The speed of vehicles stopped for four hours on the Bharmour-Pathankot highway. The highway was closed due to falling debris and rocks along with a heavy landslide at 10:00 am on Thursday near Khadmukh Tunnel.

After getting the information, the machinery and labor of the National Highway Management reached the spot and provided relief to the people and the drivers by getting the highway restored for vehicular movement at 2:00 pm.

NH Division Chamba’s Executive Engineer Sanjeev Mahajan said that the highway has been restored for vehicles.

Kangra Airport will now be Expanded, Approval for Both Phases of Airport Expansion

Approval has been received for both the phases for the expansion of Kangra Airport. In such a situation, the land acquisition work can start anytime in the vicinity of Kangra airport i.e. Gaggal and surrounding areas.

For the expansion of Kangra Airport, which is important from the point of view of tourism and security, the approval was going on for a long time, but now after getting the green signal and the funds are approved from the center, the process of land acquisition can be started by the district administration.

In the past days, the process of necessary land related work for expansion along with all the formalities including survey of potholes around the airport has been completed by the central agencies.

In such a situation, now the ongoing wait for the expansion of Kangra Airport is going to end soon.

The expansion work of the airport has been divided into two phases, so that it is easy to work. This is the reason why now both the phases have been approved.

Many important works were stuck due to lack of clarity regarding the airport expansion. The work of Pathankot-Mandi four laning was suspended from Banoi Chowk to Matour due to non-clearance of Kangra airport line.

Not only this, some part of the land selected for the IT park was also being affected due to airport expansion.

In such a situation, if the situation becomes clear, then people who have been saved from displacement will also be able to get a new place for the displaced. (hdm)

Former Minister and MLA Sudhir Sharma said that both the phases have been approved for the airport expansion. Now the work of land acquisition has to start.

Efforts were going on for a long time, this is a big achievement for the region.

Approval of one of eight NH, forest-clearance seven projects waiting

Railway gates have been installed in major projects of National Highway. Due to continuous delay in clearance from the railways, the work of converting the national highway into four laning is getting stuck.

The major projects that NHAI had planned to start in January and complete in 2026 have now been delayed by almost a month.

The biggest bottleneck is coming on the Pathankot-Mandi, Shimla-Mataur and Kalka-Shimla National Highways.

About four projects of these two have been proposed by NHAI for Fourlane. Of these, three are in Pathankot-Mandi, while one is on the last stretch of the Kalka-Shimla National Highway.

Four laning is to be constructed from Kanthlighat to Dhalli in this project. Recently, the Forest and Environment Department of the Central Government has returned the files of the National Highway project and has issued instructions to make necessary improvements in them.

In view of this, the National Highway is now preparing to send these files again for approval with corrections. However, apart from land acquisition, the biggest hurdle is the approval of the railways.

At Kanthlighat, the railway track is passing near the National Highway, while on a large part of the Pathankot-Mandi National Highway, the railway line is coming repeatedly and due to this the four laning work is stuck.

On the other hand, Principal Chief Conservator of Forests Ajay Srivastava told that whatever files of the National Highway had reached the Forest Department, they have been sent to the Central Environment and Forest Department.

The arrival of files regarding forest clearance is a part of the regular process. The final approval will come through the Central Government only.

NHAI regional officer Abdul Basit said that the work of converting the National Highway into four-lane is going on. The documents have been sent to the department and the government. Work will start as soon as approval is given. (hdm)

Work Underway on Five National Highways in Himachal

In the state, work is underway to convert the portion of Kalka-Shimla National Highway from Kanthlighat to Dhalli as well as four-laning of Shimla-Mataur, Pathankot-Mandi, Kiratpur-Manali and Pinjore-Nalagarh National Highways.

Of these, NHAI is not facing much difficulty in the construction of Kiratpur-Manali and Pinjore-Nalagarh National Highways, while the construction between Shimla-Mataur, Pathankot-Mandi and Kanthlighat-Dhali is getting stuck.

About eight project files are in the forest clearance, but after registering objections, the Environment and Forest Department sent these files back.

No Need to go to Supreme Court

It is believed that if the environment and forest department approves the four-lane project to be built in the state, then the work will start. Actually, NHAI has got a big relief from the Supreme Court.

All the big projects in Himachal, in which NHAI is working, do not require approval from the Supreme Court. The Supreme Court had given this big relief on the petition of NHAI last year.

NHAI had filed a petition in the Supreme Court for relief citing delay in the project. The Supreme Court has approved this.

There is a 300 year old temple of Mata Tauni Devi on the Hamirpur-Awahdevi National Highway in Himachal Pradesh. This temple is famous for its unique belief.

It is believed that Mata Tauni Devi ensconced here could not hear, that’s why whenever the devotees who come here ask for a vow, they bump the stones kept there.

Ancient Belief

There is a belief associated with Mata Tauni Devi Temple that 300 years ago the Mughals had captured Delhi. During this time the Mughals started torturing the Hindus. By taking off the sacred thread of Rajputs, they started converting their religion.

In such a situation, 12 brothers of the Chauhan dynasty had taken refuge in this hilly inaccessible area to protect their religion and family members. During this, their sister was also with them, who could not hear.

Coming here the head of the family planned to builda house on the center of Bakar Kunah and Pung Khad. When he laid the foundation stone of the building, there started a stream of blood.

When he told this to his family priest, the priest blamed the unmarried girl of the house for this. After listening to the priest, the women of the house accused the unmarried daughter of the house i.e. Tauni Devi.

On which Tauni Devi did severe penance at this place and disappeared on the 10th day of the month of Asadha. In her memory the brothers had established this temple here.

On the first floor, on one side there is a temple of Tauni Devi Mata, and on the other side there are Sai Baba, Baba Balaknath and Shani Dev temples. Large idols of Lord Shiva and Hanuman are also enshrined on the second floor of the temple.

There is a grand and beautiful park along with the temple. There is proper arrangement for the stay of devotees here. A large number of devotees reach here during Navratri and a feast (Bhandara) is also organized here.

How To Reach Mata Tauni Devi Temple

This temple is situated on the Hamirpur-Awahdevi National Highway. Devotees can reach this temple via Hamirpur. Tauni Devi Temple is about 13 kms from Hamirpur.

Hamirpur is connected by bus service to other major cities including Delhi, Amritsar, Dehradun, Haridwar, Ambala, Chandigarh.

The nearest railway station to Hamirpur is at Una, about 70 km away. The nearest airport to Hamirpur is the Gaggal Airport in Kangra, about 83 km away.

According to legend, during the battle of Ramayana, when Lakshmana was knocked unconscious by an arrow, at the request of Vaidya Sushen, Lord Rama asked his devotee Hanuman to bring Sanjivani Booti from the Himalayas to heal him.

When Hanuman was going to collect Sanjivani Booti, on the way he saw a sage meditating on a mountain.

To get information about Sanjivani, Hanuman descended on that mountain and met the “Yaksha” sage.

Having been guided by the sage Yaksha, Hanuman promised him to return to the Himalayas. But on the way Hanuman was challenged to a fight by the demon Kalnemi.

After defeating the demon in the war, Hanuman got Sanjivani but due to this delay, Hanuman could not go back to meet the “Yaksha” sage. When Hanuman did not return, the sage became worried.

So Hanuman himself appeared before the sage on the mountain. It is said that the sages installed an idol of Hanuman at the same place. Even today this idol is installed in the temple.

Later its name changed from Yaksha to Yak, Yak to Yaku, Yaku to Jakhu after the name of Yaksha Rishi.

At the place where Hanuman ji landed on the Jakhu mountain to rest and get the introduction of Sanjivani Booti, even today his footprints have been made of marble.

According to another legend, Hanuman rested at the Jakhu temple when he was going to collect Sanjivani Booti.

After resting for a while, leaving his companions here, Hanuman left alone to bring Sanjeevani Booti.

The notification that the Himachal government was waiting for from the Chhattisgarh Government on old pension has been released.

It has also become clear from this notification that old pension will be implemented from the year 2004 only in Himachal Pradesh.

It may be noted that on the formula of Chhattisgarh, Chief Minister Sukhwinder Singh Sukhu had decided to restore the old pension in the first cabinet meeting held on January 13, 2023.

An office memorandum has just been issued in this regard, while the notification of the Chhattisgarh Government and a response from the Central Government were awaited to issue the notification.

Chhattisgarh Chief Minister Bhupesh Baghel had prepared a strategy for the Congress in Himachal in the assembly elections. Taking lessons from the experience of Rajasthan, Chhattisgarh has issued a more favorable notification regarding old pension.

According to this notification, old pension has been kept optional in Chhattisgarh and all the employees appointed after April 1, 2022 will be directly taken in old pension and their GPF accounts will also be opened.

Earlier, the employees appointed from November 1, 2004 to March 31, 2022 will have to submit a notarized application form to the State Government, in which they will choose either Old Pension or NPS. The right to exercise the option will be given only once.

However, the Himachal government will have to decide from which date the facility to open GPF account is to be given here.

Such employees coming from NPS to OPS will have to deposit the entire amount of NPS contribution deposited by the State Government, amount withdrawn and dividend earned by the State Government.

These employees will be taken in old pension only after surrendering this money. The Government of Chhattisgarh has also said that in the event of retirement or death of the employees opting for the Old Pension Scheme due to the amount deposited in the NPS account from the PFRDA not coming into the account of the state government, the government grant deposited in their NPS account will also be deposited in the treasury.

This deposit will be kept in a separate fund under the Public Account for payment of future pensionary liabilities and an amount equal to 4% of the pensionary liabilities will be invested in the pension fund every year.

Chief Secretary Prabodh Saxena has given instructions to the Finance Department regarding the Standard Operating Procedure being prepared regarding old pension.

The Chief Secretary says that a letter has also been sent again to the Central Government and the reply is awaited. Earlier, the Central Government has refused to return the contribution of the Himachal Government.

Now it will be seen how the notification of Chhattisgarh fits in Himachal. Himachal government will also have to issue notification now. Here 1,36,000 employees are waiting for notification on Old Pension.

In such a situation, the ASER i.e. Annual Status of Education report has come out after four years regarding the impact on the mental and physical ability of the children, or the change in the ability to read and understand.

ASER is an annual survey that aims to provide reliable estimates of children’s enrollment and basic learning levels for each district and state in India.

According to the latest Annual Status of Education Report (ASER) released on Wednesday, Himachal Pradesh witnessed a decline in the level of education during the pandemic.

The report says that states like Chhattisgarh were ahead of Himachal Pradesh in opening educational institutions after the COVID-19 pandemic.

Himachal Pradesh had high math levels in previous years that fell during the pandemic, as evidenced by the fact that in 2012, 67.7% of eighth graders could do division, compared to 48.2% in 2022.

ASER Report himachal pradesh

According to the report, there were fewer students in Himachal Pradesh and Maharashtra who could do basic subtraction in 2022 as compared to 2018. Himachal’s figure was to fall from 42.4% in 2018 to 31.3% in 2022.

In Himachal, the number of 3 year-olds not enrolled in any school is set to increase from 6.6% in 2018 to 17.7% in 2022. The number of students enrolled in private schools decreased from 40.7% to 33.4%.

There has also been an increase in providing private tuition to children from classes 1 to 8. Private tuition is being giving to children studying in both government or non-government schools. The number of students (between Standard 2 and Class 8) taking tuitions increased from 7.3% to 9.7% in 2018-2022. The report observed a dip of 27 percentage points in the number of students of standard 3 who could read standard 2-level texts.

The percentage of Class 3 students who know at least ‘subtraction’ has also declined. That 42.4% of children could do division in 2012, compared to 31.3% in 2022.

Around 54.7% of Class 8 students in government schools could crack the split in 2018, which has come down to 48% in 2022, the report observed.

Overall, the learning levels of Himachal students in Classes 3, 5 and 8 declined from 8% to 20% across categories.

In terms of improvement in Himachal Pradesh, the number of children aged 6-14 years enrolled in government schools increased from 58.9% to 66.3%.

The number of children enrolled in primary and upper primary schools surveyed remained the same at about 83% between 2018 and 2022.

 

Datsheet of tenth-deposit two released, board’s final examinations will be held from March 11 to 31

No solution to this dispute could be found in the meeting, but after discussing with the Chief Minister, the Industries Minister assured about notifying the rate of freight. Industries Minister Harshvardhan Chouhan presided over the meeting organized with Truck Operators Union Barmana and Darlaghat and Cement Company Management.

After the meeting, the Industries Minister said that the aim of the state government is to build a consensus between the Truck Operators Union and the Cement Company Management, so that the cement plants can resume their operations smoothly.

He said that the government has expressed its displeasure with the company management and its owners and it is the priority of the government to make these plants operational at the earliest.

The episode has caused huge financial loss to the state government. Apart from this, truck operators are without work for more than a month. He said that people who are directly and indirectly associated with the company are struggling for their livelihood.

Demonstration going on in Darlaghat for 38 days

The dispute between cement plant and truck operators in Darlaghat regarding freight transportation is yet to be resolved. On the other hand, UltraTech Cement Management Baga has also written a letter to the state government saying that if the freight is not reduced, the cement plant Baga will also have to be closed.

Patients in private hospitals of district Una will not get treatment facility from Friday under the Ayushman Health Insurance Scheme of the Central Government and Him Care Health Scheme of Himachal Pradesh Government.

Indian Medical Association Una branch has expressed its inability to continue health facilities to patients under these schemes due to non-repayment of due funds of private hospitals under Ayushman and Himcare schemes to the state government.

Due to this, Ayushman and Himcare card holders in Una district may have to go through a lot of trouble. Along with this, patient welfare committees in government hospitals are also facing financial crunch due to non-release of reimbursement amount received under Ayushman and Himcare cards.

After the implementation of Ayushman and Himcare schemes in the district, the needy patients had largely become dependent on private hospitals for health services.

Ayushman and Himcare are the welfare schemes of the state government, the benefits of which are being availed by a large number of people, but the repayment of pending funds of private hospitals under this scheme is pending for a long time.

Under these circumstances, it is not possible for private hospitals to provide future treatment to patients under these schemes.

Therefore, as per the decision of the IMA, until the repayment of the previous bills is cleared, the health facilities to the patients under Ayushman and Himcare cards are being suspended in private hospitals.
