Giving a big statement, the CM said that the Himachal government is not going to recruit temporary teachers anywhere.

He said that I read through newspapers this morning that the government is going to make appointments of teachers through the Director of Education, Deputy Director.

The CM clarified that the government has no intention of making any backdoor appointments.

The committee formed regarding the recruitment has only been told that wherever the posts of teachers are vacant, their information should be gathered.

The CM said that whatever appointments will be made, they will be done through the Public Service Commission.

The confusion being spread by the media regarding temporary recruitment, the government has no policy regarding it.

The government believes in transparency and whenever there will be recruitment on vacant posts, it will be done with complete transparency. Whatever has come in the newspapers is definitely wrong.

Lord Elgin died in 1863 on his way to Dharamshala and was buried at St John’s Church-in-the-Wilderness in Forsythganj. Forsythganj was named after a Divisional Commissioner.

Experts will give opinion on Kangra Airport expansion; Formation of special group, report sought in two months on land acquisition

Dharamshala-Chandigarh air service start from 22nd September

Chief Minister Sukhwinder Singh Sukhu’s government has taken a step ahead for the expansion of Kangra Gaggal Airport. After getting the report of the Social Impact Assessment, the state government has now formed an export group in this regard.

This expert group will submit its report to the government in the next two months before the land acquisition begins. According to the notification issued by Principal Secretary Tourism Devesh Kumar, a total of seven members have been included in the expert group.

In this, two social scientists are from Central University, Dharamshala. These include Professor Vishal Sood of the Education Department and Dr. Shashi Poonam, Associate Professor of the Social Worker Department.

The head of Gagal Panchayat and the head of Rachiyalu Panchayat will be the members of the expert group. Two rehabilitation experts have also been included in this.

Both of them are officers of the Himachal Pradesh Administrative Service. These include Deputy Commissioner R&R Raja Ka Talab Sanjay Dhiman and Joint Secretary Revenue Balwan Chand.

Significantly, the length of Gaggal Airport is being increased from 1900 meters to 3100 meters. Only then big ships will be able to land here.

At present, due to the small airstrip, only 90-seater aircraft can land here with a load penalty. The state government will spend about 4000 crores on the expansion of this airport. It is a brownfield category airport.

Waiting for decision on Mandi airport

During the previous BJP government, the then Chief Minister Jairam Thakur had decided to build an airport at Balh in Mandi. It is a Greenfield category airport, in which the state has to bear all the expenses.

The government has also received the report of the Social Impact Assessment for this proposed airport, but an expert group has not yet been formed regarding this airport.

However, the tourism department has taken the recommendation of names for the expert group from the district administration Mandi.

However, he took samadhi in the year 1983, but the construction work of the temple did not stop, instead, the temple management committee started looking after its work.

It took about 39 years for the Jatoli Shiva temple to be completely ready. This is the reason why it took more than three decades to build it.

After Swami Krishnananda took Samadhi, the temple management committee continued the construction of the temple. Recently an 11 feet tall golden urn has been offered in the temple. Due to this the height of the temple reached about 122 feet.

JBT-Shastri Cabinet discusses batchwise recruitment

The formula for teacher recruitment in Himachal is almost fixed. The government is going to fill the vacant posts in remote areas of the state.

For this, brainstorming took place in the cabinet sub-committee meeting on Tuesday and according to the formula that has been worked out, teachers will be recruited temporarily, which will be for two or three years or till the regular recruitment is done.

This recruitment will be completely different from PTA, SMC, and Vidya Upasak recruitment formula.

R & P rules will be followed in temporary teacher recruitment, in which all rules including reservation will be followed.

However, it has not been finalized yet, as a meeting of the cabinet sub-committee has been called again on Thursday, in which the temporary teacher recruitment formula will be finalized.

After this, the matter will go to the cabinet meeting, after which approval will be sought from the Finance Ministry.

On Tuesday, a meeting was held on the matter of recruitment of Cabinet Sub Committee Chairman and Industries Minister Harsh Bardhan Chauhan, Revenue Minister Jagat Singh Negi, Education Minister Rohit Thakur, Secretary Education, and Secretary Law, in which many issues were discussed.

After the meeting, Minister Harshvardhan Chauhan told in a press conference that the government’s focus is on the future of the children.

It has been observed that there are no teachers in remote areas. Since the new session has started, it is very important to fill the vacant posts in the schools.

Due to this, work is being done on teacher recruitment under the new formula, which will be finalized in the sub-committee meeting to be held on Thursday.

Recruitment will be like this

After finalizing the new formula, JBT, TGT, C&V, Lecturer and College Cadre will be recruited. In this, the recruitment of JBT, TGT, C & V will be done at the district level, which will be done by the deputy director.

R&P rules will be followed in the recruitment, taking into account the merit of the candidate’s 10th, 12th, Graduation, JBT, B.Ed. Along with this, the reservation will also be seen.

There will be no viva for recruitment i.e. personal interviews will not be taken. After the completion of the process, teachers in hard areas will be posted for two or three years. Lecturers will be recruited through Direct Education.

How much will be the salary

A decision has not yet been taken on how much salary and what facilities will be provided to the teachers hired temporarily by the government. The salary will be decided by the cabinet.

The government has asked for the details of the vacant posts running since the last one year i.e. April 2022, whose figures will be revealed in the meeting of the sub-committee to be held on Thursday.

11 medicines made in HP are substandard, action against ten companies of Central Drugs Standard Control Organization

Strict cognizance on production of substandard medicines in Himachal

In the investigation of the Central Drug Standard Control Organization, 11 types of medicines manufactured in ten industries of Himachal Pradesh and toothpaste of a well-known company have been found to be sub-standard.

Apart from this, 35 medicines manufactured in the pharmaceutical industries of other states of the country have also failed to meet the quality standards.

Medicines manufactured in Himachal Pradesh which have been found to be sub-standard include medicines and injections for the treatment of diabetes, arthritis, vitamin syrup, stomach infection, bacterial infection, and hypertension.

The 11 medicines found to be sub-standard were manufactured at the pharmaceutical industries located at Nalagarh, Baddi, Barotiwala and Gagret, while the toothpaste was manufactured at the unit located at Baddi.

Apart from this, medicines manufactured in the pharmaceutical industries of Jammu, Bangalore, Uttarakhand, Sikkim, Maharashtra, Telangana, Delhi, Haryana, Gujarat and Uttar Pradesh have also failed in the investigation of CDSCO.

On the basis of the drug alert issued by the CDSCO, the State Drug Controller has issued notices to the concerned companies and summoned their response, besides directing the Assistant Drug Controllers of the concerned areas to visit the industries and submit the reports.

Let us tell you that the Central Drugs Standard Control Organization had collected samples of 1497 medicines from different states of the country in the month of March, out of which 48 medicines were found to be sub-standard, while 1449 medicines were found to be correct on the quality scale. -hdm

Even a Toothpaste Failed

In the drug alert for the month of March, 11 medicines manufactured in ten industries of Himachal, including two different batches of one medicine of one company and two different medicines of one pharmaceutical company, have also been found sub-standard in the investigation.

While the toothpaste of a well-known company has also turned out to be sub-standard on the scale of quality.

Action will be Taken Soon

State Drug Controller Navneet Marwah said that show-cause notices have been issued to all the concerned pharmaceutical companies involved in the drug alert issued by CDSCO.

Apart from this, a detailed report has also been called from the Assistant Drug Controllers, whose medicines of pharmaceutical companies are repeatedly being found to be sub-standard.

10th-12th Students will be Able to Appear for PAT LEET Exam

Eight and 12 days are left to apply for the Polytechnic Admission Test (PAT) and Lateral Entry Entrance Test (LEET) to be conducted by the Himachal Pradesh Board of Technical Education in May.

Students have to apply before the last date. In this examination, students of classes 10th and 10+2 will also be able to participate in the examinations.

The minimum educational qualification for the polytechnic entrance exam is 10th and for LEET, the qualifications are 10+2, 10, and ITI.

Apart from this, the students who have appeared in the 10+2 and 10th class will also be able to take part in the entrance test. Those students will have to keep their academic documents in front of the counseling committee during the counseling.

10th-12th students will also be able to appear for PAT LEET exam

The last date to apply for the PAT entrance exam has been fixed as May 2 and that for LEET is May 6. The PAT exam is going to be held on May 21, while the LEET exam will be held on May 28.

On the other hand, Technical Education Board Dharamshala Secretary RK Sharma said that about 3200 seats for first-year Diploma Engineering (PAT-2023) and about 978 seats for second-year Diploma Engineering (Leet-2023) are to be filled in government and private polytechnic institutes.

For this, so far about three thousand candidates have applied online on the board’s website. Many candidates are  yet  to submit their online fees.

They have been informed by the board that the candidates should deposit their fees before the prescribed last dates, otherwise, their registration will be treated as canceled.

RK Sharma, Secretary, of the Board of Technical Education told that interested students should apply before the last date of the examination.

This train will leave Kalka at 01:05 pm and reach Shimla at 07:30 pm. Will leave Shimla for Kalka at 9:20 am, and will reach Kalka at 3:50 pm.

Only 200 people board this train. On the other hand, about 500 people from the plains reach Shimla every day by train. Including foreigners.

In such a situation, to travel in this train, tourists will have to take tickets on time at the counter.

Tourists will get relief from Jam

The purpose of setting up the holiday special train is that the tourists can get rid of the frequent jams on the roads. At the same time, tourists from the plains also prefer to come to Shimla by train.

Kanthlighat to Shakral NH Work Started, Decision on Four-Laning of 7 more Highways still Pending

Another Four-lane National Highway work has started in Himachal. A target has been set to complete the construction on the Kalka-Shimla NH between Kanthlighat to Shakral in two and a half years, but there are still seven national highways that are pending a decision to convert them into four lanes.

One part of this is between Shakral to Dhalli, which is the last project of the Kalka-Shimla National Highway. It is yet to get forest clearance.

About 11 kilometers of National Highway is to be constructed from Shakral to Dhalli and the special thing is that it is also proposed to construct a big bridge and a tunnel just below the Sanjauli market. This tunnel will be about one kilometer long.

Four-lane National Highway

Rs 2070 crore is to be spent on this entire project. Apart from this, the approval of the four-laning of Shimla-Mataur, two-laning of Mandi-Pathankot, and one-lane from Shakral to Dhalli is still awaited.

In fact, Chief Minister Sukhwinder Singh Sukhu has deployed additional officers in matters of forest clearance. These officers of the Forest Department are playing their role in speeding up the cases of forest clearance.

NHAI regional officer Abdul Basit has said that with the help of the state government, the work of converting the national highway into four lanes has picked up the pace.

The 207-meter-long tunnel will be built in Kandaghat

The tunnel at Kandaghat on the Kalka-Shimla National Highway will be 207 meters longer. Earlier this length was 460 meters. It has now been increased to 667 meters. 75 percent work on this tunnel has been completed.

Earlier it was said that there was a problem due to the water tank coming in the way of the tunnel, but NHAI has now cleared the whole situation and has also talked about completing the construction of the tunnel on time.

Kiratpur-Nerchowk NH will be completed by May 15

The work of the Kiratpur-Nerchowk National Highway is almost complete and it is going to be inaugurated soon. People will now take less time to reach Manali from Chandigarh. Along with this, the inflow of tourists will also increase.

It is said to complete the construction by May 15. The distance from Kiratpur to Nerchowk will be reduced by about 37 km. Earlier this distance was 114 km. More than 36 thousand saplings will also be planted along the entire route.

This bridge on the way to Shimla is present at 64.76 km. The four-storeyed bridge built in arch style has 34 arches.

For the last three decades, the survey and tender process of the Jalodi tunnel buried in the files was canceled many times, due to which the people of 70 panchayats had to bear the brunt, but this time the way for the construction of the tunnel has been cleared.

Four major companies of the country competed in the tender process conducted by the Union Ministry of Surface Transport, in which the Altinouk company has received the award letter for tunnel construction.

He said that the repair and maintenance of the tunnel will be under this company for ten years, while the survey of this five-kilometer-long underground tunnel was done by geologists through helicopter.

He said that the route of this tunnel will be diverted from Hidab Sajwad to Khanag and will enter Kandhugad of Ani area after cutting through the snowy hills of Jalodi Jot.

Significantly, due to the construction of this tunnel being built at an altitude of 10800 feet, thousands of people of about 70 panchayats of Ani will not have to face any problems even in winter while the journey to Kullu Manali will be closer than Shimla.

The construction of the said tunnel is also important from a strategic point of view. No subsidy on the solar project, now financial assistance will be available, CM’s big announcement on solar power project

Financial assistance to the project setup will be up to 40 percent of the total cost. That is, the estimated cost of a one-megawatt project to be built in 15 bighas is about four crore rupees.

Out of this, the state government will provide financial assistance of about one crore 40 lakh rupees. Although earlier talk of a 40 percent subsidy was being talked about.

The Chief Minister had also announced during the budget that the state government would provide subsidy on project construction but has now converted it into financial assistance.

No subsidy on the solar project, CM's big announcement on solar power project

The special thing is that the government can provide financial help for all the projects from 100 kW to 2 MW in the coming days.

The power generated from these projects will be purchased through public transmission and will be supplied further at a fixed price.

If we understand the initial plan of the government, then in four to five years the projects will become completely debt free by the sale of electricity.

The state government has currently fixed the price of electricity generated from solar energy at Rs 3.76.

The government’s contract in these projects will be for 25 years and after the completion of 25 years, 30 percent of revenue will have to be given to the state.

Chief Minister Sukhwinder Singh Sukhu has said that the state government had announced this in the budget.

Contract Service should be Counted in Old Pension, High Court Ruled, give Benefit to Petitioner in Six weeks

The High Court has given an important decision in the matter of counting contract service for pension. A division bench of Acting Chief Justice Sabina and Justice Satyen Vaidya ordered the contract service to be counted for the old pension.

The Bench clarified that the service eligibility of an employee starts from the date he joins the charge whether the appointment is temporary or permanent.

The contract service is liable to be counted for the purpose of applicability of the CCS (Pension) Rules, 1972. The court gave this decision while accepting the petition of Dr. Umesh Kumar.

The court quashed the government’s decision of October 18, 2021, under which it was decided not to give pension benefits to the petitioner.

Contract service to be counted in old pension, High Court ruled

The petitioner contended before the court that he was appointed as a doctor on January 31, 1997 on a contract basis. His services were regularized in the year 2007.

It was argued that the government did not regularize his services for ten years while giving him all the service allowances of a permanent employee.

In the year 2010, the Department ordered the petitioner and the parallel employees to become participants of the New Pension Scheme (Contributory Pension Scheme).

The petitioner and others challenged this decision before the High Court. By passing an interim order, the court had stayed these orders and later on November 30, 2010, while giving the verdict, ordered them to be given the benefit of old pension.

The petitioner had retired on 31st December 2020. Thereafter, the department refused to give him the benefit of old pension.

After perusing the record related to the case, the court said in its decision that the petitioner is entitled to old pension. The court has ordered the department to give all the service benefits within six weeks.

Along with the forecast of the Meteorological Department, there has been heavy rain in the lower areas including snowfall in the high-altitude areas of the tribal area district Kinnaur.

On Wednesday, all other peaks including the Great Himalayan mountain range in Kinnaur were covered with a white sheet of snow. Snowfall has also fallen in many areas like tourist places Chitkul, Asrang, Hango, and Nako.

Due to intermittent rains in Kinnaur since Tuesday evening, an increase in the water level of most of the rivers and drains was also observed. The Kinnaur administration has already issued an advisory instructing people not to go out of their houses unnecessarily.

Due to this change in the weather in Kinnaur district, NH 5 was closed for a few hours on Wednesday morning due to Lhasa falling on NH 5 at Pagal Nala near Kasthal.

Junior Engineer Satish Joshi said that the road was blocked for about half an hour after coming to Lhasa in Pagal Nala, which has been restored.
