The budget session of the Himachal Vidhansabha is starting on Tuesday, March 14, for which Assembly Speaker Kuldeep Singh Pathania will also hold an all-party meeting on Monday.

This is the second session of the Congress government formed three months ago, while this will be the first budget for Chief Minister Sukhwinder Singh Sukhu.

On the pretext of this session, the government has a chance to bring on record the works done within 100 days.

Though pension rules and SOP are yet to be notified in this regard, promises like Rs 1500 to every woman, 100000 government jobs, and 300 units of free electricity are yet to be fulfilled.

In these three months, the Congress government has decided to close the government offices opened by the previous Jairam government from April to November. Just before the budget session, 19-degree colleges were denotified.

The process of closing about 300 schools has started. BJP is already protesting against this in all the districts. Now in the next phase, this protest will be expressed within the assembly.

During the budget session itself, there can be a deadlock between the two sides on this issue. Because of this, the BJP can also take a decision to surround the assembly during the session itself.

Budget Session Schedule Released

The budget session of the assembly will run from March 14 to April 6 and 18 meetings have been proposed in it.

As per the pre-decided schedule, on the first day, there will be a condolence proposal on the demise of former Karsog MLA Mansaram.

Chief Minister Sukhwinder Singh Sukhu will present the budget on March 17 and there will be a holiday on March 18 and 19. The budget will be discussed from March 20 to March 23 and the demands for grants will be discussed on March 27.

The budget will be passed on March 29. So far, about 800 questions have come for the budget session. Some bills from the government side will also be passed in this budget session.

MLA will Make a Strategy Today

The ruling Congress and the opposition BJP will hold their Legislature Party meetings on Monday evening itself and a strategy will be chalked out for the budget session.

The opposition party BJP is also angry with the statements of Assembly Speaker Kuldeep Singh Pathania.

Pathania’s statement was hit back by former Assembly Speaker and BJP MLA Vipin Singh Parmar and Parmar was warned by Pathania.

Just Before the Budget Session, the Government Denotified 19 New Degree Colleges, 4 Institutes of Kangra

Following the cabinet decision, Sukhwinder Singh Sukhu’s government has denotified 19 degree colleges opened in the last months of the BJP government.

A notification in this regard was issued by the Education Secretary on Friday. A total of 23 degree colleges were opened after April 2022 in the Jairam government.

According to the notification issued by Education Secretary Abhishek Jain, 19-degree colleges have been denotified.

These include Degree College Swarghat and Balhsina in Bilaspur District, Degree College Mashrund in Chamba District, Degree College Galod and Lamblu in Hamirpur District, Degree College Baranda, Kotla, Ridkmar and Chadhiar in Kangra District, Degree College Pangana, Pandoh and Baga Chanaugi in Mandi District.

Apart from this, Degree College Jalog and Sanskrit College Singla have been denotified in Shimla district.

Degree College Staun in the Sirmour district is now closed. Degree colleges Mamlig, Chandi and Baruna have been closed in Solan district. Whereas the Sanskrit college opened in Jagatsukh of Kullu has also been denotified.

Altogether, 17 degree colleges and 2 Sanskrit colleges have been denotified as per the new orders.

Of the newly opened colleges, 5 had 0 admissions. This means that only 4 of the colleges opened in the Jairam government have survived.

These include Nohradhar in Sirmour district, Kupvi in Shimla district, Banikhet Degree College in Chamba district and Chhatri Degree College in Siraj of former Chief Minister Jairam Thakur.

Assistant professors from denotified colleges will be transferred in a day or two. The teachers who were posted on deputation are being transferred back to the old college. The cabinet had taken a decision in this regard only last week.

Fourlane Update: Chief Minister Sukhwinder Singh Sukhu, while presiding over the review meeting of the National Highways Authority of India on Thursday, during his recent visit to Delhi discussed various issues raised with the Union Road Transport Minister regarding the development of road infrastructure in the state.

Delhi Authority member Manoj Kumar was specially present in this meeting. The Chief Minister said that strengthening road connectivity in the state is the topmost priority of the state government.

The National Highways Authority of India should speed up the four-lane road projects being implemented in the state. The state government has simplified and time-bound all other processes including forest clearances.

The state government will provide all possible help to the authority in the development of roads.

Shimla-Mataur, Pathankot-Mandi NH will be four-lane

He said that the authority has agreed in principle to prepare a four-lane road from Shimla to Matour worth about Rs 10,000 crore and from Pathankot to Mandi worth about Rs 12,000 crore.

Along with this, the National Highways Authority of India will prepare a concept paper to prevent landslides and falling of stones etc. due to the cutting of mountains during the expansion of roads in the state.

He said that about 300 crore rupees will be spent through NHI on the project to stop the falling of stones and debris etc. on these roads during rains.

Due to better road connectivity, the inflow of tourists will increase here and better facilities will also be available to them.

The Chief Minister said that the State Government has decided to develop Kangra as a tourism capital and from this point of view also the Pathankot-Mandi and Shimla-Mataur four-lane road projects are important.

He said that the detailed project reports of various packages of the Pathankot-Mandi four-lane road project should be prepared soon, except for the 19 kilometer stretch near Mandi town.

Public Works Minister Vikramaditya Singh, Chief Parliamentary Secretary Sanjay Awasthi, Principal Secretary to Chief Minister Bharat Kheda, Principal Secretaries RD Nazim and Onkar Chand Sharma, NHAI Regional Officer Abdul Basit and other senior officers were present in the meeting.

Make DPR of Hamirpur bypass soon

The Chief Minister directed that the DPR of Hamirpur bypass should be prepared soon. The CM said that the state government is also promoting the operation of electric vehicles.

In such a situation, the authority should also make provision for charging stations at a proper distance for electric vehicles in these four-lane road projects.

The process to provide compensation for the land acquired for these projects has been expedited and necessary instructions have been issued to the concerned Deputy Commissioners in this regard.

Bus port will be built with the help of NHAI

Preparation of business model of bus port in collaboration with NHAI and necessary cooperation from NHAI in the development of rope-way projects in the state, especially Himani Chamunda and Bijli Mahadev rope-way, was also discussed in detail in the meeting.

Apart from this, matters related to increasing the speed limit of vehicles in plain areas of four-lane roads, providing way-side facilities along these roads and allocation of revenue were also discussed.

Free Smart Uniforms for Five Lakh Students of Government Schools Discontinued

About five lakh students of Himachal Pradesh will no longer get free smart uniforms. The Sukhu government, which is going through a financial crunch, has excluded the boys of classes I to XII from the general category and girls of classes IX to XII from the purview of the free uniform scheme. Earlier 8.50 lakh students used to get uniforms.

Now, this scheme has been limited to 3.70 lakh students only. The Sukhu government has decided to give uniforms only to the students of classes I to VIII.

Financial assistance is given by the Central Government to provide uniforms to these students. Under the new system change, free uniforms will now be given to all girls of first to eighth grade and boys of SC, ST, and BPL families only.

These 3.70 lakh students will now be given Rs 600-600 in their bank accounts through DBT instead of a set of clothes.

Earlier, eight and a half lakh students of classes I to XII were given two sets of uniforms each and Rs 200 each for tailoring.

The state government has approved a transfer of Rs 600 per student through Direct Benefit Transfer (DBT) to all girls studying in classes I to VIII and boys belonging to SC, ST, and BPL families.

This amount will be transferred in the name of these students or their mothers for school uniforms.

Education Minister Rohit Thakur said that from the new financial year only students of classes I to VIII will be given free smart uniforms.

Just before the snowfall, the Snow Energy Department had started work on this scheme worth about Rs 3.5 crore.
So far, 250-watt power plants have been installed in about 50 percent of the houses.

These houses have been selected through the state government. The MLAs of the concerned area were entrusted with the responsibility of selection.

Earlier, Snow Energy Department has set up similar plants at Bada Bhangal in Kangra and Shakti, Maraud, and Shuad in Kullu.

Him Energy Department has provided electricity to 168 families in remote areas of Kangra, while 250-watt off-grid solar plants have been installed in 58 households in Kullu.

Now, through Him Urja, solar plants are being set up at a cost of Rs 1.45 crore in Kinnaur, Rs 90 lakh in Lahaul, Rs 85 lakh in Spiti, and Rs 30 lakh in Bharmour.

There is a power crisis in these areas for four to five months in a year. The initial cost of this project was estimated at Rs 3.5 crore.

On the other hand, Rahul Kumar, CEO of Snow Energy Department told that connections are being made in Kinnaur, Lahaul-Spiti, and Bharmour. The list of beneficiaries is ready.

After the snowfall, the process of installing solar power plants in these houses will start fast. After this, a proposal will be prepared for the second phase as well.

By March 25, proposals for revised toll rates will be sent from all PIUs, which will be implemented after the approval of the Ministry of Road Transport.

Toll rates for cars and light vehicles will go up by five percent and for other heavy vehicles, it is likely to go up by up to 10 percent.

It is being told that toll rates will also be increased on the recently commissioned Delhi-Mumbai Expressway.

At present, the toll is being charged at Rs 2.19 per kilometer on the expressway, which will be increased by about 10 percent.

The number of vehicles on the expressway is increasing rapidly. At present, about 20 thousand vehicles are plying on the expressway daily, whose number is likely to increase to 50 to 60 thousand in the next six months.

On the other hand, toll rates of the Eastern Peripheral Expressway, and Delhi-Meerut Expressway will also be increased.

Monthly Pass will be Expensive

The facility of a monthly pass is given to the people living in the area of 20 kilometers of the toll plaza and it is usually cheaper. There is also a plan to increase its fee by 10 percent.

Government employees are waiting for the time scale to be restored, but the Punjab government has not yet taken a decision on this.

Employees are now arguing that when the UGC scale can be given in Himachal without giving it in Punjab then why not the time scale? Even more complicated is the matter of anomalies in the Pay Commission.

The discrepancies that came after the implementation of the pay commission have not been resolved yet. These anomalies have further increased due to the extension of rider benefits to certain categories.

The Congress government after coming to power has not even addressed the issue of pay commission anomalies.

Although Congress has definitely promised to remove these anomalies in its manifesto. That’s why the budget will tell what the Chief Minister says about the discrepancies in the Pay Commission.

Half of State’s Budget Spent on Salary-Pension

Talking about the last budget, more than half of Himachal’s budget is being spent on salary of employees, pensioners and other grants.

How much has this liability increased after paying the Pay Commission, this will also be known from the new budget itself.

The increase in this expenditure means that the state government will have less money for capital expenditure.

Anyway, out of 52 thousand crores, only 25 percent of the budget was left for development works in the last budget.

In this, various private schools affiliated to HP Board and CBSE Board of Himachal Pradesh will be called for interviews. Due to this, students will not have to wander for employment. They will be able to get placement from the campus itself.

In this, along with old trainees studying from Dharamshala B.Ed College, final-year students who have passed the Eligibility Test (TET) will be given employment.

The B.Ed college administration has started work on this scheme. The coordinator said that invitations for interviews have been sent through e-mail to about one thousand private schools affiliated with the HP Board and CBSE Board in the state.

Tourists are reaching the South Portal of Atal Tunnel Rohtang in four-by-four vehicles. Hundreds of tourists reached the South Portal of Solanganala and Atal Tunnel since Friday morning and saw the snow.

Tourism businessmen Dole Ram, Ved Ram and Roop Chand Thakur told that tourists are also enjoying skiing, paragliding, mountain bike, horse riding, and snow scooter in Solanganala.

Hotel Association Manali President Mukesh Thakur and Vice President Roshan Thakur said that the winter season is going well in Manali.

At the time of Indo-Pak partition in 1947, Turtuk along with other three villages Thang, Tyakshi and Chulunka used to fall in the Baltistan region of Pakistan, but after the Indo-Pak war in 1971, these four villages were captured by India.

Before the war of 1971, many people of this village were studying and working in other areas of Pakistan, but when the war of 1971 happened, these four villages became a part of India and those people, who wanted to study and work, had gone to another city in Pakistan, remained there.

Cabinet will take decision on JOA 817

Important decisions were taken in the cabinet meeting chaired by Chief Minister Sukhwinder Singh Sukhu on Friday. Revenue Minister Jagat Negi said that the employees who have been appointed since May 15, 2003 will be given old pension.

Contribution to the New Pension Scheme will stop from 1 April 2023. Employees who want to take advantage of the old pension scheme will have to give consent in writing.

The state government will also give an option to the employees to stay in NPS. Himachal Pradesh has made a new model for the restoration of old pension.

The state has not adopted the model of any other state. An additional annual expenditure of about 1000 crores will be incurred on the state government for giving old pension.

During the cabinet meeting, a proposal was also passed to return Rs 8000 crore to the state deposited under the National Pension System from the central government.

From April 1, 2023, on what basis and how the GPF will be deducted under the old pension, the Finance Department has been asked to make detailed rules.

In the cabinet meeting, it was decided to appoint 780 ASHA workers on incentive basis under the National Health Mission.

Benefit of old pension will be available from April 1, 2023

It will act as a health worker in providing accessible and reliable healthcare facilities at the community level.

In the meeting, approval was also accorded to the guidelines for appointing ASHA service providers (facilitators) under the Community Process Program of the National Health Mission.

The Cabinet also approved the transfer of Rs.600 per student through Direct Benefit Transfer (DBT) to the girl students of classes I to VIII belonging to SC, ST, and BPL families.

This amount will be transferred to the name of these students or their mother for school uniform and about 3.70 lakh students of the state will be benefitted by this.

The cabinet also gave its approval to lease out toll barriers for the year 2023-24 through auction and tender process under the Himachal Pradesh Tolls Act, 1975.

Also approved the rationalization of engineering staff of Forest Department and the services of these 26 engineering staff will be absorbed in Public Works Department, Jal Shakti Department, Himachal Pradesh State Industrial Development Corporation, Himachal Pradesh State Electricity Board and Himachal Pradesh Power Corporation Limited.

The Cabinet gave its approval to include civil area outside Yol Khas Cantonment Board in adjoining Gram Panchayats Rakkar, Baghni, Tangorti Khas and Narwana Khas.

The cabinet approved the repeal of the Himachal Pradesh Loktantra Prahari Samman Act, 2021 and the Himachal Pradesh Loktantra Prahari Samman Rules, 2022.

In the meeting, it was decided to fill the post of Assistant Professor in the Department of Community Medicine in Shri Lal Bahadur Shastri Government Medical College, Ner Chowk, Mandi for the convenience of the people of the area.

The Central Government has bluntly said that the money of the New Pension System (NPS) will be returned only after the retirement or death of the employee in Himachal Pradesh.

PFRDA has sent a clarification to the Himachal government in this regard. 8000 crore rupees of the state government are stuck in the center.

Every year 1500 to 1600 crore rupees of government employees are being deposited in NPS.

Implementation of the Old Pension Scheme (OPS) on the ground in Himachal Pradesh has become a big challenge for the present government. The financial condition of the government is not good.

Central government agency Pension Fund Regulatory and Development Authority (PFRDA) is stuck with 8000 crores of employees and state government, which is payable after retirement in the form of NPS pension.

Under the New Pension System (NPS), government employees contribute 10 percent of their salary monthly to the PFRDA, while the state government contributes 14 percent.

A state government official has admitted that the PFRDA’s clarification has come in this regard that NPS money can be returned only under two circumstances.

These can be returned only in the event of retirement and death. In this regard, the situation has been clarified to other states in the same way.

The construction work of Kiratpur-Nerchowk four lane is in the final stage. So far 92 percent work has been completed and there is a plan to start the four-lane for traffic from May 1, for which the producer company Gabor Construction is working at a fast pace.

Bilaspur Deputy Commissioner Abid Hussain Sadiq on Thursday inspected the four-lane road from Kainchi Mod to Bilaspur border along with officials of NHAI and Gabor Company. On this occasion, he also inspected five tunnels built at Kiratpur Ner Chowk.

The Deputy Commissioner said that the work of Kiratpur-Nerchowk four-lane is in the final stage and it will be ready by becoming a four-lane before the stipulated time, due to which the distance of Chandigarh from Bilaspur will be very less and the journey will be easy and pleasant.

After the inspection, the Deputy Commissioner told that ninety-five percent of the work of this project has been completed and the remaining work will also be completed soon, for which he directed the officials of the Gabor Company to prepare the project before May 1, at any cost.

He said that it is the effort of the government to open the four-lane for traffic from May 1, for which every possible effort is being made.

The Deputy Commissioner said that 22 major and 15 minor bridges were to be constructed on this four-lane, out of which 19 major bridges have been completed and the work of three bridges is in progress, of which 90 percent work has been completed.

On this occasion, Assistant Commissioner Gaurav Chaudhary, District Revenue Officer Devi Ram and Project Director along with Sub-Divisional Officer Rajeev Thakur and other officials also gave feedback to the Deputy Commissioner on the progress made so far. (hdm)

The Deputy Commissioner directed Colonel BS Chauhan, General Manager of Gabar Company, to provide better connectivity to the panchayats and villages adjacent to the four-lane, so that the local people do not face any kind of problem.

During the four-lane inspection, the local people also apprised the Deputy Commissioner about their problems, which he instructed the officers to solve.

He instructed to complete formalities regarding land acquisition and make cases for expansion of take-off and landing sites at these places.

ADM Rohit Rathore, Deputy Director of Tourism Vinay Dhiman, SDM Baijnath Salim Azam and SDM Dharamshala Shilpi Bekta and representatives of paragliding associations or operating units across the district and officers of various departments were present in the meeting.

Dr. Nipun Jindal instructed to take full care of cleanliness at the take-off and landing sites in Bir Billing area through Special Area Development Authority SADA.

He said that 16 lakh plastic solid waste management units would be set up in Bir. Funds have been released for this.
