The future of unemployed youth will not be played with. Our government took the matter of paper leak very seriously. In other cases where there will be irregularities, we will proceed on the basis of the investigation report.

The new selection commission will be completely transparent and the possibility of paper leak will be eliminated. A new commission will be formed in three months. The office of the new commission will be in Hamirpur district only.

Age Criteria

The age of the candidate for these posts has been set from 18 to 45 years. There is a provision for exemption of up to 5 years in the maximum age limit however, the maximum age limit of the applying candidate should not exceed 55 years.

Selection Process

Validation Subject Topic

In the written examination, 150 objective type, MCQ questions will be asked related to Himachal General Knowledge, Everyday Science, History, General Hindi, General English, Mathematics, and Computer Pneumatic Attute. The central government has taken a big decision for strong fortification of the areas adjacent to the China-occupied Tibet border. The Central Government has given its in-principle approval for the construction of a strategic road to Ladakh via Spiti Valley of Himachal.

The Border Roads Organization (BRO) has been working for a long time on the construction of this strategic road. BRO has completed the ground-level survey and sent its DPR to the Ministry of Defense for approval.

The special thing about this route is that it will mostly pass through plains and general hilly areas. This route will remain open throughout the year despite heavy snowfall.

Army, tourists, and common people have to cross only through 12 thousand feet high Tagling-La pass. BRO will construct about 125 km of new road and take it out to Tso Moriri Lake in Korjok, Ladakh.

The work of double-laning of about 211 km of road from Korjok to Leh is also going on. This road to be built from Spiti’s Kaito will connect to Manali-Leh Highway in Upshi of Ladakh.

The special thing is that only the Tagaling-La pass falls on this road, whereas on the existing Manali-Leh road, Baralacha, Tangalangla, and about half a dozen passes have to be crossed.

There is no glacier between the proposed route from Kaito to Korjok. In case of heavy snowfall, this route will be closed only for two months in a year.

The Biggest Tunnel of Kiratpur-Nerchowk Four-lane is Ready in 22 Months

The biggest tunnel of Kiratpur-Nerchowk four-lane is ready. Sensors to know the amount of oxygen and nitrogen gases have been installed in this 1800-meter-long tunnel located in Kainchimod of sub-division Shri Nayanadevi ji.

Fans for ventilation, telephones for security, cameras, and fire extinguishers have also been installed in the tunnel. High mast lights have also been installed in the tunnel. This tunnel has been completed in 22 months.

About Rs 300 crore has been spent on this. Traffic will be started from the end of April. The work of the first and biggest Kainchimod tunnel of Kiratpur-Nerchowk four-lane started in the year 2015.

The tunnel work was stopped in 2017 after the bankruptcy of the IL&FS company doing the construction.

In July 2021, the Bharat Construction Company started the tunnel work again after the work was stopped for almost three and a half years.

Biggest tunnel Kiratpur-Nerchowk four-lane is ready

Both ends of the tunnel were found in December this year. After this, the lining work was started. This tunnel is the longest of the five tunnels built up to Ner Chowk.

Bharat Construction Company is constructing this tunnel under Shri Nayanadevi in Panchayat Swahan. One end of it is in Kainchi Mod and the other in Mehla village. Bridges are currently being constructed towards Mehla village.

Due to this, the traffic has not started yet. After the construction of these bridges, four-laning will start till Ner Chowk. According to company officials, the bridges will be constructed by the end of April.

Excavation of 1100 Meters of the Second Tube Completed

The second tube (parallel tunnel) of the Fourlane’s largest Kainchi Mod (scissor turn) tunnel is also being constructed. Its excavation of about 1100 meters has been completed. The second tube will cost Rs 280 crore.

The second tube is being connected to the first tube every 300 meters so that traffic can be diverted to the other side if there is an obstruction inside it.

So far three waves of corona infection have come in the state and the district in which thousands of people have come under the grip of corona infection and many people have also died due to infection.

That’s why the department has started alerting the people even before the corona infection dominates in the district and people are being called upon to follow the government guidelines.

So far 43 thousand 466 tests have been conducted in the district and 517 people have died during three waves of corona infection in district Mandi.

In this regard, Chief Medical Officer Dr. Narendra Kumar Bhardwaj has appealed to the people that the cases of corona infection are increasing that’s why people should follow Covid rules and use masks only while leaving the house and also, avoid going to crowded places. The budget will be spent in the ratio of 90:10 on these projects worth Rs 114.76 crore. NABARD will give Rs 102.14 crore for the construction of these roads, while the rest of the money will be spent by the state government.

After the construction of these roads, dozens of villages of the state will be able to connect with the all-weather road.

NABARD Approves 25 New Roads

To provide better connectivity to the rural population of the state, the Himachal Pradesh Public Works Department prepared a detailed project report for the construction of new roads and submitted them to NABARD for budget approval.

Under these 25 routes, 152.05 kilometers of new metalled roads will be constructed in the state. For this, the state government will get Rs 102.14 crore as loan from NABARD, while Rs 12.62 crore will be state share. These new roads will be built in nine districts of the state.

After getting approval from NABARD, now the Public Works Department will execute their tender process, so that these fate lines can also be engraved on the ground.

Executive Engineer Ravi Shankar, who is looking after the work of NABARD in the Engineer-in-Chief Office of the Public Works Department, said that 25 road projects worth Rs 114.76 crore have been approved by NABARD. With this, construction of 152.05 km new roads will be possible in the state.

History of Manu Temple

After the cabinet decision, the Finance Department has sent the draft of the Old Pension Rules to the Law Department.

A provision has been made in this regard, that the NPS employee will have to deposit the maximum share of the lump sum amount received on retirement to the state government. This is becoming 54 percent of the total money received by the employee under NPS rules.

This money is for the contribution of the state government to NPS. After getting this amount in the account, the state government will implement old pension to NPS employees, and in the future, they will not need to surrender any amount.

NPS people will now get double pension, Himachal government will give old pension

After this, the pension of the remaining amount of NPS will be given to the employee by PFRDA from Delhi and the state government will give the entire old pension of its share.

In this way, the formula of double pension is being imposed on every NPS employee. As far as the corpus fund is concerned, Himachal government is not creating any separate fund for old pension. That is, the Chhattisgarh formula is not being fully implemented in the state.

Behind this is the financial compulsion of the state government. Since Chhattisgarh is a revenue surplus state, it is possible to do it there. The State Government in Himachal uses Treasury, Wage and Means, and Overdrafts to run its business.

There comes a time once or twice in a year when there is no money in the treasury, yet the bank pays restrictive liabilities like salaries or pensions.

The state has to depend on loans to run its treasury. The loan is available at an expensive rate of interest and if the state government creates a corpus fund, the interest on this fund will be less than the loan.

In this situation also, it would not be prudent to create a separate fund. The state government is giving around 970 crores annually as NPS contribution. At present, the old pension will be paid from this.

This means that the state government wants to run the old pension completely on the treasury. How will the option be taken for this and what will be the format of old pension? This will be known only after the rules are notified.

Chief Secretary Prabodh Saxena said that in all the states which have implemented old pension, a double pension format is being prepared there. The reason for this is that the Government of India is not ready to return the money to the states and the money is coming back to the concerned employee’s account.

Even if the contribution is stopped midway, the NPS Trust is making the monthly pension for the amount that would have been lost. The double pension formula will be applicable in Himachal too.

He told that the notification of old pension will be released soon. Anyway, the bills for salary and pension are made only after the 15th.

Despite the announcement of giving OPS on the day of Lohri, this scheme has not started on the ground till date.

However, recently CM Sukhwinder Singh Sukhu clarified that from April 1, the share of NPS will stop being deducted. In such a situation, the new system is going to be implemented from April 1.

Government Employees have not yet asked for Options

Government employees have not yet been asked to give option to implement NPS. Chief Minister Sukhwinder Singh Sukhu has said that options will be sought from the employees to implement the OPS.

Solar projects were not included in this, whereas land is also required for solar projects. The maximum limit for holding land is fixed under the Land Ceiling Act applicable in Himachal. Only 10 hectares of land that can give two crops can be kept.

If the land is going to give one crop, then a person can hold only up to 15 hectares of land. In other circumstances, 30 acres is the maximum limit, while in Bharmour and Bada Bhangal and Chhota Bhangal, Dodar Kawar of Shimla and Pargana fifteen-twenty of Rampur up to 70 acres of land can be kept.

Exemption of solar projects from land ceiling, government placed amendment bill assembly

To keep more land than this, it is necessary to get an exemption under the Act. The repeatedly stated reasons for keeping this bill in the Vidhansabha have been that to fulfill the goal of making Himachal a green state, it is necessary to exempt solar projects from land ceiling.

On Wednesday itself, the state government has placed a bill in the Vidhansabha to amend the Land Ceiling Act.

The state government wants to make changes in two or three sections of the Land Ceiling Act. Its main purpose is to give daughters the right to keep land as per the limit given in the Land Ceiling Act.

For this, the word ‘adult daughter’ is being added in Section-3 and 4 of the Act. Daughters mean both married and unmarried.

However, according to the revenue records, this amendment does not have much practical effect. Because the Act cannot be implemented from the previous date and the scope of land selling has already been fixed if done from the next date, but the second part of this amendment has the name of solar projects.

Preparations are being done to connect Himachal with Jammu and Kashmir through the National Highway. The National Highway Infrastructure Development Corporation (NHIDCL) has started the process of completing the construction of the double-lane road.

The special thing is that the part of Himachal is about 10 kilometers in this route which is about 80 kilometers long till Tharthari-Kalujugasar-Kilohatran-Makkan-Chasul. The double-lane road from Makkan to Chasul will be constructed on the Himachal border.

A four-kilometer-long tunnel will also be constructed on this route at Kahljugasar in Jammu and Kashmir. This route will connect Chamba district with Doda and Kishtabad.

The longest part of the route will come from the Doda district. The length of the double-lane road here will be 65 km. When in Kishtbad, this length will be five kilometers.

After this, 10 kilometer part of the route will come in Himachal. In 2018, the Central Government gifted this new National Highway to Jammu and Kashmir.

Churah MLA Hansraj had questioned the approval of the central government regarding the conversion of the Bhaderwah-Sanwal road into a national highway, but in response to this, PWD minister Vikramaditya Singh said that the road would not be approved.

He has informed that approval has been given to make Tharthari-Kahaljugasar-Kilohataran-Makkan-Chasul a national highway.

NHIDCL is Preparing DPR of the Route

A ten-kilometer road will be constructed outside the border of Jammu and Kashmir towards Himachal. This route has got in-principle approval and now the work of preparing its DPR is going on.

The National Highway Infrastructure Development Corporation is preparing the DPR for this route. With the construction of this route, the difficulties of pilgrims coming from Jammu and Kashmir during the Manimahesh Yatra will be eased. Along with this, the sequence of accidents will also stop.
