSUI). He remained on this post till the year 1995. Subsequently, he was made the head of the party’s State Youth Congress.
  • In his student politics itself, Sukhwinder had strengthened his hold so much that, from 1998 to 2008, he held the post of Youth Congress President for 10 consecutive years. After this, in the year 2008, he was made the General Secretary of State Congress.
  • Earlier, he had won the municipal elections in Shimla twice between the years 1992 and 2002. In the year 2003, Sukhwinder Singh Sukhu contested his first assembly election from Nadaun and reached the assembly after winning.
  • He was also a councilor of Shimla Municipal Corporation twice. He was once again elected in the 2007 elections in which he won again. But after this, he had to face defeat in the 2012 elections. In the elections held in the year 2017, he returned and won once again.
  • Despite becoming an MLA, Sukhwinder Singh Sukhu never took a police guard or a government vehicle. He used to travel in his Alto car most of the time. Even in the Vidhansabha, he has been coming every time by Alto car.
  • Significantly, after winning the Himachal Pradesh assembly elections in the year 2022, he had said, “He is not in the race for the post of Chief Minister. Hence his selection as the Chief Minister by the party has taken everyone by surprise.

Became Chief Minister of Himachal Pradesh

Recently, in the November 2022 Himachal Pradesh assembly elections, Sukhwinder Singh won the elections from the Sukhu assembly constituency.

Subsequently, he was made the new CM of Himachal Pradesh. Whereas, Mukesh Agnihotri has been made the new Deputy Chief Minister of the state.

On 10 December 2022, Chhattisgarh Chief Minister and Congress leader Bhupesh Baghel announced the appointment of Sukhwinder Singh Sukhu as the new CM of Himachal Pradesh, after a meeting of elected Congress MLAs in the hill state capital Shimla.

After which, Sukhwinder Singh took oath as Chief Minister the next day, on 11 December 2022, Sunday morning.

After becoming the Chief Minister, Sukhwinder Singh decided to implement the old pension system in the state. So that the government employee living in the state can get pension according to the old pension system.

After he was chosen as the Chief Minister by the party high officials, he said, “I was never in the race for any post and will not be in future.

I am a worker of Congress party. I have never had any desire for any position. The party has given me a lot and it is my duty to follow the orders of the party. ,

Significantly, in the assembly elections held in Himachal Pradesh, the Congress party won 40 out of 68 assembly seats.

Whereas, the Bharatiya Janata Party won only 25 seats. After which there was a tussle between the MLAs regarding the appointment of the Chief Minister in Himachal Pradesh.

Another one of the most famous haunted places in Shimla, Chudail Baudi lies between the way to Chotta Shimla from Shimla Highway.

During the rainy season from Hanogi to Jhalogi, there is maximum risk of falling of stones from the hill, in view of which NHAI is now working towards smoothening the five tunnels built here for traffic.

Adarsh Panhotra, team leader of Shahpurji Pallonji Company, said that the traffic will be made smooth through the five tunnels soon, efforts and work are going on in this direction. Explain that earlier this project was to be completed by September, 2021, but due to the lockdown, the target was set to complete this work by June, 2022.

Due to the increase in the length of the first two tunnels of the project, separate approval had to be taken for this and now their work is being carried forward day and night at a fast pace. Team leader Adarsh Panhotra said that a target has been set to complete the entire project by March 2024.

The board has demanded a change in the dates of some subjects. School Education Board Secretary Dr. Madhu Chowdhary said that many parents have given suggestions in the proposed schedule issued by the board.

The board management will soon release the new schedule for class 10th and class 12th term-2 exams. He told that there will be a change in the exam dates of only a few subjects.
