The Supreme Court has reserved its judgment in the Junior Office Assistant (JOA) IT recruitment case. Petitioner Ankita Thakur and others have challenged the decision of the Himachal High Court in the Supreme Court.

On the recruitment process of Junior Office Assistant Post Code 556, the High Court had ordered to make a revised merit list.

While the excluded candidates were waiting for the revised merit list to be prepared as per the decision of the High Court, the people working on the post of JOA IT had filed a petition in the Supreme Court. The Supreme Court had put a stay on the High Court’s result revision decision.

On December 31, the Himachal High Court, while disposing of the petitions filed regarding the recruitment of the posts of JOA, had ordered the Himachal Staff Selection Commission to fill all the posts announced under the advertisement of postcode 556 as per the recruitment done under postcode 447. Do and prepare the merit list again.

The High Court had also ordered the removal of the remaining posts of postcode 556 which were included in postcode 817.

After this decision of the High Court, the recruitment of the remaining 560 posts under postcode 556 is to be done from among the successful candidates under the advertisement dated October 18, 2016. In the year 2014, the government made recruitment and promotion rules to fill the posts of JOA.

On 13 February 2015 applications were invited to fill 1421 posts under post code 447. Some candidates had challenged these recruitments in court citing flaws in the recruitment rules made for these posts.

This year 87.33% of students have passed the CBSE Board 12th examination. This time there has been a decrease of 5.38 percent in the result.

CBSE 12th Result 2023 Declared

The pass percentage of the CBSE 12th Result for Trivandrum Zone has been 99.91%. On the other hand, the pass percentage of girls in this board exam has been 90.68% and that of boys has been 84.67%, which is 6.01% better.

On the other hand, in the CBSE Board 12th result, JNV topped in the school category, KV 92.1%. Here 1,12,836 students got more than 90 percent and 22,622 got more than 95 percent marks.

According to the data received, the pass percentage of CBSE 12th has dropped by 5.38 percentage points. A total of 16,96,349 students have appeared in the CBSE Board Class 12th examination. There are 115 subjects for class 12th.

This year, 38 lakh students appeared in the board examination of the Central Board of Secondary Education. After the 12th, now waiting for CBSE 10th result.

CBSE Result 2023 can also be checked on the official websites cbseresults.nic.in and digilocker.gov.in. After the CBSE 12th result, there is a possibility that the board may announce the CBSE 10th result today or tomorrow. The board has updated its result website, results.cbse.nic.in 2023.

Shimla: The Himachal government has banned the deputation of teachers in schools. Instructions have also been given to send 400 teachers appointed on deputation back to schools during the BJP government.

Education Minister Rohit Thakur said that Chief Minister Sukhwinder Singh Sukhu has clear instructions that teachers should not be sent on deputation to schools.

The Congress government has geared up to bring back 400 teachers who have been on deputation to schools for the past several years.

About 400 of these teachers, instead of teaching students in schools, are serving in schools adjacent to district headquarters including the Directorate of Education, Deputy Director’s Office, DIET.

Many government schools in the state are facing acute shortage of teachers. Despite this, there are such teachers who, instead of teaching the students, are engaged in doing clerical work in the offices.

Due to living in the district headquarters including the capital Shimla, these teachers have arranged for deputation.

The governments in power have been talking about sending these teachers to schools, but nothing has been done in this regard on the ground.

Shimla: For the honorarium of NTT teachers, the central government may soon issue a budget of 47 crores to Himachal for the financial year 2023-24.

State Project Director of the Holistic Education Department, Rajesh Sharma said that it is expected that the government will fill the posts of NTT this year.

In the last three years, 58 thousand children have enrolled in pre-primary classes in government schools of the state. In the previous BJP government too, rules were made regarding NTT recruitment.

The task of recruitment was entrusted to the Electronic Corporation, but in the meantime the code of conduct regarding the assembly elections was imposed, due to which these recruitments could not be done.

Relief can be found in NTT recruitment

Now the government wants to make recruitment under the rules so that it does not get embroiled in legal disputes. Around 4700 posts of NTT teachers are to be recruited in schools.

For the last three years, this recruitment process is under the consideration of the government. The central government will bear the expenditure on teachers’ salaries.

This budget is being issued since three years, but it lapses due to non-recruitment. The state government wants these recruitments to happen soon. For this, efforts have been intensified at the government level.

Education Minister Rohit Thakur met several officials including the Secretary of the National Council of Teacher Education i.e. NCTE in Delhi last day, while on Wednesday he also met the Union Education Minister. He has raised the demand that Himachal be given relaxation in the rules.

The Center has given conditional consent for conducting the bridge course. SSA’s State Project Director Rajesh Sharma said that last year’s budget could not be spent. Efforts are being made for the recruitment to be done soon this year.

Nari Samman Yojana: 2.31 lakh women of Himachal Pradesh will start getting Rs 1,500 per month from June. The Department of Empowerment of Scheduled Castes, Other Backward Classes, Minorities, and Specially Abled has submitted the proposal to the government after amending the rules.

Now soon a notification will be issued in this regard. In the first phase in the state, Rs 1,500 will be given to women taking pension of Rs 1,000 and Rs 1,150. Other eligible women in the age group of 18 to 59 years will be included in the scheme in a phased manner.

2.31 lakh women of Himachal will get Rs 1,500 from June

The condition of bringing an income certificate from Gram Panchayat has also been removed. At present, widows, single, abandoned, disabled, and leprosy women are getting a monthly pension of Rs 1,000 and Rs 1,150.

The age of some women is also more than 60 years under Divyang Pension. In the first phase, the government has made a budget provision of 416 crores to pay the amount  under this scheme. On the other hand, the department has prepared a proposal and sent it to the government to give Rs 1,500 to the women of Spiti.

Traffic closed till May 20 on Kiratpur-Nerchowk Fourlane

Through the MoU signed, the state government and OIL will cooperate in the exploitation and development of new and renewable energy resources including CBG. Large areas of Kangra, Una, and Hamirpur districts of the state are covered with pine forests.

Recently pine leaves can be converted into CBG, a sustainable resource of energy. This will reduce dependence on fossil fuels. Production of biogas from pine can prove to be a good source of employment for people living in rural areas.

Chief Minister Sukhwinder Singh Sukhu said that the State Energy Department would soon send leaf samples to the HP Green Research Development Center in Bangalore to test the feasibility of producing CBG from pine husks.

After getting positive results, this will pave the way for production from sustainable energy sources in place of traditional fossil fuels and the economy of the people will also be strengthened. He said it could be used as a renewable automotive fuel.

Due to snowfall in the peaks, a drop in the temperature of the state has been registered.

History

The temple was constructed by prince Lakshmana Varman, son of Salavahana Varman in 11th century CE. A joint copper plate grant of Soma Varman and Asata Varman, belonging to the Hari Rai and Champavati temples records the grant of lands to three temples, one of the temple is dedicated to Hari, founded by Lakshmana Varman.

The shrine dedicated to Hari mentioned in the grant might be the present Hari Rai Temple. This grant was issued during the first regnal year of Asata Varman (1080-1105 CE), the brother and successor of Soma Varman. This temple is protected as monuments of national importance by the central Archaeological Survey of India.

Shimla: Horticulture Minister Jagat Singh Negi said that the state government is planning to use state-of-the-art technology to grow high-quality and productive plants in the horticulture sector.

To fulfill this objective, a delegation led by the Horticulture Minister is on a six-day foreign tour to Australia under the HP Shiva Project funded by the Asian Development Bank.

Chief Parliamentary Secretary Mohan Lal Brakta, Director Horticulture Sandeep Kadam, and two other technical officers are included in the delegation. He said that lakhs of fruit trees are planted in Himachal Pradesh every year.

Most of these plants are prepared in the traditional way and many plants are also brought from other states.

There are possibilities of various diseases etc. in the plants prepared by traditional method and the gardeners have to suffer many times in this.

The Horticulture Minister informed that emphasis is being laid on adopting new techniques to deal with this problem and improve the horticulture sector.

The team will observe and study the modern techniques of screening, testing, cleaning, and maintenance, etc. being adopted in the field of plant health management in Australia during their visit.

In addition to holding discussions with the Chief Plant Health Officer of the State of Victoria, the team will visit the laboratories of the Strawberry Industry Certification Authority and the Elizabethan Institute of Agriculture in Sydney, and discuss modern techniques through the Nursery Registration Program, visiting state-of-the-art fruit nurseries. He said that this tour would help in bringing the technology adopted in Australia to Himachal Pradesh.

100 Kilometers of Roads will be Built with 250 Crores in Hamirpur

An amount of Rs 250 crore will be spent on the construction and strengthening of 100 km of roads under the Public Works Department Hamirpur. For the construction and strengthening of these roads, a DPR has been prepared and sent to the Government of India.

Crores of rupees will be spent on these roads under Pradhan Mantri Gramin Sadak Yojana. After getting the approval, the department will start the work of construction and strengthening of roads.

Not only this, preparations have also been made to make a DPR for the construction of road from Rangas to Badsar under the Central Road Fund. This road will be constructed from Rangas to Badsar and from Badsar to Baghchal Brij.

This route will touch Fornell at Jhanduta. The formalities of the process of construction of this road of about 72 km have been started. The DPR for this 72-kilometer road has been prepared.

After preparing the DPR, the upcoming process is being completed. After getting permission from the government, an amount of Rs 300 crore will be spent on this route.

Apparently, being the home district of the Chief Minister, instructions have been given to construct a road from Rangas to Badsar and from Badsar to Baghchal Brij. This road will be constructed from the Central Road Fund.

This route will be of about 72 kilometers and an amount of Rs 300 crore will be spent on it. Overall, a network of roads will be laid in Hamirpur with crores of rupees.

With the expenditure of crores on roads, where the number of roads will increase, there will be better facility of transportation.

According to the department, the DPR of the roads has been prepared in a planned manner. Work will be started in a phased manner as per the instructions.

At the same time, the proposal for the tunnel to be made from Dhaneta to Bangana has also been sent to the government.

After getting permission for the proposal, the tunnel will be constructed from here. The plan of tunnel from Dhaneta to Bangana has already been proposed by the Public Works Department.

State President of NPS Employees Federation Pradeep Thakur said that the old pension was discontinued on May 15, 2003.

It has been decided to give old pension to employees up to May 14, 2023. The only terms and conditions have been fixed for these employees, which were fixed for the Old Pension Employees implemented before May 15, 2003.

He said that it has been decided to give 50 percent basic and DA to retired employees, while retiring employees can take 40 percent pension advance for 12 years.

By May 14, a decision has been taken to give old pension to employees. He said that employees who are exempting from less than ten years of service, will be interacted with the state government to get the benefit of OPS.
