Public Service Commission Changed the Pattern of Class 3 Recruitment

Himachal Pradesh Public Service Commission has now started the process for the recruitment of class three, in which new rules have been set for the recruitment of class three.

The first change has been made in this that now there will be two exams even in class three recruitments. In this, the exam will be given on the basis of Multiple Choice Question ie MCQ in the written test.

The second exam will be SAT i.e. Subject Aptitude Test, for which 120 marks have been kept. This exam will be based on the merit of the previous exam. That is, SAT will be held only if there is merit in the MCQ exam.

According to the new rules, MCQs will have five options for a question instead of four, in which the fifth option will be none of these.

In this, it has been decided that all the candidates participating in the examination will have to fill the circle on the fifth option if they do not know the answer to any of the four questions.

Negative marking if not tick in MCQ, Public Service Commission changed the pattern of Class 3 recruitment

That is, the candidates do not have the option that if they do not know the answer to the question, then they should leave that question blank.

Doing so will result in negative marking in the paper. The rule so far in any written examination is that four options are given to the candidates in MCQs.

Along with this, there is negative marking only for wrong answers, but for the first time this change has been made in class three recruitments that instead of 4, 5 options will be given in it.

If the candidate is not satisfied with any of the four answers, then he/she has to fill the fifth option. Although there is no such arrangement in any other type of examination including UPSC, but the Public Service Commission has adopted this procedure for the first time.

It may be noted that after the dissolution of the Hamirpur Staff Selection Commission, the entire responsibility of recruitment has now been given to the Public Service Commission.

In this, first there is to be a written examination for the recruitment of conductor, whose advertisement has also been issued. In this, the process of recruitment has been started for a total of 380 posts.

In such a situation, now this new rule has been made for the candidates. After this, the Public Service Commission will start recruitment for other posts as soon as possible.

In this, the candidates who have applied earlier from Hamirpur Selection Commission will not have to pay the fees again. For this, the old fee slip will have to be shown to the students, only after that they will be given fee exemption.

Recruitment of teachers will be done through batchwise recruitment in these schools of Himachal

Cabinet will take decision on JOA 817

JBT, Kala and Shastri teachers in Himachal Pradesh will be appointed through batchwise recruitment in such schools where there is no regular teacher or schools are running with the support of one teacher.

Talking to reporters at the State Secretariat, Education Minister Rohit Thakur said that there are no regular teachers in 455 schools of the state. 3148 schools are supported by a single teacher.

In these schools, on the basis of priority, teachers selected through batchwise medium will be appointed. The process of filling 269 vacant posts of principals through promotion will start after May 6.

Recruitment of 2900 teachers will be proposed in the next cabinet meeting

The Education Minister said that the recruitment of 2900 teachers in the Elementary Education Department will be proposed in the next cabinet meeting. The posts of teachers of different categories will be filled through direct recruitment.

HRTC Drivers Union Announced, will not do night Overtime if Advance is not Received by May 6

In such a situation, if HRTC drivers and conductors do not do night overtime, then the night services of HRTC may be stopped.

During the press conference held on Wednesday in Shimla, HRTC Drivers Union President Mansingh Thakur said that HRTC Drivers Union had given advance notice to HRTC Management on 10th April.

Mansingh Thakur says that the amount of night overtime for 41 months is payable to the drivers and conductors of HRTC. This amount is around Rs 65 crore.

With the inclusion of small projects of the state in the Centre’s Solar Park scheme, Himachal will start getting a budget for preparing DPR and preparing basic infrastructure.

At present, the cost of preparing DPR is Rs 7 to 8 lakh per MW. Power Corporation has to spend a lot of money to prepare DPR for 20 to 50 MW solar projects.

NABARD Projects of Brightening the Rural Roads Worth Rs114 Crores will be on the ground soon

A big campaign for the development of rural roads is about to start in the state. The Public Works Department has completed the process of tendering the approved project in the last week of March. The department is going to launch these projects soon.

Work on 25 projects approved by NABARD will start soon. These projects worth Rs 114.15 crore will benefit those rural areas, where the condition of roads was poor or where roads have not yet reached.

After the approval of the state government, the Public Works Department had sent these projects to the NABARD headquarters at the beginning of the year for approval. More than 150 km long roads are to be constructed in these projects.

The special thing is that the budget will be spent on these projects of NABARD with a difference of 90-10. That is, only 10 percent of the total 114.15 crore rupees will remain with the state government.

Even after the approval of these projects, the Public Works Department has sent the proposals for the upcoming projects with the approval of the State Government.

Even though the work on these projects is starting in the month of April, the approval of all 25 projects was received on March 28 and they have been included in the budget of the last financial year.

At present, the necessary formalities related to all the 25 projects have been completed by the Public Works Department and now the work will be started after tendering these projects.

Public Works Department Minister Vikramaditya Singh has also made it clear that no shortage of funds will be allowed to come in the way of the state’s development. The projects have been sent to the Central Government and there is a possibility of getting approval soon.

On the other hand, Chief Engineer of Public Works Department Ajay Gupta said that projects are being sent regularly to NABARD and PMGSY for approval. 25 projects have been approved in NABARD.

According to the information, the provision of the budget for the construction of the heliport is with the government, and in such a situation, this heliport will soon be available to the people.

After the formation of the new government in the state, during the visit of Chief Minister Sukhwinder Singh Sukhu to Palampur on March 8, along with providing all the information in this context, the land available with the Agricultural University and the correspondence being done with the tourism department regarding this scheme was also told about.

Chief Minister Sukhwinder Sukhu said that Kangra is being developed as the tourism capital of the state and efforts are being made to further strengthen the infrastructure to promote tourism in the district.

He said that the work of expansion of Kangra airport is in progress and the length of runway will be increased from 1372 meters to 3010 meters so that bigger aircraft can also land here.

He said that the development of tourism facilities is expected to increase tourist traffic and generate more employment opportunities for the youth.

CBSE Result Marksheet will be available in DigiLocker like previous years this year also. It is believed that after the declaration of CBSE 12th result, the 10th result will be released.

Heavy rains in Shimla after 17 years and the maximum temperature in April was the lowest in 10 years

Shimla: In Himachal Pradesh, it rained for the second time in the last 20 years in April. After 17 years, Shimla received the highest rainfall in 24 hours, while the maximum mercury in April was recorded as the lowest in 10 years.

From April 1 to 30 this year, the state received 63 percent more rainfall than normal. Earlier, in the year 2021, 70 and 50 percent more rains were recorded in 2019.

Shimla received 54 mm of rain on Saturday night and Sunday. Earlier in the year 2006, there was 56 mm of rain. On Sunday, Shimla received heavy hailstorm along with light rain.

In the afternoon there was darkness in the city for some time. The second highest rainfall in 24 hours in Shimla from 2007 to 2022 was 52 mm in the year 2017.

Himachal Weather Heavy rains in Shimla after 17 years

Whereas, most of the days of April were spent in cold weather this year. In the capital Shimla, on April 17 this year, the maximum temperature was recorded at 25.9 degrees. Earlier it used to go above 28 degrees. This was the highest mercury recorded in April this year.

On other days, the maximum temperature remained below 20 degrees on average. This year, the record maximum temperature of 25.9 degrees Celsius was the lowest in April in the last ten years.

Earlier in the year 2013, the highest maximum temperature was recorded at 23.9 degree during April.

From 2014 to 2022, the maximum mercury remained above 26 degrees. This time in the plain districts of Una, Bilaspur, Hamirpur, and Kangra, the maximum temperature did not even reach 40 degrees. The maximum temperature in Una हद reached 43 degrees last year.

In most of the high altitude areas including the capital Shimla, jackets and sweaters have to be worn to protect against the cold.

Due to the cold, dozens of patients suffering from cold and fever are reaching the hospitals daily for treatment.

During April last year, there was 89 percent less rainfall than normal. This was the least rainfall recorded in the last 19 years.

Clouds rained more than normal in all districts in April – Himachal Pradesh received 63 percent more rain than normal in April this year. It rained more than normal in all the districts of the state. During this period, 64 mm of rain has been considered normal. In April this year, it received 104.1 mm of rain.

Shimla:Toll tax collection will start on the Kiratpur-Nerchowk four-lane from June and the drivers will also have to lose their pockets.

Vehicles will be able to go ahead on the four-lane only after paying the toll in Moda, Punjab. After this, there will be another toll plaza at Baloh on the border of Mandi and Bilaspur.

There will be a facility to make digital and cash payments on tolls. The work of both the toll plazas on the four-lane is almost complete. These toll plazas will be of seven lanes.

Five lanes will have the facility of fast tag and cash payment, while two lanes will be for emergency vehicles and toll-exempt vehicles. Equipment, CCTV cameras, etc. have been installed at the toll plaza.

NHAI will tender from Delhi itself to collect tax on toll. After this, the rates of toll tax will also be fixed. Its process has also started.

Most importantly, the vehicles going from Shimla to Hamirpur will not have to pay any toll on this four-lane.

Vehicles going from Shimla towards Hamirpur will use four-lane from Nauni to Bhaged. No toll barrier is being installed in a stretch of about 15 km.

On the other hand, Varun Chari, director of the Kiratpur-Nerchowk four-lane, said that preparations are on to start both the toll plazas on the four-lane in June.

NHAI will tender it from Delhi. The work of both the plazas has been completed.

Rain and landslides are creating obstacles in construction work

Kiratpur-Nerchowk has been announced to be opened for traffic by May 15. But the incessant rains are becoming a hindrance in the ongoing work between Zakatkhana and Garamora.

A major landslide has happened recently near Tunnel No-2 Baghchhal. On this part, the work of laying coal tar on four-lane and construction of bridge is going on.

According to director Varun Chari, if it continues to rain like this, there may be a delay in starting traffic completely on the four-lane.

Shimla: A great brainstorming session is now taking place in Delhi on big Centre-based schemes. The Central Government has to approve the huge package of Pradhan Mantri Gram Sadak Yojana for Himachal. In this episode, the officials of the Public Works Department are exploring the possibilities of PMGSY.

In Himachal, the State Government has sent the DPR of the second phase of PMGSY to the Centre. A budget of 2813 crore has been proposed in this DPR. In this DPR, the Public Works Department has set a target of renovating about 2700 km of roads.

Himachal has got the approval of Rs 440 crore in the first installment. Now the roads which have been included in the second DPR are being discussed continuously between the state and the central government. After completing the formalities, now the proposal has been sent to the state.

Discussion in Delhi regarding the roads of the state

In fact, Chief Minister Sukhwinder Singh Sukhu and Public Works Department Minister Vikramaditya Singh have also met in view of the approval of the state government’s PMGSY. The Central Government has tightened the process of approval of PMGSY.

The GIS reports and photos from there have to be sent to the Central Government. After this, the Central Government officials decide whether the road will be sanctioned in PMGSY or not. The state government has selected roads from all the blocks across the state for PMGSY.

For this year, about 3100 km of roads have come on the part of the state. Out of these, approval has already been given for 400 km and now efforts are being made for 2700 km.

If approved, the Government of India will spend 90 percent

With the consent of the State Government, the Public Works Department has prepared the DPR on the basis of past experiences. In such a situation, it is expected that the proposed DPR from Himachal will also be approved in the coming days.

If the Central Government approves the restoration of these roads, then the Government of India will meet 90 percent of the expenditure.

Himachal will have to spend only ten percent. This is the reason why the state government has put all its strength in achieving the huge budget.

Land Acquisition for Gaggal airport will Start Soon

After this, the complete design of the airport will be prepared by taking out its length and width from the Kangra airport strip to the construction of a bridge over Manjhi Khad. Meanwhile, as soon as all the formalities are completed, the work on the ground will also start.

The work of Kangra Airport, which is considered important from the point of view of security and tourism, will soon be seen coming out of the paper process. The drone survey of the new addition area including the existing infrastructure of the airport has been done point by point.

Now its complete detail report will be prepared and sent to the government. After this, the work of land acquisition will start and work on the process of all aspects from the bridge to be built on Manjhi Khad in the newly included area will also be carried out.
