Leader of Opposition and former Chief Minister Jairam Thakur says that recently three major railway projects of Himachal have received Rs 1902 crore under the Union Budget.

Jairam Thakur said that connectivity is an important issue in Himachal Pradesh and the Central Government has always given priority to Himachal regarding connectivity.

Jairam Thakur said that a provision of 1000 crore has been made by the Central Government for the Bhanupalli-Bilaspur Rail Project.

Similarly, a provision of Rs 450 crore has been made for the Chandigarh-Baddi rail project and Rs 452 crore for Nangal Talwara.

He said that this is a big gift for Himachal Pradesh and the Bhanupalli-Bilaspur-Leh rail line is also very important from the strategic point of view. He said that the work of the 63-kilometer-long rail track of the Bhanupalli-Bilaspur rail line is going on at a fast pace.

In this project, 21 major bridges are to be built, out of which the work of five bridges is going on and the designs of 16 are almost ready. Under this, the construction work of 20 tunnels is also to be done.

He said that ultra-modern facilities would be developed at Baijnath, Paprola, Palampur, and Amb Andaura railway stations in Himachal Pradesh under Amrit Bharat Station Scheme.

In Himachal Pradesh, the construction work of Kiratpur-Manali, Mandi-Pathankot, Nalagarh-Swarghat, Parwanoo-Shimla, Chakki-Mataur-Shimla, Mubarikpur-Amb-Nadaun and Paonta Sahib-Kalaamb national highways is going on at a fast pace.

Big news for Himachal government employees, contribution in NPS stopped

To implement the old pension in Himachal, the decision to stop the contribution going to the new pension scheme will be taken along with the new budget. Restoration of old pension is also being included in the first budget speech of Chief Minister Sukhwinder Singh Sukhu.

The budget itself will clarify the process of how it will be restored. Therefore, the deduction of NPS contribution from salary will also stop with the new budget. In the first cabinet meeting held on January 13, 2023, the Himachal government had decided to implement old pension and an office memorandum was issued in this regard on January 17.

After this, the Finance Department has sent the file to the Law Department for clarification regarding old pension. In its next process, the Finance Department is drafting new pension rules. Along with this, according to the decision taken in the cabinet, Standard Operating Procedures will also be issued.

Budget Speech NPS Deduction Old Pension Restoration

But old pension is being linked with the budget because the state government is trying to take advantage of an offer from the central government. In fact, the Government of India had offered to take an additional loan in lieu of the contribution going to NPS.

Now a loan equal to this amount can be taken in the current financial year. The state government is giving 1700 crores as this contribution, in which both the government and the employees have a share. Therefore, loan can be taken in lieu of contribution till March 31, 2023.

This is the reason that only after this the reduction in NPS will stop. Till then new pension rules will also be issued by the government. Actually, the condition of 10 years of regular service for the eligibility of pension is already applicable in the system of old pension.

What to do with this condition will be known from the new pension rules. Not only this, but new rules are also coming to restart the GPF system. Chief Secretary Prabodh Saxena says that new rules are being made for pension and GPF regarding old pension.

For this, consultation with the Law Department is necessary and the Finance Department is still in the same process. As per the decision taken in the first cabinet, the old pension will be restored.

The Himachal government will have to raise a huge amount of loan in the month of February and March. This is also necessary to utilize the sanctioned loan limit for this year.

Regarding the liability of 11000 crores of the government employees of the state, the Chief Minister has already said that in the next budget some big steps can also be seen to increase the revenue of the state.

Himachal will not get the same loan limit for the next year, because the state government itself has reduced the loan limit by 2.50 percent in the amendment made in FRBM. Therefore, only the last two months of the current financial year, February and March, are suitable for taking a big loan.

History

The most widely believed story on the origin of this fair is that in 1788, the Raja of Mandi, Aishwarya Sen, was released from captivity by Raja Sansar Chand of Kangra at the time of Maha Shivaratri.

To pay respect and homage to Raja Aishwarya Sen, all the regional people reached Mandi with their deities. Since then this tradition is being followed.

The entire festival is centered around the presiding deity of the mandi, Madhav Rai Ji, who is an incarnation of Lord Vishnu. All the deities participating in the festival have to first offer their respect to Madhav Rai ji.

The Shobha Yatra or the procession of the deities is called Jaleb in the local Pahari language. Jalebs are made three times during the seven-day festival period.

Before the start of Jaleb, Madhav Rai ji and other deities visit Bhoot Nath temple to pay homage to Lord Shiva and are invited to Mahashivratri.

The Bhootnath temple located in the center of Mandi is dedicated to Lord Shiva. It was built by Raja Ajbar Sen in 1527 AD.

Loss of crores due to Adani Group's attitude

The meeting between the office bearers of Truck Operators Cooperative Sabha Bilaspur (BDTS) and Adani Cement Company Group on Tuesday also remained inconclusive.

In the meeting, the Adani group proposed Rs 8.50 per ton per kilometer cement freight to the BDTS officials, which was flatly rejected by the truck operators.

BDTS officials have announced that now they will charge Rs 12.40 instead of Rs 10.20 as freight. On the other hand, if Chief Minister Sukhwinder Singh Sukhu does not issue a notification on freight as per the demanded time, the truck operators will chalk out a strategy for agitation on Wednesday.

As part of the movement, picketing will be held outside the plant including chakka jam. BDTS officials said that the state government could not do anything in the matter, now we will get the plant started on our own and will also decide the freight charges ourselves.

In the meeting held at Barmana on Tuesday, the two sides discussed earlier loading-unloading, closure of cement dumps in the state, and long-distance transportation of goods.

BDTS officials said that they are in favor of dumping cement in Himachal Pradesh like Punjab. Truck operators will transport the goods directly to the dealer.

On the other hand, North Logistics Head Virendra Srivastava and Barmana Plant Head Amitav Singh, who were present in the meeting on behalf of Adani Group, said that they want to provide long-distance freight to truck operators, to which BDTS officials also agreed.

After this, talks were held on freight. Adani Group proposed a freight rate of Rs 8.50 to BDTS, which was rejected by the operators. BDTS General Secretary Pradeep Thakur said that there was no consensus on the freight rate in the meeting.

Keeping the respect of the government, the truck operators reduced the freight and gave a rate of Rs 10.20 to the Chief Minister.

The Chief Minister had sought time till February 6 to reach an agreement on this, but the Chief Minister did not respond. Now BDTS has decided that it will charge only Rs 12.04 freight which is being made from the year 2005 formula. Will not do less than this.

Adani Company will hold Meeting with Operators in Darlaghat

56 days after the closure of the cement industry in Darlaghat, Adani company officials will hold a meeting with truck operators for the first time on Wednesday at 11:00 am at Ambuja industry.

Twenty rare and endangered medicinal plant species have been found in and around Pin Valley National Park, which are distributed in more than 10 different ecoregions.

There are two routes to reach this tourist destination, the first one is called the summer route which is open from July to October, and the second one is called the winter route which is open from March to December.

The summer route to this park starts from Kullu where you can take a bus. From Kullu to this place, you reach Kaza through the beautiful landscapes of Manali, Rohtang Pass, and Kunjam Pass. When you reach Kaza then you have to travel by bus till Mikkim.

Be informed that this is the last motorable route. After reaching Mikkim, you will have to trek for a distance of about 10 kilometers to the park.

The winter route, on the other hand, takes you from Shimla to Tapri by bus, then again by bus from Tapri to Kaza and then on foot.

How to Reach Pin Valley National Park

Tourists can take the help of taxi, car or public bus to reach Pin Valley National Park. To reach by car/taxi, one has to reach Kaza located in Spiti.

This is the starting point of the journey. After this proceed to Dhankar which directly leads to Pin Valley National Park via Attargo Bridge. The total journey takes around 2 hours and the park is located at a distance of 27 km.

Where in a normal operation it takes more than three hours, in this the operation will be done in one to one and a half hours.

Apart from this, instead of a team of five to seven doctors and nurses, one doctor, one anesthesiologist, and one sister will handle the operation.

Three Railway Stations in the State will Become World-Class

Three railway stations in the state will become world-class.

Under the Amrit Bharat Station scheme, state-of-the-art facilities will be developed at Baijnath-Paprola, Palampur, and Amb-Andaura railway stations in Himachal Pradesh.

Rajya Sabha MP Indu Bala Goswami has said that Government of India Railway Minister Ashwini Baishnav told her in an informal conversation that these stations will be equipped with the latest world-class facilities, including free Wi-Fi, multi-design furniture, disabled-friendly facilities for railway passengers.

Many new facilities including facilities, including approach road widening, high-level platform, interconnectivity, security, air conditioner, waiting hall, accelerator, and drinking water will be developed.

Three railway stations in the state will become world-class.

Railway consultants will be deployed for new facilities at these stations. He said that all this work would be completed in one and a half years.

A survey team will come to these stations to know the facilities of the passengers, after assessing the existing facilities at the station, a report will be prepared for their improvement.

For the expansion of the rail project in Himachal Pradesh, a provision of Rs 1838 crore has been made in 2023-24, which is 17 times more than in the year 2009-14.

Along with this, Goswami told that a provision of 1000 crores was made for Bhanupalli, Bilaspur-Beri rail project in Himachal Pradesh, 450 crores for Chandigarh-Baddi and 452 crores for Nangal-Talwara rail line.

Apart from this, a provision of Rs 870 crore has also been made for the hydrogen train on the Kalka-Shimla rail line.

MP Goswami told that the sports budget has been increased by 400 crores and the Pradhan Mantri Awas Yojana budget has been increased by 66 percent.

Most of the e-buses will also be operated in the Rampur-Shimla corridor. Shimla local depot will be made a fully electric bus depot and a new electric bus depot will be opened in Nadaun.

He said that 60 percent of electric buses would be provided to the Himachal Road Transport Corporation in two years. The Chief Minister said that the State Government would induct 300 new e-buses in the fleet of Himachal Road Transport Corporation in the next financial year to achieve this target.

For this, a lump sum amount of Rs 400 crore will be sanctioned to the Himachal Road Transport Corporation. More e-buses will be added to the fleet of Himachal Road Transport Corporation in a phased manner.

CM said that the main objective of the Electric Vehicle Policy 2022 is to ensure environmental protection by promoting the adoption of electric vehicles as a means of transport and to develop Himachal as a hub for electric transport and manufacturing of electric vehicles.

Along with this, setting up of charging infrastructure in the government and private sector across the state to meet the charging requirements of electric vehicles and providing subsidies and other incentives to entrepreneurs to set up electric vehicle manufacturing industries in the state is also included.

The Chief Minister said that to encourage the use of electric vehicles, the State Government has also given an exemption in token tax on electric vehicles. He said that the government is also committed to setting up electric charging stations at various places in the state to speed up the use of electric vehicles.

On this occasion, Deputy Chief Minister Mukesh Agnihotri said that the Chief Minister has taken a historic and revolutionary initiative by providing electric vehicles to the Transport Department on the historic ridge.
