Chief Minister Sukhwinder Singh Sukhu said that now ministers would regularly sit at the party headquarters and listen to people’s problems.

Regular meetings will be held in the coming days. He said that this step would further strengthen the coordination between the government and the organization. He said that the first meeting has been held.

This will help in quick and effective resolution of various problems of party workers. He said that this step has been taken after consultation with Congress State President Pratibha Singh.

The Chief Minister himself took initiative in this regard by reaching Rajiv Bhavan today and was present in the party office for about three hours.

He said that in the very first meeting of the cabinet, OPS has been implemented in the state, which has benefited more than one lakh 36 thousand government employees.

He said that all other guarantees would also be fulfilled in a phased manner. He said that with a view to provide quality education to the students, Rajiv Gandhi Day Boarding Schools would be opened in each assembly constituency of the state.

The main source of revenue with the board is the payment of consumers who consume more than 125 units of electricity and the board spends this revenue on electricity purchases, field demand, and allowances of the employees, but this time the board has stopped all these purchases. About 190 crore rupees have been spent on 16 thousand employees and 29 thousand pensioners.

Apart from this, outsourced employees have been paid. Now in March, the subsidy of Rs 200 crore is paid by the state government, then the board will be in a position to pay the pending expenses.

Till now the payment of the subsidy of Rs 200 crore is pending. In such a situation, the board has to pay the salary and pension on March 1 from its own share.

As of now, the board is now waiting for subsidy from the state government to meet the expenses for the month of March.

The state government has guaranteed to take the scope of free electricity up to 300 units, but considering the current financial condition of the board, both the board management and the employees union have called upon the government to reconsider the decision.

Electricity Board’s Managing Director Pankaj Dadhwal told that talks are going on with the government on subsidy.

The subsidy is likely to be paid in the first week of March. The electricity board has paid salaries and pensions from the revenue raised in February. Other expenses will be met by the subsidy.

The case of newly opened degree colleges was discussed in the meeting, but the case of government schools opened at the last moment of the Jairam government is now being sent to Friday’s cabinet.

This work will be completed within the next two-three months and the distance will be reduced by 25 to 26 kilometers after the introduction of the four-lane. Along with this, the journey will also be pleasant. Many tunnels and bridges are being built on the four-lane.

CM will Take a Decision on JOA-817 also

After the Hamirpur paper leak case, the stir regarding Junior Office Assistant Post Code-817 has intensified.

On the one hand, the Personnel Department is seeking information related to this from the Vigilance Bureau, on the other hand, on March 1, 817 candidates are coming to Shimla to meet the Chief Minister.

On the basis of the status report of the Vigilance Bureau, the Advocate General has replied in the Supreme Court in this matter.

The Vigilance Bureau has called 73 candidates for this recruitment exam for questioning because they came in contact with the arrested people. The state government is yet to take a decision regarding this recruitment exam.

The last part of the highway from Kanthlighat to Dhalli is to be constructed in two parts. In the first part, the process of forest clearance from Kanthlighat to Shakral has been completed.

There is no obstacle left in the construction of this part. It may be noted that the total length of this part being converted into a four-lane is 17.465 km and the road is to be constructed at a cost of Rs 1844.77 crore.

Two tunnels and 20 bridges come in this route and apart from this, an underpass and a major junction will also be constructed.

It is noteworthy that the National Highway Authority of India (NHAI) had completed the tender process for the construction of the National Highway on July 11, 2022.

This process is completed for both phases. Of these, about 11 km of National Highway is to be constructed from Shakral to Dhalli.

A budget of Rs 2070 crore has been kept for this. Three tunnels and seven bridges will be constructed in this part.

These include a three Qutub Minar-sized extra-dose bridge, while a tunnel will be built just below Sanjauli Bazaar and it will be the biggest tunnel of the entire route.

There are still six other projects, on which the decision will now be taken in the next meeting of the Forest and Environment Department.

Construction Directly after Clearance

After the forest clearance, now the construction of the National Highway will start directly, whereas earlier the file had to be sent to the Supreme Court for final approval.

This process used to take one to two years and delayed the start of the project, but in June last year, the Supreme Court removed this arrangement on a petition by NHAI.

Now the State Forest Department and the Forest and Environment Department of the Center are considered to have the final approval to start the work.

In such a situation, after forest clearance, NHAI is free to start the work of National Highway.

Kangra, Hamirpur, and Mandi have to Atill Wait

The wait for forest clearance for the construction of four-lanes on the Shimla-Mataur and Pathankot-Mandi National Highways has further increased.

This time, four projects of Shimla-Mataur, two of Pathankot-Mandi, and two of Kanthlighat-Dhalli were engaged for forest clearance, but out of these eight cases, one has been approved, while the decision on seven others will now be taken next month.

Meanwhile, 19 vehicles of the Transport Department have been replaced with electric vehicles. With this, Himachal Transport Department has become the first such department in the country, under which all the vehicles coming under it are e-electric.

Diesel vehicles present with the Transport Department will not be auctioned for the time being. He has been placed in the Department of Transport reserve pool.

At the same time, the responsibility of setting up charging stations in the state has been given to the Energy Efficiency Service Limited Company.

The Transport Department has shared with the company the details of the places identified for the charging stations by the District Deputy Commissioners. The company is now looking at the feasibility there.

After the successful trial of two coaches, the four coaches which are to be trialed will reach Kalka railway station in March. After some time their trial will be started.

According to the officials, when the train with panoramic coaches passes on the Kalka-Shimla railway line it will look like the Bernina Express of Switzerland.

The look of these coaches is like the Bernina Express of Switzerland which runs on a mountain rail track. Tourists will have a different experience in traveling to the mountains in the said coach.

According to railway officials, Rail Coach Factory Kapurthala was entrusted with the project of modernization of coaches of Kalka-Shimla Narrow Gauge (UNESCO World Heritage Site) by the Indian Railways sometime back.

No digital data was available for modeling of narrow-gauge track for design development and testing of these coaches.

Despite this, the design team of RCF tried to develop the design of rail coaches for the broad gauge system of Indian Railways.

For this, the RCF design team prepared a 3D model using old blueprints and sketches available at Kalka Workshop. After this, the further process was completed.

In the first phase, the trial of the two coaches (shells) that were launched on the Kalka-Shimla rail route was successful. Now four panoramic coaches will reach Kalka in March. After this they will be trialed by the RDSO team. – Mandeep Singh Bhatia, DRM, Ambala Railway Division

According to railway officials, the design and production team of RCF has in-house manufactured all the necessary resources like new design shell jigs, lifting tackle, static test jigs, narrow gauge line, and loading gauge for manufacturing these coaches.

After getting approval from the Railway Board, two prototype shells were manufactured. These were tested by RDSO Lucknow in October 2022 at RCF.

These two coaches (shells) (such as chair car and power car) were taken to Kalka, where the carrying capacity of the coach was also tested by filling sandbags with high and low speeds.

After the successful acclimatization trials of these two coach shells in December last year, Rail Coach Factory is now preparing to start final trials of new design panoramic narrow gauge coaches for Kapurthala Kalka-Shimla.

For this, all four types of AC executive chair car, AC chair car, non-AC chair car, and power cum luggage coach will soon be put through a detailed acclimatization trial by RDSO Lucknow.

After the success of this detailed oscillation trial and further approval, RCF will start phased production of these new panoramic coaches.

There will be seven coaches in each train

RCF will manufacture 30 state-of-the-art narrow gauge panoramic coaches including twelve seater 6 first class AC chair cars, 24 seater AC 6 chair cars, 30 seater 13 non-AC chair cars, and 5 power/luggage/guard vans.

It will be equipped with state-of-the-art features. These include lightweight shells with upgraded bogies and an improved brake system.

These coaches will have panoramic wide-view window design so that passengers can experience the beauty of mountains and valleys.

These coaches will also be equipped with modern security features like CCTV and fire alarm. Each train of such coaches will have seven coaches including 6 passenger coaches and one power/luggage/guard van.

Colonel BS Chauhan, general manager of Gabar Construction, the manufacturer of this four-lane, said that all five tunnels are ready and now mechanical and electrical work is going on inside the tunnel.

The four-lane road is also almost ready, although some work is pending in between. However, there is an effort to fully open the four-lane for traffic from May 1.

Bilaspur Deputy Commissioner Abid Hussain Sadiq said that four-laning would be started from May 1. Colonel BS Chauhan, general manager of the producer company, has been called to Bilaspur on Monday.

Complete feedback on the progress so far will be taken after the meeting and soon the construction site of the four-lane will be visited.

On the third day, we reach the next camp through the forests of Sanobar, Buransh and Juniper. In the fourth day of trekking, beautiful views of the lakes are seen.

Night stay is done after coming to the camp on the fifth day. On the sixth day trekkers first go to Haripur and then from there they can come to Patlikuhal and take a bus.

For Futta Saur first one has to reach Haripur village. Trekking starts from a village named Soil located at some distance ahead.

Before any bus coming to Manali one has to reach Patlikuhal. All types of buses ply from Delhi to Manali including Volvo.

Those coming from other places will also have to come a little ahead of Kullu and get down at Patlikuhal. Bhuntar Airport of Kullu can be reached by air travel.

Next will have to come by road. The nearest railway station is at Joginder Nagar, about 150 km away from here. Which is connected to the main line at Pathankot through narrow gauge.
