Leader of Opposition and former Chief Minister Jairam Thakur says that recently three major railway projects of Himachal have received Rs 1902 crore under the Union Budget.

Jairam Thakur said that connectivity is an important issue in Himachal Pradesh and the Central Government has always given priority to Himachal regarding connectivity.

Jairam Thakur said that a provision of 1000 crore has been made by the Central Government for the Bhanupalli-Bilaspur Rail Project.

Similarly, a provision of Rs 450 crore has been made for the Chandigarh-Baddi rail project and Rs 452 crore for Nangal Talwara.

He said that this is a big gift for Himachal Pradesh and the Bhanupalli-Bilaspur-Leh rail line is also very important from the strategic point of view. He said that the work of the 63-kilometer-long rail track of the Bhanupalli-Bilaspur rail line is going on at a fast pace.

In this project, 21 major bridges are to be built, out of which the work of five bridges is going on and the designs of 16 are almost ready. Under this, the construction work of 20 tunnels is also to be done.

He said that ultra-modern facilities would be developed at Baijnath, Paprola, Palampur, and Amb Andaura railway stations in Himachal Pradesh under Amrit Bharat Station Scheme.

In Himachal Pradesh, the construction work of Kiratpur-Manali, Mandi-Pathankot, Nalagarh-Swarghat, Parwanoo-Shimla, Chakki-Mataur-Shimla, Mubarikpur-Amb-Nadaun and Paonta Sahib-Kalaamb national highways is going on at a fast pace.

Big news for Himachal government employees, contribution in NPS stopped

To implement the old pension in Himachal, the decision to stop the contribution going to the new pension scheme will be taken along with the new budget. Restoration of old pension is also being included in the first budget speech of Chief Minister Sukhwinder Singh Sukhu.

The budget itself will clarify the process of how it will be restored. Therefore, the deduction of NPS contribution from salary will also stop with the new budget. In the first cabinet meeting held on January 13, 2023, the Himachal government had decided to implement old pension and an office memorandum was issued in this regard on January 17.

After this, the Finance Department has sent the file to the Law Department for clarification regarding old pension. In its next process, the Finance Department is drafting new pension rules. Along with this, according to the decision taken in the cabinet, Standard Operating Procedures will also be issued.

But old pension is being linked with the budget because the state government is trying to take advantage of an offer from the central government. In fact, the Government of India had offered to take an additional loan in lieu of the contribution going to NPS.

Now a loan equal to this amount can be taken in the current financial year. The state government is giving 1700 crores as this contribution, in which both the government and the employees have a share. Therefore, loan can be taken in lieu of contribution till March 31, 2023.

This is the reason that only after this the reduction in NPS will stop. Till then new pension rules will also be issued by the government. Actually, the condition of 10 years of regular service for the eligibility of pension is already applicable in the system of old pension.

What to do with this condition will be known from the new pension rules. Not only this, but new rules are also coming to restart the GPF system. Chief Secretary Prabodh Saxena says that new rules are being made for pension and GPF regarding old pension.

For this, consultation with the Law Department is necessary and the Finance Department is still in the same process. As per the decision taken in the first cabinet, the old pension will be restored.

The Himachal government will have to raise a huge amount of loan in the month of February and March. This is also necessary to utilize the sanctioned loan limit for this year.

Regarding the liability of 11000 crores of the government employees of the state, the Chief Minister has already said that in the next budget some big steps can also be seen to increase the revenue of the state.

Himachal will not get the same loan limit for the next year, because the state government itself has reduced the loan limit by 2.50 percent in the amendment made in FRBM. Therefore, only the last two months of the current financial year, February and March, are suitable for taking a big loan.

Adani group is asking for 400 vehicles for Himachal and 300 vehicles for clinker transportation. According to truck operators, at present, the cement freight is fixed at Rs 11.41, while on top of that the annual hike of 3.97 percent and diesel hike, which makes the rate Rs 12.04 per kilometer per tonne.

Land Acquisition will happen in Ten Villages; Bhanupali-Bilaspur Rail Line needs 40.54 Hectares of land

A track of 63 km will be prepared from Bhanupali to Beri in Bilaspur. The construction work of the railway track will be done in three phases in which tracks from zero to 20 km in the first phase, 20 to 52 km in the second phase, and 52 to 63 km in the third phase will be manufactured.

In the first phase of the rail track, the land acquisition work has been completed for the 0 to 20-kilometer track, while the land acquisition work is going on for the other phase track.

Northern Railway/Railway Vikas Nigam Limited for construction of rail line in villages Nog, Balhi Billa, Balhi Jhaleda, Bharthu, Bagdi, Beri Rajdian, Khater, Bhater Uparli, Barmana Tehsil Sadar Ki Mandi, District Bilaspur Total area 538-13-05 Bigha ie 40.54-hectare land will be acquired for the construction of Bhanupalli-Bilaspur-Beri, new broad gauge railway line project. Many fairs are organized in Himachal, some of which have international recognition, one of them is the Maha Shivratri fair celebrated in Mandi, which is a famous international fair. This year it is starting from 18th February and will end on 24th February.

Mahashivratri is celebrated with great enthusiasm and devotion all over India, but the Shivratri celebrated in Mandi is a unique amalgamation of culture and devotion, which makes it the center of international attention and attraction.

Held for 7 days starting from the Hindu festival of Shivratri in the city of Mandi in the Indian state of Himachal Pradesh.

The Mandi Shivratri fair is celebrated every year on the 13th day of Krishna Paksha in the month of Phalgun according to the Hindu calendar, which falls in February/March. The popularity of the fair is wide and hence it is known as an international festival.

Mandi is the heartland of Himachali/Pahari culture, situated in the heart of Himachal. It is home to about 100 temples, it is also called Chhoti Kashi and is considered as the city of Shiva by the local people. Its famous temples include Bhoot Nath Temple, Ekadashi Rudra Temple and Tarna Mata Temple.

In Himachal, almost every locality or village has its own deity. Invitations called nimantran are sent to these deities to be a part of the grand celebration of Mahashivaratri.

During the seven days of the fair period, the mandi is visited by over 200 beautifully decorated deities from all over Himachal.

Mandi town situated on the banks of river Beas is one of the oldest towns of Himachal Pradesh, which has about 81 temples of various deities in its periphery.

History

The most widely believed story on the origin of this fair is that in 1788, the Raja of Mandi, Aishwarya Sen, was released from captivity by Raja Sansar Chand of Kangra at the time of Maha Shivaratri.

To pay respect and homage to Raja Aishwarya Sen, all the regional people reached Mandi with their deities. Since then this tradition is being followed.

The entire festival is centered around the presiding deity of the mandi, Madhav Rai Ji, who is an incarnation of Lord Vishnu. All the deities participating in the festival have to first offer their respect to Madhav Rai ji.

The Shobha Yatra or the procession of the deities is called Jaleb in the local Pahari language. Jalebs are made three times during the seven-day festival period.

Before the start of Jaleb, Madhav Rai ji and other deities visit Bhoot Nath temple to pay homage to Lord Shiva and are invited to Mahashivratri.

The Bhootnath temple located in the center of Mandi is dedicated to Lord Shiva. It was built by Raja Ajbar Sen in 1527 AD.

The Mahashivaratri festival begins only after Bada Dev Kamrunag reaches Mandi and as per protocol first Madhav Rao ji visits the temple, takes his blessings and performs puja at Raj Mahal Behera, after that he leaves for Tarna Mata. Dev Kamrunag stays at Tarna Mata Temple during his entire journey of 7 days. He does not get involved in any jaleb.

Himachal Pradesh Chief Minister Sukhwinder Singh Sukhu met Union Minister for Road Transport and Highways Nitin Gadkari in New Delhi today.

During this, CM Sukhu discussed in detail various matters related to the state, especially the four-lane projects being implemented by the National Highways Authority of India and other national highways.

The Chief Minister urged the Union Minister to expedite the construction works of the state’s four-laning projects, especially the Kiratpur-Manali, Parwanoo-Shimla, Chakki-Mataur-Shimla, Mandi-Pathankot, Nalagarh-Swarghat, Mubarakpur-Amb-Nadaun and Paonta Sahib-Kalaamb highways.

Speed should be provided so that their work can be completed in time bound manner. He also discussed about upgrading two-lane highways to four-lane and the construction of tunnels on national highways.

The Chief Minister also urged for the construction of a flyover for smooth traffic and the convenience of the passengers and the construction of the proposed ropeway in the state under the Parvatmala project.

The Chief Minister also urged to release funds for the repair work of national highways in view of the upcoming tourism season in the state.

He said that most of the tourists in the state come by road and keeping this in mind there is a need to further strengthen the roads.

Apart from this, a detailed discussion was also held regarding the centrally funded projects being implemented in the state.

He also emphasized on the upgradation of inter-state connectivity facility and the Union Minister gave his in-principle consent on this.

Adani Group Proposed Rs 8.50 fare, Operator said – not even 10.20, now will take 12.04

Loss of crores due to Adani Group's attitude

The meeting between the office bearers of Truck Operators Cooperative Sabha Bilaspur (BDTS) and Adani Cement Company Group on Tuesday also remained inconclusive.

In the meeting, the Adani group proposed Rs 8.50 per ton per kilometer cement freight to the BDTS officials, which was flatly rejected by the truck operators.

BDTS officials have announced that now they will charge Rs 12.40 instead of Rs 10.20 as freight. On the other hand, if Chief Minister Sukhwinder Singh Sukhu does not issue a notification on freight as per the demanded time, the truck operators will chalk out a strategy for agitation on Wednesday.

As part of the movement, picketing will be held outside the plant including chakka jam. BDTS officials said that the state government could not do anything in the matter, now we will get the plant started on our own and will also decide the freight charges ourselves.

In the meeting held at Barmana on Tuesday, the two sides discussed earlier loading-unloading, closure of cement dumps in the state, and long-distance transportation of goods.

BDTS officials said that they are in favor of dumping cement in Himachal Pradesh like Punjab. Truck operators will transport the goods directly to the dealer.

On the other hand, North Logistics Head Virendra Srivastava and Barmana Plant Head Amitav Singh, who were present in the meeting on behalf of Adani Group, said that they want to provide long-distance freight to truck operators, to which BDTS officials also agreed.

After this, talks were held on freight. Adani Group proposed a freight rate of Rs 8.50 to BDTS, which was rejected by the operators. BDTS General Secretary Pradeep Thakur said that there was no consensus on the freight rate in the meeting.

Keeping the respect of the government, the truck operators reduced the freight and gave a rate of Rs 10.20 to the Chief Minister.

The Chief Minister had sought time till February 6 to reach an agreement on this, but the Chief Minister did not respond. Now BDTS has decided that it will charge only Rs 12.04 freight which is being made from the year 2005 formula. Will not do less than this.

Adani Company will hold Meeting with Operators in Darlaghat

56 days after the closure of the cement industry in Darlaghat, Adani company officials will hold a meeting with truck operators for the first time on Wednesday at 11:00 am at Ambuja industry.

Flora and Fauna of Pin Valley National Park

How to Reach Pin Valley National Park

Tourists can take the help of taxi, car or public bus to reach Pin Valley National Park. To reach by car/taxi, one has to reach Kaza located in Spiti.

This is the starting point of the journey. After this proceed to Dhankar which directly leads to Pin Valley National Park via Attargo Bridge. The total journey takes around 2 hours and the park is located at a distance of 27 km.

Apart from this, there is another route through Shimla, Tapri and Kaza where you can go with the help of car or taxi. However, the former route is more preferred as this route remains open only from mid-July to September depending on the weather conditions.

Three nursing colleges will be opened Himachal

A four-member IGMC team left for All India Institute of Medical Sciences (AIIMS) Rishikesh on Monday before starting the robotic surgery.

This team will get other information related to operation theater to perform surgery here. In this, the team will also see whether the operation theaters currently built in the hospital are sufficient for this robotic surgery.

Apart from this, other technical information will also be obtained. After the return of the four-member team, the IGMC management will submit its report to the government. IGMC Principal Dr. Sita Thakur has confirmed this.

From Indira Gandhi Medical College and Hospital (IGMC), the heads of departments of urology, anesthesia, and two other departments have gone to AIIMS Rishikesh for training.

Robotic surgery has already started in Rishikesh, so after seeing the model of surgery here, its process will be started in IGMC. After this training will be imparted to the doctors and other hospital staff.

Intestine, Cancer, and Liver Patients will get the Benefit

Doctors of IGMC say that through robotic surgery, patients with serious diseases including the intestine, cancer, and liver will be benefitted.

Through this technology, doctors will be able to easily operate on colon cancer, large intestine, prostate, and liver cancer with the help of surgical instruments by sitting at a console.

Where in a normal operation it takes more than three hours, in this the operation will be done in one to one and a half hours.

Apart from this, instead of a team of five to seven doctors and nurses, one doctor, one anesthesiologist, and one sister will handle the operation.

Three Railway Stations in the State will Become World-Class

Under the Amrit Bharat Station scheme, state-of-the-art facilities will be developed at Baijnath-Paprola, Palampur, and Amb-Andaura railway stations in Himachal Pradesh.

Rajya Sabha MP Indu Bala Goswami has said that Government of India Railway Minister Ashwini Baishnav told her in an informal conversation that these stations will be equipped with the latest world-class facilities, including free Wi-Fi, multi-design furniture, disabled-friendly facilities for railway passengers.

Many new facilities including facilities, including approach road widening, high-level platform, interconnectivity, security, air conditioner, waiting hall, accelerator, and drinking water will be developed.

With this, the whole area can be developed from the point of view of tourism and along with the convenience of the local people, high-end/wealthy tourists can be attracted.

He said that soon a survey team of railway officials will visit these stations to take stock of the possibilities of expansion of facilities and will submit the report of an increase in railway facilities to the Ministry of Railways, on the basis of which budget provision will be made.

Railway consultants will be deployed for new facilities at these stations. He said that all this work would be completed in one and a half years.

A survey team will come to these stations to know the facilities of the passengers, after assessing the existing facilities at the station, a report will be prepared for their improvement.

For the expansion of the rail project in Himachal Pradesh, a provision of Rs 1838 crore has been made in 2023-24, which is 17 times more than in the year 2009-14.

Along with this, Goswami told that a provision of 1000 crores was made for Bhanupalli, Bilaspur-Beri rail project in Himachal Pradesh, 450 crores for Chandigarh-Baddi and 452 crores for Nangal-Talwara rail line.

Apart from this, a provision of Rs 870 crore has also been made for the hydrogen train on the Kalka-Shimla rail line.

MP Goswami told that the sports budget has been increased by 400 crores and the Pradhan Mantri Awas Yojana budget has been increased by 66 percent.

Due to this, the people of Gaggal, Matour, and surrounding areas will not have to bear the brunt of the devastation. Not only this, better facilities will be provided to the people by making this road near the airport and IT park.

For the Pathankot-Mandi four-lane, the work stopped near Gaggal airport is also going to get approval soon.

Four laning work is going on a large scale from Pathankot to 32 miles. Let us tell you that due to the expansion of the airport, the condition of the four-lane was not clear.

Now, after getting the approval of the airport proposal and the preparation of the plan for the required land, the plan for the fourth time of the four-lane is being considered almost final.

In an attempt to understand and explain all these things, 72 years old retired MBBS Dr. Rajendra Kanwar, standing at the last stage of his age, sacrificed everything. Donated everything not to any human being but to ‘Government’ for the happiness of his wife.

In the Hamirpur district of Himachal Pradesh, a retired doctor whose wife had passed away a year back has given his property worth crores to the government.

Due to not having any child, his wife wanted that all their property should be bequeathed to the government because whatever he earned, he earned while in government service. To fulfill this wish of his wife, the doctor has donated the property to the government.

Dr. Rajendra Kanwar, 72, of Sunkar village in Jolsappad, and his wife Krishna Kanwar, both used to do government jobs. Dr. Rajendra used to work in the health department and his wife in the education department.

After retirement, both of them wished that as they had no children, they would give all their property to the government. Meanwhile, the Doctor’s wife Krishna passed away so, to fulfill her last wish, the husband donated the property.

Dr. Rajendra completed his MBBS in 1974 from Indira Gandhi Medical College then Snowden Hospital Shimla.

On January 3, 1977, he joined Primary Health Center Bhoranj as a doctor. During the service, he did not even take promotions due to the spirit of service. Even after retirement, he treats hundreds of patients every day. He is known as the Kangoo doctor.

Bypassing the Government talks with The Adani Group held in Panchkula, No Result

After 53 days of the cement freight dispute, bypassing the government’s mediation, the truck owner of Darlaghat and the representatives of Adani Company held talks in Panchkula on Sunday, but the meeting remained inconclusive.

Adani Company officials proposed to give the rate of cement transportation in single digits, due to which the truck operators were uprooted and left the meeting midway. Truck operators are asking for freight in double digits.

Truck owners said that if the cement plant is not started in two days, they will take an annual increase on the old rate. There has been no increase for the last three years. The agitation of the truck owners will continue till an agreement is reached.

Adani officials had given a message to the truck owners of Darlaghat late on Saturday night to hold talks in Panchkula.

The meeting between the two sides started at 12 noon on Sunday and lasted for four hours, but both sides could not agree on the freight. Adani officials from the Panchkula and Shimla offices and heads of the Darlaghat and Barmana cement plants were also present at the meeting.

Among the representatives of the truck owners, Solan District Truck Operator Union President Jaidev Kaundal, Treasurer Kaku Bansal, and former President of Baghal Land Loser Society- Ram Krishna Sharma were also present.

Talks will be held with BDTS officials in Chandigarh

Bilaspur District Truck Operators Cooperative Society (BDTS) will hold talks with the Adani Group on Monday. Adani Group has called the office bearers of BDTS to Chandigarh for talks.

In the coming days, the government may rationalize teachers of surplus schools, because there is surplus staff in educational institutions running in almost all district and block headquarters of the state. At the same time, there is a shortage of staff in schools running in rural areas.

In the meeting, any decision can be taken on the recruitment of JBT pending for many years, because the recruitment of JBT has been stuck in the state for a long time. JBT could not be recruited even once after 2017.

Because of this, more than 4500 posts of JBT have become vacant in primary schools. Similarly, in tomorrow’s meeting, the recruitment for the posts of TGT, PGT, computer teacher, vocational teacher, etc. will also be discussed. Chief Minister Sukhwinder Singh Sukhu has announced Green Corridor in Himachal along with the launch of electric vehicles under the Green Mobility campaign from Shimla.

After flagging off the electric vehicles of the Transport Department, the Chief Minister said that with this initiative, the Transport Department has become the first government department in the country to use fully electric vehicles, which is a big step towards system change.

After the Transport Department, now the State Government will also replace conventional fuel vehicles of other departments with electric vehicles within a year. He said that this would reduce the expenditure of various departments considerably.

It is the responsibility of all of us to keep the environment of Himachal Pradesh clean. It is the effort of the Government to reduce the pollution caused by vehicles in Himachal Pradesh. The State Government is taking several effective steps towards making the state a green energy state by the year 2025.

Sukhu said that the state government is soon going to make the ‘Parwanoo-Nalagarh-Una-Hamirpur-Nadaun-Dehra’ transport line a clean and green corridor. Apart from this, e-buses will be run on most of the bus routes in Shimla city and its surrounding areas.

Most of the e-buses will also be operated in the Rampur-Shimla corridor. Shimla local depot will be made a fully electric bus depot and a new electric bus depot will be opened in Nadaun.

He said that 60 percent of electric buses would be provided to the Himachal Road Transport Corporation in two years. The Chief Minister said that the State Government would induct 300 new e-buses in the fleet of Himachal Road Transport Corporation in the next financial year to achieve this target.

For this, a lump sum amount of Rs 400 crore will be sanctioned to the Himachal Road Transport Corporation. More e-buses will be added to the fleet of Himachal Road Transport Corporation in a phased manner.

CM said that the main objective of the Electric Vehicle Policy 2022 is to ensure environmental protection by promoting the adoption of electric vehicles as a means of transport and to develop Himachal as a hub for electric transport and manufacturing of electric vehicles.

Along with this, setting up of charging infrastructure in the government and private sector across the state to meet the charging requirements of electric vehicles and providing subsidies and other incentives to entrepreneurs to set up electric vehicle manufacturing industries in the state is also included.

The Chief Minister said that to encourage the use of electric vehicles, the State Government has also given an exemption in token tax on electric vehicles. He said that the government is also committed to setting up electric charging stations at various places in the state to speed up the use of electric vehicles.

On this occasion, Deputy Chief Minister Mukesh Agnihotri said that the Chief Minister has taken a historic and revolutionary initiative by providing electric vehicles to the Transport Department on the historic ridge.

He thanked the Chief Minister for providing adequate funds for the purchase of these vehicles. While this new initiative will save money, it is also a meaningful step to create a pollution-free environment, which is the result of the visionary thinking of the present government.
