Cement company accepted demands of truck operators

After Adani Cement Company ACC and Ambuja, now UltraTech Company will also reduce the cement freight.

The company had recently increased freight rates by 13 paise to Rs 10.71 per metric tonne per kilometer, which made truck operators happy.

Now after the new fare of Adani company, Ultratech company is also going to reduce freight by 41 paise. Its decision will be taken on 27 February.

Ultratech company will also pay Rs 10.30 as freight like Adani company. This will harm 3,500 truck operators transporting UltraTech Cement.

For about three hours, there was a churn in the meeting between the office bearers of Ultratech Management and Ultratech Transport Meetings Coordination Committee regarding freight.

The operators took their stand that the freight should not be reduced, but the UltraTech management said that they would follow Adani Company’s policy.

Although no decision was taken in this meeting, but now it is likely to be finalized in the meeting to be held on February 27.

Daulat Singh Thakur, advisor to the coordination committee present in the meeting, said that the circumstances of all the cement companies are different.

The cement dispute was between truck operators of Adani, BDTS and Darlaghat. This had nothing to do with the UltraTech company and its transport assemblies.

Whatever decision is made between Adani Company and its operators, it is applicable only to them.

Ultratech company has its own policy and they should not follow Adani company policy. At the same time, the officials of UltraTech Company have said that they will pay only the rent fixed by ACC and Ambuja.

Daulat Singh Thakur said that the final decision on this would be taken in the proposed meeting on February 27. Plant head Vivek Mathur and other officers were present on behalf of the company.

Feasibility report Gaggal airport expansion rejected

The Himachal government has approved the Social Impact Assessment survey regarding the expansion of Gaggal Airport in Kangra.

For this, Himachal Pradesh Administrative Training Institute HIPA was given the task of selecting the agency, which has been completed.

SR Asia has been selected through tender. The same agency was also doing the assessment of Mandi airport.

Now the tourism department will notify the social impact assessment, in which information about the land to be acquired for this airport will have to be given.

In fact, the Kangra district administration had prepared two phases for this assessment and sent the report of the first phase to the tourism department.

After this, on the instructions of Chief Minister Sukhwinder Singh Sukhu, the report of the second phase was also called for and now the Social Impact Assessment of both phases will be done together.

After this, the land acquisition work will also be done simultaneously. Gaggal Airport’s airstrip is currently 1376 meters, which is planned to be extended to 3100 meters.

The cost of this entire project is going to be around Rs 4000 crore. The new thing is that it will be a brownfield category airport.

This means that the cost for the expansion of this airport will be borne jointly by the center and the state. The first phase of land acquisition will be done till Gaggal Bazar.

Sukhwinder Singh Sukhu’s government has set a target of making Kangra a tourism capital and for this, it is necessary to land a big ship in Kangra.

This is the reason why the Chief Minister wants land acquisition of both phases to be done simultaneously.

HIPA Director Rigved Milind Thakur said that the agency has been selected for the Social Impact Assessment of Kangra Airport and has now sent the case back to Tourism. This survey will start as soon as the tourism department issues a notification in this regard.

Kangra or Mandi- The Government will have to take a Decision

Whether the international airport in Himachal will be built in Kangra or Mandi, this decision will ultimately have to be taken by the state government.

This is because the cost of Mandi and Kangra airports is almost equal. Each airport will cost around 4000 crores.

Mandi’s proposed airport is of the green field category. Therefore, the state will have to bear its entire cost, while the Airport Authority of India will also help in developing Kangra Airport.

Shimla-Dharmashala to Become Smart Cities – 98 Crores Given by Central Government

Break on Smart Meter Campaign, Rs 3700 Crore Tender of Electricity Board Cancelled

The Electricity Board Employees Union recently met Chief Minister Sukhwinder Singh Sukhu. In this, questions were raised on the smart meter scheme.

In fact, 125 units of electricity are being given free of cost across the state. The consumers who are getting this electricity free of cost, do not even have to pay meter rent.

The state government, in its guarantee, has said to take this facility up to 300 units. In such a situation, the Electricity Board Employees Union had argued that the board would have to face huge losses by installing smart meters in lieu of free electricity.

Electricity Board will not get any benefit of this project. Right after this meeting, it has now been decided to cancel the tender.

Electricity Board’s Managing Director Pankaj Dadhwal said that due to technical reasons, this tender has been cancelled. The tender process will start afresh.

These tenders will be held again in the future and the board will complete the works which were decided from this budget in the state in the coming days.

Approval for Expansion of Kangra Airport, Bridge to be Built on Manjhi Khad for Three-Kilometer Long Runway

And in the second phase, it will be increased to 3010 meters. After this, big airplanes can also land here. Presently only 72-seater aircraft can land at Kangra airport.

It becomes more difficult to operate air services here as the day progresses, as the effect of warming air comes on the load penalty. This is the reason that most of the flights from here are in the morning only.

Pathankot-Mandi Four-Lane may also be Reshuffled

It is being told that in order to increase the length of the runway of Kangra Airport, apart from building an overbridge on the Manjhi bridge, the proposed Pathankot-Mandi four-lane will also have to be diverted a little.

Bad News from Central Government to the States Implementing OPS

There is bad news for the states implementing the OPS scheme against the NPS scheme implemented by the central government.

The Government of India has refused to return crores of rupees under the New Pension System to the states implementing OPS. Union Finance Minister Nirmal Sitharaman has refused to return the money to the states.

With this announcement of the Finance Minister, millions of employees of Himachal Pradesh, Chhattisgarh, and Rajasthan including Punjab have suffered a major setback.

Sitharaman said that the state governments should announce the restoration of the old pension (OPS) on their financial basis and the states doing so will have to make financial arrangements to implement OPS at their own level.

According to the rules, no employer can claim the amount deposited in NPS.

The governments of Rajasthan, Chhattisgarh, and Himachal government have restored the old pension scheme to the employees along with Punjab.

On the other hand, after this announcement of the Union Finance Minister, the Rajasthan government has announced that it will knock on the door of the Supreme Court against this decision of the Government of India.

Government Dissolved Staff Selection Commission after Suspension

Sukhu government has dissolved the Himachal Pradesh Staff Selection Commission suspended since the JOA IT paper leak case came to light on 26 December 2022.

The government has taken this decision after considering all the investigation reports of the case. Chief Minister Sukhvinder Singh Sukhu gave this information on Tuesday.

He said this with great grief that the investigation report revealed that papers of recruitment examinations were being sold in the Staff Selection Commission for the last three years.

In view of this, it has been decided to dissolve the commission. It has been decided to put the staff of the selection commission in the surplus pool.

Employees were asked to which department they wanted to go. Sukhu said that the State Public Service Commission will complete the recruitment process until the new recruitment agency is decided.

For the convenience of the applicants, the government has decided to transfer the ongoing recruitment process from Himachal Pradesh Staff Selection Commission Hamirpur to Himachal Pradesh Public Service Commission Shimla.

Paper leaks from lower to high levels

Sukhu said that the commission had involvement in paper leaks of officers from low to high levels.

He said that the functioning of Himachal Pradesh Staff Selection Commission is under serious question and on the basis of reports, it indicates that for the last three years, the rigging was at its peak and the selected candidates were sold.

Sukhu said that the state government is studying the national model of recruitment to maintain transparency in the recruitment process and after that appropriate decision will be taken.

He further said that the first charge sheet in the case has been filed on Tuesday. Supplementary charge sheet will also be filed soon.

Learn the whole matter here, when what happened

The paper was leaked on 23 December 2022, two days before the written examination for the recruitment of 319 posts of JOA IT of State Staff Selection Commission.

In view of this, the government suspended the functioning of State Staff Selection Commission Hamirpur on 26 December with immediate effect.

At the same time, all the ongoing and pending recruitments in the commission were stopped till further orders. The government appointed Additional District Deputy Commissioner (ADC) Hamirpur as Special Affairs Officer (OSD) of the Commission.

Also suspended the female employee accused in the paper leak case. Junior auditor and computer operator recruitment papers were also recovered from the woman’s house.

On 26 December, the government formed the SIT in the case of JOA IT paper leak from Staff Selection Commission Hamirpur. DIG G. Sivakumar was assigned the responsibility of SIT team.

On 27 December, the Special Investigation Team (SIT) went to the Staff Selection Commission and investigated the record. In the case, Vigilance presented an invoice in Hamirpur Court on 20 February and eight people were accused in the charge sheet.

On January 20, two employees of the Staff Selection Commission have been appointed in the Shimla Secretariat. Questions arose on this. On 21 February, the government dissolved the commission itself.

New Rules-SOP on Old Pension, file Returned from Law Department

Work has started in Himachal on creating new pension rules regarding old pension and preparing a draft of Standard Operating Procedure i.e. SOP.

The file sent by the Finance Department to the Law Department has returned. However, the Law Department has given a unclear reply on the agreement of the New Pension Scheme.

The Finance Department had sent copies of the NPS Agreement and the PFRDA Act together and asked the Law Department that if this agreement is broken unilaterally, then what will be its side effects?

After the opinion from the Law Department, work has started on the new pension rules. However, instructions are still awaited on what to do with GPF.

The biggest reason for this is that the decision at the state government level is still under reconsideration whether NPS contribution should be completely discontinued or not.

However, there is no doubt that the employee will get old pension after retiring. The idea is after the Center’s offer, which allows additional loans to be taken in lieu of NPS contribution.

Sources in the Finance Department say that the cabinet can also be separate on old pension. All things about this will be finalized before the Chief Minister’s budget speech.

In Himachal Pradesh, the temperature has started to drop due to clear night sky and partly cloudy day. On Monday too, it was cloudy in most of the areas, due to which cold was felt.

The Met department has predicted rain or snow in isolated parts of Lahaul-Spiti, Chamba Kullu, Kangra, Mandi and Kinnaur, which is expected to bring down the temperature further.

The Meteorological Department (IMD) has predicted thunderstorm or lightning at isolated places in the central hills of the state today. Baring Hansa in the Lahaul-Spiti district received one centimeter of snow.

Shimla recorded a minimum temperature of 11.6 degrees as against yesterday’s 14 degrees. Shimla recorded the highest-ever minimum and maximum temperature of 14.4 degrees Celsius and 23.2 degrees Celsius on Saturday.

Shimla’s night temperature was 2.4 notches lower than yesterday but eight notches above normal, the Meteorological Department said.

Temperature at Bhuntar Airport in Kullu 10.2, Kalpa (Kinnaur) 4.4, Dharamshala (Kangra) 8.2, Una 12.2, Nahan (Sirmour) 13.5, Keylong 0.4, . Solan 7.6, 11 Manali 8.8, Kangra 13, Mandi 10.2, Bilaspur 12.5, Hamirpur 11.7, Chamba 11.7, Dalhousie 10, Juberhatti Airport 12.5, Kufri 9 and Narkanda 7.4 degrees Celsius.

Lahaul-Spiti district administration informed that the Manali-Leh National Highway (NH-003) has been opened for four-wheelers till Darcha after remaining closed due to avalanche near Dhundi.

It still snowed between Darcha o Shinkula. Pangi-Killar Highway (SH-26) is also closed due to avalanche. Kaza Road (NH – 505) is closed from Grefu to Kaza and is open for four-wheelers from Sumdo to Losar.

The department has advised locals and tourists to avoid unnecessary travel in case of snowfall.

8000 Jobs in Education Department; 5800 Posts will be Filled in this Department

If you are eligible to become a teacher in any cadre, then this is the time for you to prepare. The reason for this is that the state government is going to do bumper recruitment in the education sector.

About 8000 new posts can be filled by including elementary education and higher education departments. In fact, the cabinet sub-committee formed to fulfill Congress’s guarantee of one lakh government jobs had sought the number of posts to be filled from all departments.

In response to this, the Elementary Education Department has given its vacancy. However, the data of the Higher Education Department is yet to come. Both departments have been asked to provide data as on December 25, 2022.

Even after the review meeting of the Education Department, Education Minister Rohit Thakur had said that the recruitment will be done first.

Chief Minister Sukhwinder Singh Sukhu has also said that the recruitment will start from the month of April and before that the decision on Hamirpur Staff Selection Commission will also be taken.

According to the data sent to the government, the number of vacancies in the Elementary Education Department is around 4000, but in the case of drawing master, many posts are not being filled due to the condition of 100 children.

The number of posts which have been sent for approval to fill in the Elementary Education Department is 2462. This includes only TGT and C&V. TGT has 1159 Arts, 831 Non-Medical and 472 Medical posts.

Even in the Higher Education Department, the matter of recruitment of 471 posts of School Lecturer New was returned by the Public Service Commission due to technical reasons.

Responding to this query, the case has been sent back to the commission, but some more posts are yet to be added in this category as well.

According to the decision of December 12, 2022, the new government had stopped recruitment in autonomous universities as well. Their posts are yet to be added to it. So the total figure will be around 8000. It also includes batch-wise recruitment. (hdm)

Today again Discussion of Adani Group Truck Operators; Government called Meeting in Secretariat, Trying to Solve the Rate Issue

After the lockout of the ACC cement factory Barmana, the protests continued on Sunday as part of the ongoing Pakka Morcha campaign against the Adani Group. Despite being spent more than two months, no conclusion has been found so far.

The round of meetings continues one after the other. The state government has called a meeting at the Shimla Secretariat on Monday, in which there will be an attempt to resolve the dispute between Adani group and truck operators.

On Sunday, Bilaspur Main Market Ward No. number nine attended the dharna under the leadership of truck operator Vikas Bhargava and Sunit Sharma.

Kamlendra, Mohit, Ibrahim, Krishnalal, Ravindra Kumar, Rampal, Rajkumar, Jodha Singh, Santosh Kumar, Vikas Jagota, Rafiq Mohammad, Prem Singh and Harjit Singh etc. expressed their anger over the dogma of Adani Group and the government in truck operators advocating the solution while interfering in it.

On the other hand, BDTS chairman Lekhram Verma says that this struggle is pulling long, but the truck operators will not back down and fight a decisive battle. There are repeated meetings, but the solution is not coming out.

He said that although the transport rate should be received at Rs 12.04 under the fixed formula, the Adani group does not agree to give a rate of Rs 10.70 fixed by the UltraTech company.

In such a situation, it is not understood what is the intention of the Adani group. Regular meetings are being conducted but the solution is not coming out.

The Adani Group talks about shutting down the dump of Punjab and does not want to work in long distances even in Himachal Pradesh.

The dispatch is also being said to give less than the prescribed. In such a situation, how will the livelihood of truck operators run.

Pankaj Rai, Deputy Commissioner, Bilaspur informed that the state government has called an important meeting at the Shimla Secretariat at 11 O’clock on Monday, in which there will be talks between truck operators and Adani Group regarding the transport rate and both sides have to resolve the matter by reconciling the matter.

The second most attractive tunnel after Atal Tunnel in Himachal will be built between Kangra and Chamba. If the central government agrees, then the work for this tunnel will start in a planned manner in the upcoming financial year.

It is proposed to make the tunnel double-lane. For nearly three decades, the discussion on the Holi-Utrala tunnel has been raising headlines in the politics of the state.

This time the National Highway Wing of Public Works Department has prepared a big plan. This plan is being sent to Union Road Transport Minister Nitin Gadkari.

In fact, the Public Works Department has proposed to the Central Government to build the National Highway, the possibility of closure of the route during snowfall has been awakened.

In view of the possibility of heavy snowfall between Holi of Chamba and Utrala of Kangra, now the Public Works Department has advised to create a tunnel, so that the movement on this route can be 12 months a year.

The Public Works Department has proposed a tunnel at Surehi Pass. This tunnel is proposed just below the Jalsu holdings. With the formation of this tunnel, Bharmour will help in transporting fruits and vegetables to the outer state.

Those who turn to Chamba from low -lying areas will have to travel about 100 kilometers less. The proposal prepared by the former government has not been included in the tunnel. This proposal has also been given by the Forest Department NOC.

Actually, if this route is included in NABARD, then at a cost of just 10 percent, this most important route will be ready between Kangra and Chamba. Initially, an estimated expenditure of up to 50 crores is being spent in this route.

Public Works Department Chief Engineer Ajay Gupta said that there is heavy snowfall on the Jalsu holdings and makes this road a way to the mountain, even then it will be difficult to move in winter.

In such a situation, a provision of tunnel has also been made in the report and has been sent to the Union Ministry of Transport and Highways, so that the movement between Kangra and Chamba can be possible for 12 months of the year. This is currently a proposal and the central government has to give its opinion on it.

Talk of Tourism Center of Kangra will be completed

Chief Minister Sukhwinder Singh has spoken on many occasions to make Sukhu Kangra a tourism hub. Here the state government is preparing to promote religious and adventure tourism.

In this episode, the proposed tunnel between Baijnath of Kangra and Holi of Chamba can prove to be important link. If this tunnel is formed, then those going from North India to Manimahesh Yatra will take less time.
