The officers involved in the change made in the original alignment of Kiratpur-Nerchowk Four-lane may face consequences. After getting the changes made in the alignment checked, its confidential report has been sent by the Divisional Commissioner Mandi to the Principal Secretary Revenue on April 4.

The original alignment of the above project was substantially changed by the National Highways Authority of India without the approval of the Central Government.

The Ministry of Environment was continuously listening to the complaint letter of the Four-lane Displaced and Affected Committee, seeking a report from the State Government, but the State Government was not giving any cooperation to the Ministry, on which the Ministry closed the project worth Rs 1,818 crore in 2020 with immediate effect.

After this, Project Director Mandi urged the Deputy Commissioners of Bilaspur and Mandi to investigate the change. In just two weeks, the committees headed by both the Deputy Commissioners sent their reports to the government.

It was said in this report that there has been no change anywhere except in seven places. Based on these reports, the Ministry had conditionally given permission to work first in the brown field and then in the green field.

The ministry had sought an action taken report on the report of inspection of trees and officials who were negligent on arbitrary changes in the alignment of the project as per the conditions of the Ministry of Environment.

After this, the Highway Authority gave a fine of about two crores to the Forest Department to fulfill a condition. Chief Forester Bilaspur had constituted a two-member committee and sought a report from the DFO headquarters.

Madan Lal Sharma, general secretary of Four-lane Displaced and Affected Committee, said that even after eight months, the committee approached the High Court, which was assured of action against the guilty officials within two months.

Chief Forester Bilaspur, involving a total of 13 officers of the Forest Department and two officers of the Highway Authority, apprised the Principal Secretary Forest that the officers of the Revenue Department are also involved in this irregularity.

On this the Principal Secretary Forest wrote to the Principal Secretary Revenue to take appropriate action. Principal Secretary Revenue had demanded an inquiry from the Divisional Commissioner, Mandi, on which this action has been taken.

Divisional Commissioner Mandi Rakhil Kahlon has written in letter number COMMR-MND-NHAI-Enquiry (Report)-2092 that the report has been sent to the Principal Secretary Revenue, Government of Himachal Pradesh. It is written on the letter that this report is confidential.

History of Kathgarh Mahadev Temple

Skymet Managing Director Jatin Singh said the southwest monsoon has received normal or above normal rainfall for the last four consecutive times due to triple-dip-La Nina however, now La Nina has ended.

The possibility of El Nino increasing during the monsoon is increasing, due to which the rains are likely to be less. According to Skymet, the northern and central regions of the country are most likely to receive deficient rains.

Central region Gujarat, Madhya Pradesh, and Maharashtra may receive deficient rainfall in the months of July and August. At the same time, Punjab, Haryana, Rajasthan, and Uttar Pradesh of North India may receive less than normal rainfall in the second half of the season.

Mandi: On Monday, 85 new corona-infected cases have been reported in the district Mandi of Himachal Pradesh. All these cases have been found positive in the Rapid Antigen Test (RAT). After a long time, this is the highest number of corona infection cases in a single day in the Mandi district.

On Monday, 1188 RAT samples were collected across the district by the Health Department and 14 samples were sent for RT-PCR samples. Out of these, only 85 corona-infected cases have been found in RAT samples.

No corona-infected case has come to light in the RTPCR sample. So far, many corona-infected people have died across the district and currently, there are 230 active cases of corona infection across the district.

Also, on April 4, out of 1051 samples, 75 infected and 47 recovered cases were reported and on April 2, out of 516 samples, 14 infected and 23 recovered cases were reported.

In this regard, CMO Dr. Narendra Kumar Bhardwaj said that sampling will be increased from 1000 to more than 1300 in district Mandi.

For this, instructions have been issued to all health institutions and officials so that more and more corona infected cases can be caught.

Paragliding School not Inaugurated

Asia’s first paragliding school built at a cost of about 8 crores could not be inaugurated for paragliding enthusiasts in Bir Billing.

According to the information, the paragliding school is still incomplete, due to which we will have to wait for some time for its inauguration.

Billing Paragliding Association put these Demands Before CM

BPA director Anurag Sharma prominently raised the demand for summer fest in Bir.  Tourism wellness center, orthopedic surgeon, radio frequency tower, acquisition of land at Billing’s take-off and landing site before the CM.

He said that due to the kindness of the CM, Billing has successfully organized the Pre-World Cup after years. He demanded that the state tourism department should organize a competition related to paragliding here every year.

Around 103 participating pilots from 5 countries India, the USA, Nepal, Spain, and the Netherlands participated in this 5-day competition.

21 foreign male pilots including 5 Indian women, 3 foreign women pilots, and 74 Indian pilots have participated in this competition. Apart from this, 10 participating pilots from Indian Army, 1 from the Navy, 1 from Air Force, and 5 from Paramilitary Assam Rifles have participated in the competition.

The Union Health Minister has instructed all states to identify hotspots and increase testing. Along with this, after reviewing the preparedness with all the districts on the 8th and 9th of April, instructions are also given by the Government of India to conduct mock drills on the 10th and 11th of April.

Nitin Gadkari will Inaugurate Kiratpur-Nerchowk Four-Lane: Anurag Thakur

The work of four-laning till Kiratpur-Nerchowk is underway on a war footing. Union Minister Nitin Gadkari will inaugurate this four-lane by May 15.

This was disclosed by Union Minister Anurag Thakur during the inspection of Kainchi Mod to Mehla tunnel which is being constructed under the Kiratpur-Nerchowk four-lane in the Swarghat Area.

Anurag Thakur said that Kiratpur-Nerchowk four-lane has been completed in record time. The tunnel work is almost complete. About 96 percent work of four-laning has been completed.

Efforts are being made to get this four-lane inaugurated at the earliest. He said that this four-lane will reduce the journey from three hours to just 40 minutes.

He further added that the Modi government at the Center has given many gifts to Himachal, and the people of the state are benefiting from it.

Gadkari will inaugurate Kiratpur-Nerchowk four lane

Union Minister Anurag Thakur also gave proper instructions to the officials during the inspection of the four-lane work.

MLA of Nayanadevi Vidhansabha Constituency Randhir Sharma, Block President Bal Kishan Thakur, Block Committee President Kiran Sharma, Ram Kumar Sharma, Rampal Chowdhary, Satish Sharma, Kalpana Sharma, and others were present on the occasion.

Christ Church was built in 1857

The Christ Church of Shimla was built in 1857 in the Neo-Gothic style. It was designed by Colonel JT Boileau in 1844. It was built after 13 years. The large bell on the church was donated by Colonel Dumbelton in 1860.

A Degree College will be open in Taunidevi soon; Higher Education Department Submitted a Report after CM’s Announcement

The degree college to open in Taunidevi in Hamirpur district will be the first college to be opened under Sukhwinder Singh Sukhu Government. Earlier, the new government had detected around 19 of the 23-degree colleges opened during the former government.

After this, during the tour of Sujanpur, the Chief Minister announced to open a new college in Taunidevi. After this, the Chief Minister’s Office asked the Higher Education Department to submit a report about this.

Director of Higher Education Dr. Amarjeet Sharma prepared a detailed report for this. It is being said in this report that 26 bighas of land in Taunidevi has been found for the new college, while 35 bighas are needed according to the criteria.

Degree College will be open in Taunidevi soon

Hamirpur Degree College is 12 km from Taunidevi, where 4900 students are studying. Sujanpur College which is 30 km away, has 1111 admissions, while Bhoranj College which is at a distance of 18 km from Taunidevi, has 650 admissions.

According to Norms, if there are more than 3000 admissions in a nearby degree college, a new degree college can be opened by giving a rebate of 25 km.

On this basis, the Director of Higher Education has now recommended the Education Secretary to open a degree college in Taunidevi, in which the proposal has been made to open this degree college. It seems that for every degree college, the parameters will be tested in the similar manner under the new government.

Kamrunag Lake holds treasure worth billions, try to steal it and go blind

Hill state of India Himachal Pradesh is land of gods. It has number of holy lakes which are visited by thousands of devotees every year. Kamrunag is one of such lakes which is linked to history, as old as the Mahabharta era.

Kamrunag lake is the third major lake of Mandi district. Other two are Rewalsar lake and Prashar Lake. Kamrunag Lake is located in the Karsog Valley and is 51 km from Mandi city. It is situated at an altitude of about 3334 meters above sea level. Surrounded by thick deodar forest, the lake overwhelms nature lovers.

Kamrunag Temple

There is also an ancient temple of Kamrunag god or deity. This temple is built on the banks of Kamrunag lake, where a stone statue is installed.

In the month of June (आषाढ़) a huge fair Saranahuli in the vicinity of this temple is held. Thousands of devotees from all over the state gather to show their love and reverence to the Kamrunag deity.

There is no direct road to Kamrunag and it can be reached by trekking only. The 6km trek presents breathtaking views and offers a special and long lasting experience to tourists.

Huge Treasure

There is a tradition to offer valuables including gold, silver, coins and even currency notes to the lake, especially when their wishes are fulfilled by Dev Kamrunag. Gold and silver jewellery is also offered to the deity via lake.

It is believed that the tradition of offering gold, silver and money to Kamrunag lake has been going on for centuries. It is said that an uncountable treasure of gold, silver and money is laying in the lake.

Mythology

Kamrunag used to be a warrior in Mahabharata age. Barbarik or Babrubhan, also known as Ratna Yaksha, was an invincible warrior of his time. He wanted to take part in the war of Mahabharata.

When he went to ask permission from his mother to take part in the war, she asked him to promise that he would fight on behalf of the army which would be losing.

When lord Krishna came to know about this, he decided to stop Barbarik because he (Krishna) knew that Kauravas would be losing the war. Krishna dressed as a priest (Brahmin) and went to see Barbarik.

Seeing only three arrows in his quiver, Krishna mocked him asking whether he was going to fight with only those three arrows.

Barbarik told that he would use only one arrow and that too would come back to him after hitting its targets. If all the three arrows were used then all the three worlds would be destroyed, Barbarik said.

Lord Krishna challenged him to pierce all the leaves of a Peepal tree standing in front of them. As soon as Barbarik took out the arrow, Krishna did hide a leaf under his feet.

In a few moments, the arrow pierced all the leaves and turned towards Shri Krishna’s feet. Shri Krishna removed his foot quickly and the arrow pierced that leaf as well.

Now shri Krishna expressed his desire to have a donation from Barbarik. He also made Barbarik to promise him that whatever was asked for, Barbarik would have to donate. Krishna went back to his real form and asked for the head of the invincible warrior.

Barbarik agreed but expressed a wish to see the war of Mahabharata. Krishna placed his severed head at a high place facing the battlefield from where he watched war till the end.

After the end of the war, Krishna gave Barbarik boon that he would be worshiped as Shyam Khatu in Kalyug and his torso (waist) would be worshiped as Kamru.

At present, Khatu Shyam is located in Sikar district of Rajasthan and Kamar (torso) is located on the hill as Dev Kamrunag.

Kamrunag Lake Folklore

When the Pandavas passed through this place on their last journey to heaven, they met Kamru. It is said that Kamru asked for water and Bhima struck the ground with his palm and a lake emerged, which is now known as Kamrunag lake.

The Pandavas threw all the ornaments they had in this lake and went towards the Valley of Flowers. Even today it is a tradition that devotees offers gold, silver, ornaments or coins to this lake.

According to priests managing temple, this lake is insanely deep and holds a treasure of billions.

Deity protects the treasure

According to folklore, Kamrunag protects this huge treasure himself. Many thieves have tried to steal the treasure in the past but have failed miserably. According to a priest one who would try to steal the treasure has to meet bad fate or even goes blind.

It is said that once a British man tried to extract gold from this lake but he failed and became seriously ill.

Inaccessible in winters

In winters the entire Kamru Nag area is covered with a thick layer of snow hence this place goes insurmountable in winters.

Only experienced trekkers are advised to visit Kamrunag after coordinating local authorities so that they could be tracked and evacuated in case of emergency or bad weather.

God of rain

Lord Kamrunag is also called Bada Dev and he is also recognized as the God of rain. In the event of drought, people from places like Kullu, Chachyot, Mandi, Balh and Karsog come here and offer prayers for good rains.

Summer vacation schools in Himachal Pradesh will have rainy season from June 22 to July 29. The total number of holidays has been kept at 38.

The Directorate of Higher Education has released the schedule of rainy and winter vacations of summer schools. It has been decided to give six days holiday during Lohri.

In the notification issued by the Director of Higher Education, Dr. Amarjit Kumar Sharma, it has been told that from June 22 to July 29, there will be 38 days of rainy holidays.

There will be four holidays two days before and two days after Diwali. There will be six holidays two days before and three days after Lohri. There will be rainy holidays in winter schools from 22nd to 27th July.

CAG Report: In Himachal Pradesh, tenders were allotted with mutual nexus of contractors. 92,849 kg bleaching powder was supplied after three months of expiry. Undue benefits were given to the contractors even after widening the road.

The Public Works Department also recovered less amount for laying of optical fiber cable. These revelations have come in the Financial Year 2021-22 report of the Comptroller and Auditor General of India (CAG).

According to the report, in Bharmour sub-division, only one pucca road has been declared as unpaved. Purchased 976 Chloroscope for Rs.16.85 Lakh. They were not used to test the amount of chlorine in drinking water.

Fraudulent Payment on Bogus Entries

According to this report, the Public Works Department has falsified the payment on fake entries in the books including 3.34 crore infructuous expenditure on the incomplete road construction work. Due to nexus, an undue benefit of 38 lakh was given to the contractor.

There was negligence in the construction of Jablahi Nala-Barnota Karkoh road including the bridge under NABARD to provide transport facility in Kotli, Mandi.

The CAG recommended the government to ensure investigation and accountability against officials of the Public Works Department. Less recovery of due amount for digging done for laying optical fiber cable on road sides.

Public Works Department got Short Recovery of 55 Lakhs

Records of the Bharmour division revealed that in the year 2018, an estimate of 2.65 crores was sent to the telecom operator for the repair of a 26.10-kilometer road coming in the tribal area from Garola to Deol.

In the estimate, five-kilometer road was shown as unpaved, whereas the road turned out to be paved. The rate was fixed at Rs 1,121 per kilometer for a pucca road, Rs 238 for digging along a kutcha road.

Due to this the Public Works Department made less recovery of 55 lakhs. From the year 2016 to 2021, 1717 drinking water schemes worth Rs 2618.28 crore were approved without determining technical feasibility.

The Government could not even set up a state-level Laboratory

The Jal Shakti Department gave 92,849 kg of bleaching powder worth Rs 22.83 crore to the field three months after its expiry. From 2019 to 2021, 84,000 water samples were to be tested in district laboratories, but 56,238 samples were tested.

From the year 2016 to 2021, everything was not going well in the Jal Shakti Department. The government could not even set up its own state-level laboratory, which has been recognized by the Centre.

At present, out of total 59 laboratories, 43 are centrally accredited. The samples tested in these also revealed that many diseases could have spread through contaminated water. The department purchased 976 chloroscopes for Rs 16.85 lakh. They were not used to test the amount of chlorine in drinking water.

For the widening of 10-kilometer stretch of Sainj-Choupal-Nerwa-Shallu road in Shimla district, the department extended undue favor to the contractor by paying 86 percent of the amount upfront.

Crores not Deposited in NPS Scheme of Employees

The CAG has revealed that during the tenure of the previous government, crores of rupees were not deposited in the NPS of the employees. During the year 2021-22, there was a total contribution of 1,133.19 crore in the National Pension System.

In this, employee contribution was 474.41 crore and government 658.75 crore and interest was three lakh. The government transferred Rs 1,126.55 crore from the main head Limited Contribution Pension Scheme to the National Security Depository Limited.

In this, employee contribution was 470.17 crore, and government contribution was 656.38 crore. That means the government contributed less by Rs 5.42 crore in NPS.

The Limited Contribution Pension Scheme for key top government employees has a balance of 14.30 crores after depositing the initial balance of 7.66 crores till 31st March 2022.

Till March 31, 2021, the state government neither made provision nor paid interest of 54 lakhs on NPS balance of 7.66 crores.

CAG made these Recommendations for Economic Management

  • The government should find ways to reduce committed expenditure so that more funds can be made available for development expenditure.
  • Given the high cost of borrowing, the government should find ways to ensure a fair return on capital invested in state public sector undertakings to generate profits.
  • The government has been weak in recovering loans advanced to various sectors, so the state government treats loans and advances as grants and books them as revenue expenditure to reflect their true position in services.
  • Government should ensure time-bound completion of incomplete projects to avoid further cost escalation.
  • The division of work done by the executive engineers of the Public Works Department should be rigorously investigated and accountability should be ensured.
  • Detailed Investigation of Bid Collusion Investigation.
  • Appropriate action should be taken after checking fake entries.

Government Reserves the Right to Change Employees at any Time: High Court

Ban on JBT TET exam lifted

Shimla: The state government reserves the right to transfer the employees at any time. Employees do not have any right to serve at one place for a fixed period.

The Himachal Pradesh High Court clarified this while dismissing the case related to non-completion of normal tenure of three years.

The applicant Abdul Hameed had challenged before the High Court his transfer orders made within one year and four months.

The court made it clear that the government reserves the right to transfer its employees anytime in public interest or administrative necessity.

As per the case the applicant was transferred from Churah Forest Division to Tundah Wildlife Block Khajjiar on the basis of administrative exigencies.

It was the allegation of the applicant that he was transferred within one year and four months, whereas, based on the transfer policy of the Government, he cannot be transferred without completing the normal tenure of three years.

The applicant had also alleged that he was transferred on the basis of DO note. Rejecting the petition of the applicant, the court said that the normal tenure of an employee in the transfer policy is three years, but it cannot be called a complete mandate.

The government reserves the right to transfer its employees anytime in the public interest or administrative necessity.

The government had also denied the allegation of transfer of the applicant on the basis of DO note.

CM Sukhu Expressed Concern over the Increasing Cases of Corona, Urged People to Wear Masks

62 new cases of corona in Kangra

Expressing concern over the rise in the number of COVID-19 cases in Himachal Pradesh, Chief Minister Sukhwinder Singh Sukhu has urged the people of the state to follow the corona protocol and wear masks in crowded places to check the spread of the virus.

The chief minister was presiding over a conference on the ‘Strong role of Himachal Pradesh legislators in improving health services during and after the pandemic in India’ organized by the Indian Association of Parliamentarians on Population and Development (IAPPD) here.

He said that the government is keeping a close watch on the situation and now the society has to learn to live with the coronavirus.

CM Sukhu said that the present government is making necessary reforms in the health sector to provide specialized medical care services to the people.

Increasing Cases of Corona in Himachal pradesh

The positive results of these reforms will be seen in the coming times. He said that modern technology would be inculcated in the state’s health institutions to make them world-class so that people could get modern medical facilities at their doorsteps.

He said that a robotic surgery facility would be available in Medical College Tanda and IGMC Shimla in the next six months.

This will not only save precious time of the patients but will also provide accurate results. He said that the construction work of PAT block at IGMC Shimla has been started and Rs.50 crore would be spent for the installation of PAT scan machine at Dr. Rajendra Prasad Government Medical College, Tanda.

The Chief Minister said that the government has allocated Rs 11 crore for setting up a 175-bed medical emergency facility with trauma center at IGMC Shimla.

He said that the construction work of Chamba and Hamirpur Medical Colleges had been expedited and was likely to be completed this year, which would provide specialist medical services closer to home to the people of these areas.

He said that with a view to promote transparency in the system, the State Government has also constituted Medical Services Corporation for the procurement of medicines, equipment, and machinery in health institutions.

The Chief Minister said that the present State Government was taking various welfare and public welfare decisions to benefit each and every section of the society.

The state government is committed to fulfill all the guarantees given by the Congress party to the people of the state during the assembly elections in a phased manner.

He said that the State Government has set a target to make Himachal Pradesh a Green Energy State and the Green Budget is a positive step in this direction.

He said that the present government was committed to preserve the clean environment of the State and several initiatives had been taken to check pollution emissions which would go a long way in mitigating the problem of climate change.
